The purpose of writing this article is to highlight the features of organization of the regional policy in France on the basis of the theoretical understanding of the concepts of regional policy, model of regional policy and policy analogy. The research topic is the content of the French policy of organizing a regional political space. The object of the research is the power technologies of regional policy. The systemstructural method, which considers political relations as an integral system of interconnections of phenomena and events of the political process, makes it possible to determine the main essential content of this research topic. Institutional approach involves the study of political institutions and their content. An analysis of Russian and foreign sources suggests that the main issue posed in the article is relevant at the present stage of development. The study is made possible on the basis of existing research. A comprehensive study of the conceptual theoretical characteristics of the regional policy as such allowed the author to identify the model and features of the political toolkit for the organization of thecenterregions relations in modern French Republic.

AbstractWe propose a novel data-driven framework for assessing the a-priori epidemic risk of a geographical area and for identifying high-risk areas within a country. Our risk index is evaluated as a function of three different components: the hazard of the disease, the exposure of the area and the vulnerability of its inhabitants. As an application, we discuss the case of COVID-19 outbreak in Italy. We characterize each of the twenty Italian regions by using available historical data on air pollution, human mobility, winter temperature, housing concentration, health care density, population size and age. We find that the epidemic risk is higher in some of the Northern regions with respect to Central and Southern Italy. The corresponding risk index shows correlations with the available official data on the number of infected individuals, patients in intensive care and deceased patients, and can help explaining why regions such as Lombardia, Emilia-Romagna, Piemonte and Veneto have suffered much more than the rest of the country. Although the COVID-19 outbreak started in both North (Lombardia) and Central Italy (Lazio) almost at the same time, when the first cases were officially certified at the beginning of 2020, the disease has spread faster and with heavier consequences in regions with higher epidemic risk. Our framework can be extended and tested on other epidemic data, such as those on seasonal flu, and applied to other countries. We also present a policy model connected with our methodology, which might help policy-makers to take informed decisions.

ABSTRACT The purpose of this contribution is to develop a Post Keynesian monetary policy model, presenting its goals, tools, and channels. The original contribution this paper develops, following (Keynes’s 1936, 1945) proposals, is the use of debt management as an instrument of monetary policy, along with the interest rate and regulation. Moreover, this paper draws its monetary policy model by broadly and strongly relying on Keynes’s original writings. A monetary policy model erected upon this basis relates itself directly to the Post Keynesian efforts to offer a monetary policy framework substantially different from the Inflation Targeting Regime of the New Macroeconomic Consensus.

AbstractThis paper explores some of the issues around implementing a consent policy within the radiotherapy department. Consent can be defined as a patient’s agreement for a health care professional to provide care. The NHS Plan1 highlighted the need for quality care centred around the patient and for changes in the way patients are asked to give their consent to treatment. This led to the Department of Health (DoH) publishing a Good Practice in Consent Implementation Guide (2001)2 for use within all NHS Trusts from 1 April 2002, which aimed to provide consistency across the NHS and provides a policy model and generic consent forms.The policy recommends that the health professional carrying out the procedure is ultimately responsible for ensuring that the patient is genuinely consenting to what is being done, as it is they who would be held responsible in law should a case be made by a patient against a health professional. In radiotherapy, it is the Clinical Oncologist who obtains consent as they are responsible for prescribing courses of treatment; however, it is the Radiographer’s role to deliver this treatment. This paper discusses some of the issues around implementing a consent policy in terms of who can give and confirm consent, and what are the requirements for training if the patient is to receive the appropriate information before making the decision to consent to treatment.

Background: Ecstasy (3,4-methylenedioxymethamphetamine (MDMA)) has a relatively low harm and low dependence liability but is scheduled on List I of the Dutch Opium Act (‘hard drugs’). Concerns surrounding increasing MDMA-related criminality coupled with the possibly inappropriate scheduling of MDMA initiated a debate to revise the current Dutch ecstasy policy. Methods: An interdisciplinary group of 18 experts on health, social harms and drug criminality and law enforcement reformulated the science-based Dutch MDMA policy using multi-decision multi-criterion decision analysis (MD-MCDA). The experts collectively formulated policy instruments and rated their effects on 25 outcome criteria, including health, criminality, law enforcement and financial issues, thematically grouped in six clusters. Results: The experts scored the effect of 22 policy instruments, each with between two and seven different mutually exclusive options, on 25 outcome criteria. The optimal policy model was defined by the set of 22 policy instrument options which gave the highest overall score on the 25 outcome criteria. Implementation of the optimal policy model, including regulated MDMA sales, decreases health harms, MDMA-related organised crime and environmental damage, as well as increases state revenues and quality of MDMA products and user information. This model was slightly modified to increase its political feasibility. Sensitivity analyses showed that the outcomes of the current MD-MCDA are robust and independent of variability in weight values. Conclusion: The present results provide a feasible and realistic set of policy instrument options to revise the legislation towards a rational MDMA policy that is likely to reduce both adverse (public) health risks and MDMA-related criminal burden.
