Moving to the Edge of Chaos: Bureaucracy, IT and the Challenge of Complexity

Bureaucracies in the Weberian mould, whether of the state or corporate type, are rational-legal structures organized to deliver order, stability and predictability. Early developments in information and communication technologies (ICTs) appeared set to deliver such an outcome. Yet the new economy turns out to be more ‘distributed’ than had originally been expected. What is the nature of the challenge that this poses for bureaucracies? To address this question, the paper first presents a conceptual framework, the Information-Space or l-Space, which allows us to explore the relationship between how knowledge is structured and how it flows within and between populations of agents. The paper then examines what cultural and institutional challenges the new ICTs pose for both state and corporate bureaucracies, confronted as they are with the complexities of an increasingly distributed social order.

The rapid spread of information technologies and other phenomena in the new economy causes significant changes in the social and employment spheres. The objective is mainly to analyze and systematize the peculiarities of labor and payment for it in the new economy. In this paper are used the analytical grouping method for characterizing salary functions, as well as changes in the social and labour sphere that take place in the new economy, correlation-regression analysis to determine the relationship between average income and factors affecting its level. The results of the paper show three important findings. Firstly, the gradual changes in the content of labour and forms of its organization that happen in modern conditions under the influence of dissemination of information and communication technologies require new approaches to income adjustment. Secondly, the authors also found that the fair employee compensation, ensuring productive employment in modern conditions, is a challenge not only of the national but also of international scale. Thirdly, the prospective directions of reducing inequality and social tension in society is the guarantee of the basic unconditional income; progressive tax on all types of income; reduction of the length of working time while maintaining payments and improving productivity.

Borders and bodies are increasingly regulated by data-capturing mechanisms spread across the world through information and communication technologies. This article traces the features and implications of such a border-body datalogical entanglement through the figure of the drug mule. It analyzes government documents and recorded case studies to argue that this figure emerges from an assemblage of cultural narratives, legal structures, human labor, technical practices, and biological processes. The datalogical drug mule is already implicated in a struggle over what, and how, data is meaningful and actionable. Investigating this figure allows us to begin disentangling the data-driven mechanisms that constitute modern borders and bodies while at the same time accounting for analog continuities in contemporary practices of border security.

The article describes the process of training future specialists under the program "Professional education", its features, conditions for implementation, aspects of further development, as well as some of the difficulties that arise during its organization. The focus of the department on how to create a new architecture of the educational process within the program "Professional education" is set by the leading principles: modularity, integrability, flexibility and dynamism, and methodological approaches - competence, activity-based, subject-oriented, environmental – were the basis for its development. As a result the authors presented a model for training a modern specialist with formed professional skills and personal and professional qualities, capable of being in demand in the labor market. The research results can be used in the educational process in the context of how to implement relevant programs in accordance with the new requirements in the educational services market. The rapid technologization of the socio-economic development of our society was reflected in the system of vocational education, designed to prepare highly qualified and competent specialists for the modern economy, science and industry. The transformation of the educational sphere is taking place under the influence of new technologies and human practices that change the social order. The determined infrastructural spheres have the greatest impact on this transformation, we are talking about "Communication Infrastructure": the sphere of information and communication technologies that affect all processes of accumulation and transmission of information; "Infrastructure of production and consumption": a financial and investment sphere, which sets the general rules for interaction in the economic and educational system. The above said made it possible to determine the further vector of educational activities of the Department of Pedagogy and Psychology of Vocational Education in training the specialists in "Professional Education" field both at the bachelor and master degrees.

This paper is a critique of the traditional pedagogic in education using the critical pedagogic concept formulated by George. S. Counts. Critical pedagogic seeks to view the need for a new social society that can cope with various distributions and regulatory needs through education. In the educational world the teacher's role in the school is an active cultural bearer instead of teaching a passive culture. In the context of religious teachers in this regard, will deal with methods of educating that must conform to the development of science and technology. Teacher/lecturer is the creator of the learning process is required to further improve professionalism so as to create a learning society that thinks past the boundaries of kinship, thinking to create a better future. A critical pedagogic concept formulated by George. S. Counts, referred to as "the necessity of a new social order" in the context of the contemporary education are religious teachers/lecturers need to get out of the face of the slave mentality, and consciously raise strength to gain the influence of reaching for power to Can do great goals in caring for mankind, and increase the sense of global responsibility. The relationship between media and politics today is deeply entrenched in the wide use of information and communication technologies to the point that scholars speak about the emergence of hybrid media systems in which older and newer media logics combine. However, it is still unclear how the configuration of hybrid media systems changes across countries today, especially with regard to the interconnection between media and politics. In the article, we aim to develop a theoretical framework to capture such national differences. In so doing, we want to develop a heuristic device to understand whether the transformations brought about by information and communication technologies in the media and political realm also contribute to reshaping national media systems and to what extent. After outlining the main scope of the article in the ‘Introduction’ section, we discuss the theoretical framework that Hallin and Mancini developed to compare media systems across countries, and we present this framework’s main strengths and weaknesses when used as a tool for understanding the relationship between media and politics in the digital era. We then argue for the need for an updated and expanded version of such a theoretical framework: first, we update its four original dimensions (structure of media market, political parallelism, state intervention and journalistic professionalism) transversely including information and communication technologies–related indicators; second, we expand the original theoretical framework with one new dimension (grassroots participation) and the related indicators. In the ‘Conclusion’ section, we summarize our theoretical proposal and present some indicators and potential comparative data sources to assess similarities and differences of national media systems across countries. Finally, we also note two limitations of the article.

As information and communication technologies develop rapidly, and the information environment becomes increasingly complex, educators are recognizing the needs for learners to engage with the information environment as part of their formal learning processes. The achievement of lifelong learning and making citizens become information literate is the target of many nations as far as millennium development goals and vision 2015 are concerned. This chapter presents a literature review on information literacy and lifelong learning pointing out the relationship between the two and their benefits, and finally, the chapter makes recommendations to improve both programs.
