The gas industry in the modern Russian economy is of great significance both at the at the national level as a whole and on the scale of a particular region. The task of ensuring reliable power supply to the population is enshrined in the framework of the Energy Strategy of Russia for the period until 2035. Gasification of the regions of Russia is one of the large-scale and socially significant areas of work in the domestic market, within the framework of which the task of providing energy to consumers is being solved. At the same time, the current problem of slowing down the demand for natural gas by industrial consumers in the country should be noted. An attempt to explain the behavior of natural gas demand determined the relevance, purpose and objectives of the study. The purpose of the study conducted by the authors is to study the peculiarities of the influence of regional aspects on the assessment of natural gas consumption by industrial facilities. The authors analyzed the complex of existing problems, and proposed a unified classification of natural gas consumption factors in order to solve this problem.The classification of natural gas consumption factors proposed by the authors can be considered in the development of General schemes of gas supply and gasification of the constituent entities of the Russian Federation, programs for the development of gas supply and gasification of regions.

The purpose of this paper is to analyze the correlations among per capita gross domestic product (GDP), household fuel (natural gas and liquefied petroleum gas) consumption, and carbon dioxide (CO2) emissions through the environmental Kuznets curve (EKC) at the regional and national level in China using data from 2003 to 2015. The results validate the EKC assumption and show that per capita GDP is positively related to CO2 emissions; per capita natural gas consumption has a negative impact on CO2 emissions; however, per capita liquefied petroleum gas (LPG) consumption has a positive effect on CO2 emissions. Therefore, increasing natural gas consumption can effectively slow down the environmental degradation of China. Given rapid economic growth, changing the energy structure can improve the environment.

Major trends in the development of the gas industry point to a large-scale expansion of the liquefied natural gas (LNG) market, which continues to be a fast-growing segment compared to other energy sources. The national policy of the Russian Federation is aimed at developing the infrastructure of LNG complexes. This article analyses the world experience in the use of LNG complexes in gas consumption peak damping installations, which meet the conditions of LNG use as a backup fuel by PJSC Mosenergo branches (low-tonnage production combined with a large volume of LNG storage). It is shown that, in terms of the conditions of production and use of LNG at power plants, the most suitable are installations with 90–100% liquefaction of the incoming gas flow with an external refrigerating circuit using a mixed refrigerant or nitrogen, which provide the composition of regasified LNG almost identical to the composition of the source gas. The authors have formulated requirements for the development of energy-efficient LNG complexes at PJSC Mosenergo branches, including ensuring cycle energy consumption by expanding the network gas in the expander with utilization of refrigerating capacity in the liquefaction cycle, as well as cooling the compressed coolant of the refrigerating circuit by gas flows supplied further for combustion. The technological features of implementation of the LNG complex for production, storage and regasification of LNG as a reserve fuel for TPPs are reviewed. The study has shown that the most suitable power plant for the introduction of an LPG complex is TPP-22, for which a new fuel oil facility is being designed. Despite the current practice of using fuel oil and diesel fuel as backup fuels, LNG can have a competitive advantage through the use of secondary energy resources of TPPs.

How environmental regulations affect natural gas consumption in China is an urgent issue that must be addressed to achieve the optimal allocation of natural gas resources. The nonspatial panel model and spatial Durbin model have been applied in this paper to explore the impact of environmental regulation on gas consumption and the influence mechanism of such regulation. The results show that there is a N-inverted curve between environmental regulation and gas consumption at the national level. Three main mechanisms (or paths) by which environmental regulation affects natural gas consumption are discovered: controlling the total amount of coal in the energy mix, reducing industrial coal consumption and adjusting energy market prices. The first and third paths positively and significantly affect gas consumption, while the second path negatively affects gas consumption. Second, the spillover effects of environmental regulation promote the growth of gas consumption and integration of the natural gas market at the national level. Considering the provincial level, however, some regions have high regulation-high gas consumption intensity (HH), while others have low regulation-low gas consumption intensity (LL). Based on the above conclusions, we give recommendations for improving energy regulations in different regions to promote the development of regional natural gas markets.

There are investigated the influence of operating pressures in the gas supply system on the level of such energy indicators as efficiency, gas flow and gas overrun by gas equipment in residential buildings. There is established a relationship between the values of operating pressures in the gas supply system and the gas consumption level of household appliances. The causes of insufficient pressure in the gas networks of settlements are analyzed in the article. There is also developed an algorithm for calculating the change in the efficiency of gas appliances depending on the operational parameters of the gas network. It has been found that the most efficient operation of gas appliances is observed at an overpressure at the inlet of gas appliances of about 1200 Pa.To ensure the required quality of natural gas combustion among consumers and minimize gas consumption there are justified the following measures in the article: coordinating a domestic regulatory framework for assessing the quality of natural gas with international norms and standards; improving the preparation of gas coming from local wells before supplying it to gas distribution networks; auditing low pressure gas pipelines and reconstructing areas affected by corrosion; ensuring standard gas pressure in the network for the normal operation of domestic gas appliances; stating quality indicators of natural gas combustion by gas sales organizations.

Since 2007, the use of natural gas in China depends on the import, and with an increase in natural gas consumption, gas imports are also constantly growing. In 2018, Chinas natural gas imports approached 100 billion cubic meters, which is 70 times more than in 2006. In recent years, increasing attention has been paid to the use of natural gas in China. Turkmenistan is Chinas main source of pipeline gas imports, and China is Turkmenistans largest exporter of natural gas. In the framework of the traditional model of oil and gas cooperation, China and Turkmenistan are facing such problems as the uniform content of cooperation, lack of close ties in the field of multilateral cooperation and slow progress in the development of the entire industrial chain. Cooperation between China and Central Asia in the field of oil and gas is increasingly affecting the nerves of other countries, except the five countries of Central Asia, but including Russia, Afghanistan, Pakistan, India, Iran and other countries of the Middle East, Japan, South Korea, etc. and even the European Union and the USA. Despite the favorable trading environment for both parties, there are also problems in the domestic market of Turkmenistan and the risks of international competition.
