Everyone accepts a one size fits all model cannot deliver successful democratic reform. But it is less widely understood that the process is open-ended, with no predetermined finishing line. Development depends on a political version of bio-diversity, in which democracy emerges organically out of existing local traditions and practices. In the case of Oman a deeply rooted tradition of consultative rule, and the distinctive philosophy of Ibadism has been shaping democratic development for 30 years.

It is generally perceived that administrative decentralization reform in young democracies is a promise to improve democracy from below. Yet, in terms of democratic development, the impact of this process is ambivalent, and can be described as a paradox of reform. This article argues that preemptive countermeasures that offset problems predicted to emerge as the reform proceeds should be formulated as part of the reform through introducing a preventive policy paradigm in the area of democratic reform policy. This is to alleviate or prevent the creation of the paradox and to contribute to democratic development through enhancing people’s satisfaction with the newly democratized government. To this end, this study examines administrative decentralization reform in South Korea and Indonesia and uncovers these reforms’ paradoxes. These two cases are particularly worthy of study, since their young democratic governments lack countermeasures against predictable reform problems, intensifying the paradox. I argue that the implications drawn from these two cases for methods of enhancing democratic development in other young democracies are worth heeding.

The article is devoted to major events in the history of the post-Soviet economy, their influence on forming and development of modern Russia. The author considers stages of restructuring, market reforms, transformational crisis, and recovery growth (1999-2011), as well as a current period which started in2011 and is experiencing serious problems. The present situation is analyzed, four possible scenarios are put forward for Russia: “inertia”, “mobilization”, “decisive leap”, “gradual democratic development”. More than 30 experts were questioned in the process of working out the scenarios.

Indonesia is known for its multicultural social setting, with approximately three hundred local ethnicities and five hundred local languages. Religions also have infiltrated into the life of Indonesia. Among six officially recognized religions, Islam occupies the majority religion in the country, and the total number of Muslims is almost two hundred million. That makes Indonesia the most populous Muslim country in the world. However, we also know that the legacy of pre-Islamic civilizations, such as Hinduism, Buddhism, and indigenous religions, is still deeply rooted in Indonesian soil. With this socio-cultural background, Indonesian Islam has developed with the influence of local traditions. We see several Islamic rituals and practices that seem to have been "Indonesianized". Yet, this localized version of Islam is by no means favoured by more religiously strict Islamic groups. In 2015, Nahdlatul Ulama, the largest Islamic organization, launched the so-called Islam Nusantara movement, which upholds the essence of local culture in Islam. This newly-emerged religious movement also presents a profound question in relation to the authenticity of religion, that is, whether religions are able to maintain the "original" rituals and practices without historical,  geographical and regional influences. We will explore the development of the Islam Nusantara movement with this question in mind.

The article assesses archival materials on the festival movement in the Soviet Union in 1950s, including its peak, the 6th World Festival of Youth and Students held in 1957 in Moscow. Even now the Moscow festival is seen in the context of international cultural politics of the Cold War and as a unique event for the Soviet Union. The article is to put the 6th World Festival of Youth and Students in the context of other youth festivals held in the Soviet Union. The festivals of 1950s provided a field for political, social, and cultural experiments. They also have been the crucible of a new way of communication and a new language of design. Furthermore, festivals reflected the new (althogh relative) liberalism in the Soviet Union. This liberalism, first of all, was expressed in the fact that festivals were organized by the Komsomol and other Soviet public and cultural organisations. Taking the role of these organisations into consideration, the research draws on the documents of the Ministry of culture, the All-Russian Stage Society, as well as personal documents of the artists. Furthermore, the author has gained access to new archive materials, which have until now been part of no research, such as documents of the N. Krupskaya Central Culture and Art Center and of the central committees of various artistic trade unions. These documents confirm the hypothesis that the festivals provided the Komsomol and the Communist party with a means to solve various social, educational, and cultural problems. For instance, in Central Asia with its partiarchal society, the festivals focuced on female emancipation. In rural Central Asia, as well as in other non-russian parts of the Soviet Union, there co-existed different ways of celebrating. Local traditions intermingled with cultural standards prescribed by Moscow. At the first glance, the modernisation of the Soviet society was succesful. The youth acquired political and cultural level that allowed the Soviet state to compete with the West during the 6th World Festival of Youth and Students. During the festival, however, it became apparent, that the Soviet cultural scheme no longer met the dictates of times. Archival documents show that after the Festival cultural and party officials agreed to ease off dogmatism and to tolerate some of the foreign cultural phenomena.

Textiles are perishables in the archaeological record unless specific environmental conditions are met. Fortunately, the textile tools used in their manufacture can provide a wealth of information and via experimental archaeology make visible to an extent what has been lost. The article presents and discusses the results obtained in a research project focused on textile tool technologies and identities in the context of settler and indigenous peoples, at select archaeological sites in South Italy and Sicily in the Archaic and Early Classical periods, with an emphasis on loom weights. Despite a common functional tool technology, the examined loom weights reveal an intriguing inter-site specificity, which, it is argued, is the result of hybrid expressions embedded in local traditions. Experimental archaeology testing is applied in the interpretation of the functional qualities of this common artefact.

Outside of some states still struggling with post-communist transitions, Europe itself may be the first European democracy to collapse in decades. Though never a bastion of participatory democracy and even subject to continuous criticism due to its democratic deficit, the European Union (EU) has provided hope to those who envision a post-national democratic political community. As such, whether the EU survives its present crisis or not, cosmopolitan democrats will look to the EU as a vindication of their ideals. Though perhaps surprising given their track record, this paper will argue that political scientists, especially those concerned with democratization, can also be optimistic about what the EU has brought to the table in terms of how we conceive processes of democratic development. Throughout the paper it will be demonstrated that the creation and maintenance of the European democracy has challenged much of the literature's fundamental assumptions of what makes democracy work. Five key lessons from the European democratic experience will be presented in an attempt to disrupt some of these assumptions including lessons regarding the diversity of the demos, the contingency of democratic upkeep, the challenges of the state, the role of elites in political transformation, and the necessity of exclusion within inclusive spaces. Though a general theory of democracy will not be presented, suggestions will be made as to how we can incorporate some of these lessons into the dominant approaches to democracy found in the literature.   Full text available at: https://doi.org/10.22215/rera.v7i1.214

Myth, Locality, and Identity in Pindar’s Sicilian Odes argues that Pindar engages in a striking, innovative style of mythmaking that represents and shapes Sicilian identities in his epinician odes for Sicilian victors in the fifth century BCE. While Sicily has been thought to be lacking in local traditions for Pindar to celebrate, this book argues that the Sicilian odes offer examples of the formation of local traditions: the monster Typho whom Zeus defeated to become king of the gods, for example, now lives beneath Mt. Aitna; Persephone receives the island of Sicily as a gift from Zeus; and the Peloponnesian river Alpheos travels to Syracuse in pursuit of the local spring nymph Arethusa. By weaving regional and Panhellenic myth into the local landscape, as the book shows, Pindar infuses physical places with meaning and thereby contextualizes people, cities, and their rulers within a wider Greek framework. During this time period, Greek Sicily experienced a unique set of political circumstances: the inhabitants were continuously being displaced, cities were founded and resettled, and political leaders rose and fell from power in rapid succession. This book offers the first sustained analysis of myth in Pindar’s odes for Sicilian victors across the island that accounts for their shared cultural contexts.
