The booming voice industry in the Philippines is a case of an emergent global labor market. New technologies developed over the past several decades allow companies to spin off or relocate their phone services anywhere in the world. Differences in labor costs across regions of the world matter, but the resulting search for ideal labor is as much a social as an economic process. To capture this social dynamic, this chapter analyzes markets as assemblages. The key mediators in such as assemblage are firms, states, and workers. This chapter provides the theoretical tools to understand labor markets as assemblages, and suggests why some assemblages are more stable than others.

Global labor market that is marked by the integration of labor between countries is also accompanied by the emergence of variety - the kind of new jobs in line with the science-technology innovation and increased creativity to answer the increasingly fierce competition. To that higher education increasingly demanded able to respond to the needs of the workforce that is more dynamic and complex. On the other hand in Indonesia currently is the tendency of many new universities be opened a massive, and more profit-oriented without being followed by the provision of adequate infrastructure, resulting in an increasing number of graduates but has not been matched by an increase in quality. Meanwhile productive employment in Indonesia is also limited, so that the educated unemployed is relatively high.Another problem , the prediction of the McKinsey Global Institute ( MGI ) shows that in the global labor market , in 2030 Indonesia is expected to experience a labor shortage of educated and skilled, but excess workers non-skilled.. Meanwhile , at the same time between the years 2010-2035 Indonesia also is undergoing a period in which the population dependency ratio reached its lowest point is equal to 46.9 in 2028 . This gives the possibility of a demographic bonus that is an economic benefit to the welfare of the population , in terms of which the qualified human resources and decent work opportunities. Various predictions and these opportunities will be a tough challenge because Indonesia still faced with the reality of the poor quality of human resources and lack of decent employment opportunities.Based on these issues this paper will examine the relevance of university graduates in Indonesia and requirement labor in the global era. The approach used is a quantitative approach using secondary data from various sources such as the Directorate General of Higher Education of the Ministry of Education, the Central Bureau of Statistics, ILO and the World Bank and several studies are relevant

Firms and business units that control the technologies to handle phone calls actively constructed a global labor market for voice services. In theoretical terms, they can be considered a form of liquid “voice capital.” An analysis of consulting reports reveals how voice capital sees the world as graded according to cost and human capital. Such grading offers voice capital two potential pools of labor: India and the Philippines. The ethnographic literature on voice offshoring to India shows that there was no stable assemblage there. Men use call centers as steppingstones toward technology jobs, while women who work as call agents are stigmatized.

The global labor market in general and the Israeli market in particular have been experiencing considerable changes in recent decades, affecting the supply of jobs in various occupations. There seems to be an association between changes in the supply of jobs in the labor market and shifts in the demand for higher education. Examination of two case studies in the Israeli economy shows a bidirectional interaction between the labor market and the system of higher education. In one case, the growing supply of jobs in the field of computers and engineering was found to result in an increasing demand for academic education in this discipline. In the second case, the growing demand for academic education in law resulted in a flooded labor market in this industry with bad effects for the industry. The public policy formed in Israel to regulate the labor market and the system of higher education is aimed at the short term and makes do with examining actual circumstances retrospectively and attempting to improve them by directing students to various disciplines in order to meet the needs of the labor market or correct its failures. It does not, however, examine future trends and try to identify prospective needs and faults that can be predicted in the present.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

This research has a singular and notable importance, because if something should concern a Higher Education Institution, it is knowing what is the destiny within society of the human resource trained in its classrooms, that product that the institution delivers to the community who are its graduates and professionals. For the Institutions of Higher Education it is satisfactory on the part of employers, that the training received in the Institution of Higher Education is indicated, that the majority of graduates and professionals are incorporated into the occupational market; that is to say; some exercise their profession and others do it in occupations that do not correspond to their profession, which is justified, being aware that one of the great problems of the contemporary world is undoubtedly the lack of demand for human resources for stable work, which according to Authorized and reliable studies of every 10 people who join the economically active population, only 3 have real possibilities of fully joining the labor market, either in the private or public sector.
