The article is devoted to major events in the history of the post-Soviet economy, their influence on forming and development of modern Russia. The author considers stages of restructuring, market reforms, transformational crisis, and recovery growth (1999-2011), as well as a current period which started in2011 and is experiencing serious problems. The present situation is analyzed, four possible scenarios are put forward for Russia: “inertia”, “mobilization”, “decisive leap”, “gradual democratic development”. More than 30 experts were questioned in the process of working out the scenarios.

Everyone accepts a one size fits all model cannot deliver successful democratic reform. But it is less widely understood that the process is open-ended, with no predetermined finishing line. Development depends on a political version of bio-diversity, in which democracy emerges organically out of existing local traditions and practices. In the case of Oman a deeply rooted tradition of consultative rule, and the distinctive philosophy of Ibadism has been shaping democratic development for 30 years.

Outside of some states still struggling with post-communist transitions, Europe itself may be the first European democracy to collapse in decades. Though never a bastion of participatory democracy and even subject to continuous criticism due to its democratic deficit, the European Union (EU) has provided hope to those who envision a post-national democratic political community. As such, whether the EU survives its present crisis or not, cosmopolitan democrats will look to the EU as a vindication of their ideals. Though perhaps surprising given their track record, this paper will argue that political scientists, especially those concerned with democratization, can also be optimistic about what the EU has brought to the table in terms of how we conceive processes of democratic development. Throughout the paper it will be demonstrated that the creation and maintenance of the European democracy has challenged much of the literature's fundamental assumptions of what makes democracy work. Five key lessons from the European democratic experience will be presented in an attempt to disrupt some of these assumptions including lessons regarding the diversity of the demos, the contingency of democratic upkeep, the challenges of the state, the role of elites in political transformation, and the necessity of exclusion within inclusive spaces. Though a general theory of democracy will not be presented, suggestions will be made as to how we can incorporate some of these lessons into the dominant approaches to democracy found in the literature.   Full text available at: https://doi.org/10.22215/rera.v7i1.214

Implicit in Dahrendorf's Society and Democracy in Germany and explicit in Moore's Social Origins of Dictatorship and Democracy are respectively a liberal and a radical model of democratic development. Neither of these models adequately accounts for the experience of Sweden, a remarkably successful “late developer.” Although Swedish industrialization proceeded with little public ownership of the means of production, with limited welfare programs until the 1930s, and above all with restricted military expenditure—all factors Dahrendorf implies are crucial for democratic development—it did not produce the traditional liberal infrastructure of bourgeois entrepreneurs nor a vigorous open market society. Similarly only three of Moore's five preconditions for democracy obtained in Sweden: a balance between monarchy and aristocracy, the weakening of the landed aristocracy, and the prevention of an aristocratic-bourgeois coalition against the workers and peasants. There was no thorough shift toward commercial agriculture and, most important, there was no revolutionary break with the past. Consequently, one has to evolve a radical liberal model of development which states the conditions for the emergence of democracy in Sweden without revolution. This model contains implications for the further modernization of American politics.

In the article, the authors pay attention to the issue of value preferences of Russian youth on the example of the one of the regions of the Russian Federation – the Kemerovo region - Kuzbass. The problem of political activity of young people is considered through the system of current legislation on youth, socialization and directly value orientations and preferences of young people. The main legal acts regulating youth policy in the Russian Federation are marked. As an empirical basis a number of methodological approaches were used-the system approach (D. Easton, G. Almond), the normative-value approach of J. Rawls, a method of expert interviews and questionnaire survey. The article shows the inconsistency of the value beliefs of modern youth, which is caused by the Russian model of democratic development.
