Functional multilingualism in South Africa: an unattainable ideal? Although much has been done on an official level to establish true multilingualism in South Africa, a tendency towards English monolingualism seems to exist in the country. The aim of this article is to describe the official stipulations in pursuit of multilingualism, as they appear in the Constitution (Act 108 of 1996), the School Act (Act 84 of 1996) and the final report of Langtag. In addition to the present demands, the article also responds to previous demands for multilingualism in the South African context, particularly as stated in the Bantu Education Act of 1953. It is argued that, because of the negative connotations associated with mother-tongue instruction in the past, contemporary mother-tongue instruction will also be contaminated. Apart from the theoretical investigation into multilingualism, the article reports on empirical research that has been done in this regard in the North West Province where the attitudes and perceptions of the school population towards the regional languages were measured. Although the subjects reacted positively to the official status granted to several South African languages, they expressed a preference for English as working language because of the access it gives to personal, economic and social development and empowerment. The article concludes with brief recommendations regarding language planning opportunities that derive from this situation.

ABSTRACT This essay examines both media reports on South Africa's Truth and Reconciliation Commission (TRC), and the TRC's final report, to determine the reasons why women are portrayed in the media — when they are portrayed at all — almost exclusively as victims. This author examines media reports which deal with the testimony of women who lived through the period of social conflict (1960 to 1994) covered by the TRC. Building on theories that argue that media can create as well as reflect reality, the authors shows that women were not adequately represented in the media reports on the TRC, and thus in the public mind, in spite of efforts to include them in the TRC process. Thus, although the TRC process may have been helpful to individual women, it can be argued that it has had little impact on how people view women's role in South Africa, and more generally in armed conflict and social unrest world-wide.

In spite of the key role played by the Small and Medium enterprises in economic development, there has been little effort to look at what needs to be done to improve survival and growth of SMEs. There is still a general lack of in-depth understanding from policy makers and other relevant stakeholders of how SMEs can be used as a strategic tool for economic growth and job creation in South Africa. These misperceptions and misunderstand leads to continuous failure to SMEs survival and growth. This study seeks to address this research gap. The study investigates the public views on what needs to be done to grow South African economy through the development of SMEs. Quantitative research approach was used to collect and analyse data for the study. Primary data was collected from four (4) provinces of South Africa. 230 people participated in the study. Questionnaires were emailed to each respondent and follow-ups were made via telephone. It was found that many SMEs fail within five years of their existence due to the various reasons. The most critical of these were related to lack of access to finance, lack of management experience as well as human capital. Study further revealed that most the SMEs owners/managers do not have business management related skills but rather they are just ordinary entrepreneurs.

Following a negotiated transition to democracy in South Africa, the Truth and Reconciliation Commission (TRC) was established to deal with crimes of the past regime. Despite the detail of submissions and the length of the Final Report, this article highlights the partiality of truth recognised by the Commission. The usefulness of acknowledged truth to deal with South Africa's past is shown to have been neutralised by wider concerns of social and criminal justice. In detailing the governmental reticence to provide reparations, the judicial disregard to pursue prosecutions, and the dismissal of responsibility for apartheid at a wider social level, the author argues that opportunities for reconciliation and developmental change are limited. Against the problems of crime, violence and unresolved land issues, the potential of the TRC to build a ‘reconciliatory bridge’ is called into question. The truth offered by the Commission increasingly appears of limited value.

In November 2018, South Africa published the first National Status Report on Biological Invasions and Their Management (SANBI and CIB 2018). This report represents a milestone for the Republic of South Africa and the world since it is believed to be the first comprehensive national-scale assessment for biological invasions. Moreover, the report is a formal mechanism to increase the connectivity between research, policy, and implementation, and it will be followed by assessments every three years. Data used in the report originated from a range of data sources, including formal and grey data repositories, atlas data, published scientific papers, theses, inputs from experts and practitioners, and management records from government agencies and Non-Governmental Organizations (NGOs). Several important data gaps were identified during data collection and analysis. These data gaps are largely due to a lack of a central data repository, inconsistent species checklists, data transparency, and data interoperability (due in part to a lack of consistent definitions, taxonomic classification, and use of varying data standards). To address these data gaps, the team identified several forms of databases and requested access to the data. The data received required that the team perform a preliminary validation for metadata and data completeness. Parallel to the process of sourcing and validating the data, the team compiled three comprehensive national alien and invasive species checklists, which were then verified and validated by taxonomists. These processes were followed by adopting and developing metrics to prepare data for analyses. The team identified, notwithstanding the numerous data classification schemes available, A Proposed Unified Framework for Biological Invasions (Blackburn et al. 2011), and the Environmental Impact Classification for Alien Taxa (EICAT) Scheme (Hawkins et al. 2015). These two classifications were used to assess the status of species introduction and impact, respectively. Other metrics that were developed include the confidence level metrics to assign the validated data to the indicators and criteria for reviewing area-based invasive species management plans. Finally, the data were used to assess four aspects of the report: pathways of introduction; status of alien species; status of invaded areas; and effectiveness of control measures and regulations. A total of 21 indicators were developed to assess the status of these aspects. In addition, four high-level indicators (one for each aspect) were developed for use in the national suite of environmental indicators on which the Department of Environmental Affairs reports on a regular basis. The next steps include communicating and interpreting the indicators as part of the final report; developing monitoring and reporting systems in an attempt to fill the data gaps; testing and refining the indicators with stakeholders; continuously validating and verifying the alien and invasive species checklists with a wider network of country experts; and building simulation models to assess the inter-relationship and value of indicators.

To this day, apartheid is still regarded as one of the most heinous crimes to have affected humankind. The brutality of the apartheid system and its impact not only left devastating effects in the minds of the black majority who were affected by the system, but also drew international attention. This prompted the United Nations Security Council to pass drastic resolutions to try and end the apartheid system. It is important to highlight that apartheid crime was committed at the behest of the-then National Party government at the expense of the black majority. The attainment of democratic rule in 1994 also saw the emergence of the need for transitional justice. However, after 25 years of foot-dragging, the National Prosecution Authority in South Africa has still not been fully committed to prosecute apartheid atrocities. This article examines the crime of apartheid and the impact of the transitional justice process in South Africa. The article further reflects on the National Prosecution Authority’s reluctance to prosecute crimes of apartheid and examines the final report of the People’s Tribunal on Economic Crimes in South Africa.
