The purpose of the research is to construct positioning maps of local areas to assess the results of their positioning in terms of the environmental component of sustainable development. The article uses methods of analysis and synthesis, statistical and graphic, mapping method, comparative analysis and modelling, which made it possible to research the parameters and components of the local territories` (regions, cities and districts) positioning and to determine indicators for assessing their positions regarding economic, social and environmental components. Based on the rating estimates for the sustainable development of local areas, positioning maps have been constructed using the Ukrainian regions, districts and regional significance cities in the Luhansk region as the example. The article results proposed to expand the environmental indicators list for the positioning implementation based on the environmental assessment in the local level, which will allow the scientific and practical approach to assess the territorial units’ positions from the sustainable development point of view.

The survey includes a study of destination planning and development at a local level through micro-regionalization. The subject of this work is the study, analysis and definition of opportunities for sustainable tourism development at a local level as a model that can be multiplied to be used in other developing tourist destinations. The objective of the study is the sustainable development of tourism in the municipality of Botevgrad and its positioning as an attractive tourist destination. To achieve the research goal, a set of general and private methods corresponding to the interdisciplinary and heterogeneous nature of the study are used: methods of analysis and synthesis, cameral method, cartographic method, geographic methods of research: spatial analysis of the resource potential, localization of the surveyed sites. An approach of studies and systematization of information on literary sources and planning documents has also been used; collecting, processing, systematizing and interpreting statistical data and documents; critical analysis method and expert assessment; comparative analysis method; scientific analysis and synthesis; field observation. The main conclusions point the opportunities for destination management at a local level through micro-regionalisation as a successful model for sustainable tourism.

RESUMEN: El presente estudio responde al interés por conocer los procesos de aplicación del concepto/teoría del desarrollo sostenible a nivel local y el papel que puede desempeñar la escuela en la implementación de estos procesos en la comunidad en la que está inserta; tiene un respaldo teórico en torno a cuatro conceptos clave: a) el concepto de desarrollo sostenible; b) el concepto de «indicadores» para «medirlo»; c) el concepto de «eco-ética» o sustrato normativo para impulsarlo y d) el concepto de «glocalización» o referencia a lo «local desde lo global» para operativizarlo. The paper analyzes the system at higher education in the context of achieving the goals of sustainable development of modern society. From the point of view of a systemic approach, an attempt is made to identify and classify the factors that can measure the contribution of higher education institutions to achieving the Sustainable Development Goals at the regional level. These factors are correlated with the corresponding tasks, as well as possible problems that are posed by the present unstable situation, and hinder sustainable development of the society. The research uses system-wide methods of analysis and synthesis, generalization and analogy. The analysis of the tasks and problems presented in the article allows us to identify and investigate the cause-effect relationships between the factors that determine the achievement of the Sustainable Development Goals and the complexities that accompany this process, and also contributes to the holistic perception of the concept of sustainable development by university staff members and students. The results of the study can be used in event planning within the framework of implementing the strategies drawn up by universities in the context of the sustainable development paradigm.

The article emphasizes the fact that traditional socio-economic indicators do not reflect the challenges of sustainable development adequately, and this is particularly true for the widely-used GDP indicator. In this connection the elaboration of sustainable development indicators is needed, taking into account economic, social and environmental factors. For Russia, adaptation and use of concepts and basic principles of calculation methods for adjusted net savings index (World Bank) and human development index (UNDP) as integral indicators can be promising. The authors have developed the sustainable development index for Russia, which aggregates and allows taking into account balanced economic, social and environmental indicators.

Despite the rapidly growing expenditure on digital advertising, the effectiveness of the functioning of the digital advertising ecosystem is becoming less and less visible. This is related to the fact that only a small part of the expenditure incurred by organizations on various forms of digital advertising brings the expected results. For several years now, a phenomenon that stifles the effectiveness of the digital advertising ecosystem and deteriorates the ROI (return on investment) of advertisers has been the widespread practice of blocking advertising, known as ad-blocking. In this context, the aim of this article is to analyze the scale of the phenomenon of ad-blocking and its causes in terms of its impact on the effectiveness of the functioning of the digital advertising ecosystem and its sustainable development, which is extremely important from the point of view of the development of electronic commerce. In order to carry out this study, a literature analysis was conducted on the genesis of this phenomenon, its scale, causes, and economic effects. After this stage of research, in order to obtain primary data, a questionnaire survey was conducted on a group of individual Internet users. The results of the research indicated three main reasons for the development of ad-blocking. These are: excessive number of advertisements, their excessive invasiveness, and the mismatch between the advertisements displayed to the user and the user’s interests. In the context of these results and of the continued sustainable functioning of the digital advertising ecosystem, it is essential that the advertising industry be able to offer users alternatives to ad-blocking that they consider valuable from their own point of view and that take the users’ expectations into account.

<p><strong>Abstract.</strong> The 2030 Agenda for Sustainable Development or also known as the Sustainable Development Goals (SDGs) is the new global paradigm and blueprint to achieve a better and more sustainable future for all. To collectively achieve the SDGs, the global community agreed on 17 Goals as a baseline framework to measure and monitor its growth. How to measure and monitor development progress by countries has been a long-standing debate since the era of Millennium Development Goals (MDGs) in the 2000s but with the establishment of Inter-Agency and Expert Group on SDG Indicators (IAEG-SDGs), the SDGs have a clearer framework on how to monitor progress and the global community are grappling on how to effectively collect, analyse, visualise and report their successes.</p><p>Within the United Nations, there is the desire to elaborate collectively principles and tools on how best to report the SDGs at country and local level as its success lies in the ownership and accountability at all levels. The Secretary-General of the United Nations is looking into how technologies can accelerate the SDGs and to facilitate the alignments with the values enshrined in the United Nations Charter, the Universal Declaration of Human Rights, and the norms and standards of International Laws.</p><p>In this paradigm, what should be the role of cartographers and geospatial information management experts to ensure how maps and geospatial information can be effectively used by the global community to communicate their challenges and successes from planning to implementing, monitoring, analysing, visualising and reporting on sustainable development? This paper argues the importance of understanding the challenges, asking questions to the policy makers, sharing best practices and building a consensus on the issues surrounding the SDGs before demonstrating the diverse cartographic skills available to design and communicate the intended message better. Hence, the importance of context has never changed and provides the cartographic and geospatial information management community an opportunity to demonstrate the potential and to provide effective support through cartography for the accomplishment of the sustainable development agenda.</p>

The city of Heidelberg has won twice the price of European Sustainable City Award. The paper presents the latest author’s investigation (July 2014) about the sustainable development in the Heidelberg. The aim of the article is an analyses and assessment of the implementation of sustainable development in the city. The policy and economical instruments implemented at the local level at the very early stage (early 90s) help the city to build ecological education and shape ecological style of life.. The city citizens have a very high level of ecological awareness and very often participate in policy decisions, shaping sustainable development goals of the Heidelberg. The main local priorities for sustainable development are: climate and environment protection, rising energy efficiency by using renewable energy sources, local heat district, ecological transport and building in passive standard.

This article is devoted to investigation of the forming and the initial stage of functioning of the UN’s Technology Facilitation Mechanism in the context of exploring new trends of international innovation, scientific and technological cooperation in interests of Sustainable development and achieving its aims. The study goal is a elaborating the conceptual model of given Mechanism in the light of tasks, enshrined in the 2030 Agenda for sustainable development and addressed to the Global partnership in the interest of sustainable development as regards development of environmentally sound technologies, knowledge and innovation and other sustainable technologies.The methodology of research conducted consists of the general scientific methods of analysis and synthesis, generalization and abstracting. The author have used the system principle and the historical principle. The empirical basis of analysis concludes provisions of international documents in the area of sustainable development, UNs’ documents and documents, stipulating the Mechanism activity.As results of given study are following: the proof of hypothesis that Mechanism is a key institutional innovation of global policy in respective area of international cooperation; explicating the specificity of its political and legal foundations; indicating its stakeholders; indicating its structure; pointing its priority directions of activity. The conclusions drawn are conceptual provisions that, firstly, Mechanism really has a potential for consolidating and broadening the scope of international cooperation and also increasing the coordination between stakeholders by means of elimination of fragmentation and gaps that should lead to cumulative effect. Secondly, Mechanism is designed to focus attention on facilitating overcoming various barriers, such as trade, investment and financial, of development and transfer of technologies and knowledge that should lead to a conjugating the scientific and technological progress, on the one hand, and the sustainable development, on the other hand.

Subject. This article discusses the issues related to information support for the Sustainable Development Goals (SDGs) and food security indicators. Objectives. The article aims to determine ways to improve Russia's food security policy. Methods. For the study, we used the methods of analysis and synthesis, and statistical techniques. Results. The article describes the stages of the SDGs information support system formation and determines areas to improve the country's food security. Conclusions. The article concludes that further ensuring and improving the country's food security requires taking into account current global influences, namely the COVID-19 pandemic and climate change.
