Humans are considered a highly cooperative species. Through cooperation, we can tackle shared problems like climate change or pandemics and cater for shared needs like shelter, mobility, or healthcare. However, cooperation invites free-riding and can easily break down. Maybe because of this reason, societies also enable individuals to solve shared problems individually, like in the case of private healthcare plans or private retirement planning. Such “self-reliance” allows individuals to avoid problems related to public goods provision, like free-riding or underprovision, and decreases social interdependence. However, not everyone can equally afford to be self-reliant, and amid shared problems, self-reliance may lead to conflicts within groups on how to solve shared problems. In two preregistered studies, we investigate how the ability of self-reliance influences collective action and cooperation. We show that self-reliance crowds out cooperation and exacerbates inequality, especially when some heavily depend on collective action while others do not. However, we also show that groups are willing to curtail their ability of self-reliance. When given the opportunity, groups overwhelmingly vote in favor of abolishing individual solutions to shared problems, which, in turn, increases cooperation and decreases inequality, particularly between group members that differ in their ability to be self-reliant. The support for such endogenously imposed interdependence, however, reduces when individual solutions become more affordable, resonating with findings of increased individualism in wealthier societies and suggesting a link between wealth inequality and favoring individual independence and freedom over communalism and interdependence.

Abstract Humans establish public goods to provide for shared needs like safety or healthcare. Yet, public goods rely on cooperation which can break down because of free-riding incentives. Previous research extensively investigated how groups solve this free-rider problem but ignored another challenge to public goods provision. Namely, some individuals do not need public goods to solve the problems they share with others. We investigate how such self-reliance influences cooperation by confronting groups in a laboratory experiment with a safety problem that could be solved either cooperatively or individually. We show that self-reliance leads to a decline in cooperation. Moreover, asymmetries in self-reliance undermine social welfare and increase wealth inequality between group members. Less dependent group members often choose to solve the shared problem individually, while more dependent members frequently fail to solve the problem, leaving them increasingly poor. While self-reliance circumvents the free-rider problem, it complicates the governing of the commons.

Climate change policy is generally modeled as a global collective action problem structured by free-riding concerns. Drawing on quantitative data, archival work, and elite interviews, we review empirical support for this model and find that the evidence for its claims is weak relative to the theory’s pervasive influence. We find, first, that the strongest collective action claims appear empirically unsubstantiated in many important climate politics cases. Second, collective action claims—whether in their strongest or in more nuanced versions—appear observationally equivalent to alternative theories focused on distributive conflict within countries. We argue that extant patterns of climate policy making can be explained without invoking free-riding. Governments implement climate policies regardless of what other countries do, and they do so whether a climate treaty dealing with free-riding has been in place or not. Without an empirically grounded model for global climate policy making, institutional and political responses to climate change may ineffectively target the wrong policy-making dilemma. We urge scholars to redouble their efforts to analyze the empirical linkages between domestic and international factors shaping climate policy making in an effort to empirically ground theories of global climate politics. Such analysis is, in turn, the topic of this issue’s special section.

In cooperatively breeding species where rearing effort is shared among multiple group members, increases in group size typically reduce average per capita contributions to offspring care by all group members (load-lightening) but it is not known how changes in group size affect the distribution of workload among group members. The socioeconomic collective action theory suggests that, in larger groups, the incentives for free riding are stronger, leading to greater inequalities in work division among group members. Here, we use the Gini index to measure inequality at the group level in the contributions of helpers to three different cooperative behaviours (babysitting, pup-provisioning and raised guarding) in groups of varying size in wild Kalahari meerkats ( Suricata suricatta ). In larger groups, inequality in helpers' contributions to cooperative activities and the frequency of free riding both increased. Elevated levels of inequality were generated partly as a result of increased differences in contributions to cooperative activities between helpers in different sex and age categories in larger groups. After controlling for the positive effect of group size on total provisioning, increasing levels of inequality in contributions were associated with reductions in total pup-provisioning conducted by the group. Reductions in total pup-provisioning were, in turn, associated with reductions in the growth and survival of pups (but pup growth and survival were not directly affected by inequality in provisioning). Our results support the prediction of collective action theory described above and show how the Gini index can be used to investigate the distribution of cooperative behaviour within the group.

Climate change is a global problem requiring a collective response. Grassroots advocacy has been an important element in propelling this collective response, often through the mechanism of campaigns. However, it is not clear whether the climate change campaigns organized by the environmental advocacy groups are successful in achieving their goals, nor the degree to which other benefits may accrue to groups who run them. To investigate this further, we report a case study of the Australian climate change advocacy sector. Three methods were used to gather data to inform this case study: content analysis of climate change organizations’ websites, analysis of website text relating to campaign outcomes, and interviews with climate change campaigners. Findings demonstrate that climate change advocacy is diverse and achieving substantial successes such as the development of climate change-related legislation and divestment commitments from a range of organizations. The data also highlights additional benefits of campaigning such as gaining access to political power and increasing groups’ financial and volunteer resources. The successful outcomes of campaigns were influenced by the ability of groups to sustain strong personal support networks, use skills and resources available across the wider environmental advocacy network, and form consensus around shared strategic values. Communicating the successes of climate change advocacy could help mobilize collective action to address climate change. As such, this case study of the Australian climate change movement is relevant for both academics focusing on social movements and collective action and advocacy-focused practitioners, philanthropists, and non-governmental organizations.

The theory of collective action, as outlined by Mancur Olson, is presented. Olson argued that individuals are subject to free-riding behavior, which can be overcome by selective incentives. The larger is the potential group, the greater the hurdles to successful formation. Thus, smaller groups with more narrow interests are more likely to form, leading to an emphasis on policy reform that concentrates benefits to the group while diffusing the costs on greater society. The accumulation of such groups will slow growth, and this sclerotic effect is reversed due to institutional instability. This chapter develops a critical appraisal of the theory and the accumulated evidence in the literature that follows from Olson.

The problem of climate change inaction is sometimes said to be ‘wicked’, or essentially insoluble, and it has also been seen as a collective action problem, which is correct but inconsequential. In the absence of progress, much is made of various frailties of the public, hence the need for an optimistic tone in public discourse to overcome fatalism and encourage positive action. This argument is immaterial without meaningful action in the first place, and to favour what amounts to the suppression of truth over intellectual openness is in any case disreputable. ‘Optimism’ is also vexed in this context, often having been opposed to the sombre mood of environmentalists by advocates of economic growth. The greater mental impediments are ideological fantasy, which is blind to the contradictions in public discourse, and the misapprehension that if optimism is appropriate in one social or policy context it must be appropriate in others. Optimism, far from spurring climate change action, fosters inaction.

Abstract In the 16 months before TIME magazine naming Greta Thunberg its Person of the Year, as her influence grew, so too did the news media’s attempts to make sense of her. This project analyzes profiles of Greta Thunberg to understand how journalists constructed the persona that has become “Greta.” We argue the paradoxical framing of Thunberg as exceptional and fierce and childlike contributes to an alternative construction of girlhood grounded in the positive portrayal of her Autism Spectrum Disorder (ASD) diagnosis. While featuring ASD as her “superpower” is potentially progressive, we argue foregrounding Thunberg’s whiteness and age cements her construction as the iconic voice of the climate crisis movement, potentially downplaying the need for collective action to end climate change.

Advantaged group members have an important role to play in creating social change, and intergroup contact has tremendous implications in shaping intergroup relations. However, little research has examined how intergroup contact predicts advantaged group members’ inclinations toward collective action to support the interests of disadvantaged groups. The present research investigates how contact with Black Americans shapes White Americans’ willingness to engage in collective action for racial justice and support for the Black Lives Matter movement. Three studies of White Americans (total N = 821) consistently reveal that positive contact with Black Americans predicts greater support for collective action through a sequential process of fostering greater feelings of empathy for Black Americans and anger over injustice. These findings hold even when taking into account other relevant psychological factors (i.e., White guilt and identification, negative contact, group efficacy, and moral convictions). The present research contributes to our understanding of how advantaged group members come to engage in social change efforts.
