AbstractResearch demonstrates the importance of noncognitive skills for educational achievement and attainment. Scholars argue that gender differences in noncognitive skills contribute to the gender gap in education. However, the intersection of student race/ethnicity and gender remains underexplored. Studies that examine how noncognitive skills affect gender or racial disparities in teachers’ perceptions of academic skills often assume that children’s noncognitive skills have the same benefit for all children. This is questionable given that research suggests that racial biases affect teachers’ perceptions of children’s noncognitive skills. Using national data, our paper examines how first-grade teachers’ ratings of approaches to learning affect their ratings of children’s academic skills. We also test if teachers’ ratings of children’s noncognitive skills have similar benefits across racial/ethnic and gender categories. We use two unidimensional approaches and an intersectional approach to gauge whether an intersectional approach gives us additional leverage that the unidimensional approaches obscure. The two unidimensional approaches reveal important results that suggest that children are differentially penalized by race/ethnicity or gender. Our race/ethnicity findings suggest that, in comparison to White children with identical noncognitive skills and test scores, teachers penalize Black children in math and advantage Asian children in literacy. Findings from our gender analyses suggest that teachers penalize girls in both math and literacy. Our intersectional findings indicate that an intersectional approach gives us additional leverage obscured by both unidimensional approaches. First, we find that Black girls and Black boys are differentially penalized in math. Secondly, for teachers’ ratings of literacy, our results suggest that teachers penalize Asian girls but not Asian boys in comparison to White boys. We discuss the implications of our study for understanding the complex relationship between noncognitive skills and social stratification.

Smallholder-friendly messages, albeit not always translated into action, returned strongly to the development agenda over a decade ago. Smallholders’ livelihoods encompass social and economic realities outside agriculture, however, providing opportunities as well as challenges for the smallholder model. While smallholders continue to straddle the farm and non-farm sectors, the notion of leaving agriculture altogether appears hyperbolic, given the persistently high share of income generated from agriculture noted in the Afrint dataset. Trends over the past fifteen years can be broadly described as increasing dynamism accompanied by rising polarization. Positive trends include increased farm sizes, rising grain production, crop diversification, and increased commercialization, while negative trends include stagnation of yields, persistent yield gaps, gendered landholding inequalities, gendered agricultural asset inequalities, growing gendered commercialization inequalities, and an emerging gender gap in cash income. Regional nuances in trends reinforce the need for spatial contextualization of linkages between the farm and non-farm sectors.

AbstractThis study aims to analyse the legal decision-making process in the Community of Valencia (Spain) regarding contentious divorces particularly with respect to parental authority (patria potestas), custody and visiting arrangements for children, and the opinions of mothers and fathers on the impact these judicial measures have had on their lives. It also considers the biases in these decisions produced by privileging the rights of the adults over those of the children. Three particular moments are studied: (1) the situation before the break-up, focusing on the invisible gender gap in care; (2) the judicial process, where we observe the impact of hidden gender-based violence and gender stereotypes; and (3) the situation post-decision, showing how any existing violence continues after divorce, by means of parental authority. The concept of ‘motherhood under threat’ is placed at the centre of these issues, where children’s voices are given the least attention.

Scholarly journals are often blamed for a gender gap in publication rates, but it is unclear whether peer review and editorial processes contribute to it. This article examines gender bias in peer review with data for 145 journals in various fields of research, including about 1.7 million authors and 740,000 referees. We reconstructed three possible sources of bias, i.e., the editorial selection of referees, referee recommendations, and editorial decisions, and examined all their possible relationships. Results showed that manuscripts written by women as solo authors or coauthored by women were treated even more favorably by referees and editors. Although there were some differences between fields of research, our findings suggest that peer review and editorial processes do not penalize manuscripts by women. However, increasing gender diversity in editorial teams and referee pools could help journals inform potential authors about their attention to these factors and so stimulate participation by women.

Purpose – The aim of this paper is to contribute to knowledge on innovation from a gender perspective, and to investigate how environment affects the process of innovation by women. Design/methodology/approach – The empirical study uses a Structural Equations Model of a Partial Least Squared (PLS) technique. Data of 40 countries from around the world were collected from 2008. Findings – Institutional environment matters for innovative activity by women. An innovative thinking is required for integrating the gender perspective in innovative milieus in order to enrich, diversify and promote stronger innovation activities, mobilising unexploited opportunities for managers in the business sector, and for policy makers in the public one. Research limitations/implications – A new sex-disaggregated dataset will allow us to enlarge and improve upon this study. A longitudinal study would be extremely useful, but for the moment, there are no available data of this kind. Practical implications – Policies designed to reduce the gap for women in innovation activities have to fight against gender segregation in the job market and gender differences in education and training. They must increase flexibility in the workplace, provide more help to conciliate family and working lives, and reduce the gap in family responsibilities taken on by women. Originality/value – This paper contributes to the cross-over of knowledge between innovation and gender, and reduces the lack of information on how external factors may impact innovative behaviour by gender.

As the usage of bicycles increases, cities are transforming their planning processes to incorporate this sustainable mode of transportation. In spite of bicycling’s importance to communities, there is a gender gap. Data indicates that only a small number of cyclists are women. This paper addresses that gender gap with an eye toward the marketing strategy known as transportation demand management (TDM). TDM provides lessons for communities looking to encourage greater levels of bicycle riding. To do this we review the literature on best practices in marketing to women, and evaluate different bicycle marketing guides. We find, after an analysis to pinpoint best practices, that only 15% of the marketing guides are targeted to women. The lessons learned from our study provide information for the design of future bicycle guides that will appeal to women consumers.

In all developed countries, women, especially mothers, work fewer paid hours than their spouses. However, the magnitude of the gender gap varies significantly by country, ranging from 2 to 20 hours per week in this study. Using data from the 2002 International Social Survey Programme, this article investigates whether work-hour regulations have a significant effect on household allocation of paid labour and gender work-hour inequality. Two main types of work-hour regulations are examined: standard weekly work hours and the maximum allowable weekly work hours. Results show that households in countries with shorter maximum weekly work hours had less work-hour inequality between spouses, as each additional allowable overtime hour over the standard workweek increased the work-hour gap between couples by 20 minutes. These results indicate that couples’ inequality in work hours and gender inequality in labour supply are associated with country-level work-hour regulations.

Gender equality in access to the internet and mobile phones has become increasingly recognised as a development goal. Monitoring progress towards this goal however is challenging due to the limited availability of gender-disaggregated data, particularly in low-income countries. In this data sparse context, we examine the potential of a source of digital trace `big data' -- Facebook's advertisement audience estimates -- that provides aggregate data on Facebook users by demographic characteristics covering the platform's over 2 billion users to measure and `nowcast' digital gender gaps. We generate a unique country-level dataset combining `online' indicators of Facebook users by gender, age and device type, `offline' indicators related to a country's overall development and gender gaps, and official data on gender gaps in internet and mobile access where available. Using this dataset, we predict internet and mobile phone gender gaps from official data using online indicators, as well as online and offline indicators. We find that the online Facebook gender gap indicators are highly correlated with official statistics on internet and mobile phone gender gaps. For internet gender gaps, models using Facebook data do better than those using offline indicators alone. Models combining online and offline variables however have the highest predictive power. Our approach demonstrates the feasibility of using Facebook data for real-time tracking of digital gender gaps. It enables us to improve geographical coverage for an important development indicator, with the biggest gains made for low-income countries for which existing data are most limited.

Individuals exposed to both job loss and marital dissolution are likely to be highly disadvantaged, having experienced stresses and losses in the two primary domains of life. Moreover, recent literature finds that exposure to one event tends to increase risk of the other. However, next to nothing is known about the size or composition – or changes therein – of the divorced/separated and unemployed (DSU) subpopulation. Using large, nationally representative, repeated cross-sectional datasets extending back to 1984, we aim to fill this gap for the UK. We give a descriptive account of the prevalence and social distribution of DSU, and of the cross-sectional association between its two component states: among which groups, by education and gender, does being either divorced/separated or unemployed most strongly imply a heightened risk of also being the other, and how has this changed over time? We find stable and strong educational inequality in DSU, while the gender gap has narrowed and recently closed. The association between the two states is stronger among men; has weakened strikingly over the time period we consider, for both men and, especially, women; and is educationally stratified among men but not women. Contrary to expectations, higher-educated men in one of the two states are most likely to also be in the other. Possible explanations and further questions are discussed. In particular, we highlight the possibility that over this time period the divorced/separated have become more like the general population, rather than a negatively selected subgroup among whom unemployment is a particular risk.
