Highly concentrated precipitation during the rainy season poses challenges to the South Korean water resources management in efficiently storing and redistributing water resources. Under the new climate regime, water resources management is likely to become more challenging with regards to water-related disaster risk and deterioration of water quality. To alleviate such issues by adjusting management plans, this study examined the impact of climate change on the streamflow in the Bocheongcheon basin of the Geumgang river. A globally accepted hydrologic model, the HEC-HMS model, was chosen for the simulation. By the calibration and the validation processes, the model performance was evaluated to range between “satisfactory” and “very good”. The calibrated model was then used to simulate the future streamflow over six decades from 2041 to 2100 under RCP4.5 and RCP8.5. The results indicated significant increase in the future streamflow of the study site in all months and seasons over the simulation period. Intensification of seasonal differences and fluctuations was projected under RCP 8.5, implying a challenge for water resources managers to secure stable sources of clean water and to prevent water-related disasters. The analysis of the simulation results was applied to suggest possible local adaptive water resources management policy.

This study is based by the cancellation of Act No. 7 of 2004 on Water Resources by the Indonesian Constitutional Court. Over the past 10 years, the law is the basis for the water resources management in Indonesia. The cancellation of the law would provide great impact for water resources management policy, especially with regard to the provision of right to water. Hence, this study aimed to determine the legal status of Right to Water provided by the local government after the cancellation of Act No. 7 of 2014 on Water Resources. The object of this normative study includes legal principles and systematic. This is due to the focus of this study is the meaning of the right principle to ruled state in the context of realizing the peoples’ prosperity and the position of Water Resources Act as the basis for the issuance of Government Regulation and Right to Water. The results of study indicate that in order to provide legal certainty for permit holder for Right to Use Water and Right to Commercialize Water, the ministry has issued various ministerial regulations, although the nature of these regulations only fills a legal vacuum. In the case of permit to Use of Water Resources, all permits for use of water resources that use surface water issued before the decision of Constitutional Court No. 85/PUU-XI/2013 are still valid. To permit referred to it, evaluation is conducted based on 6 (six) the principles of water resources management. Request new permit are in the process or for renewal of permit to use water resources that use surface water, processed as 6 (six) principles of water resources management. Although, in order to ensure legal certainty, the government should immediately issues the Act in Lieu of Water Resources Management which will be the basis for water resources management in Indonesia.

Reducing agricultural water use is an inevitable choice to alleviate water shortage in arid and semi-arid regions, and high-efficiency irrigation technologies provide conditions for water conservation. However, without unified water resources management policy to redistribute the saved agricultural water, farmers’ behavior will lead to water rebound and large-scale expansion of cultivated areas, especially on the edge of oasis regions. To solve these issues and promote the sustainable development of water resources, it makes sense to explore the impact of unified water resources management policy from the perspective of farmers’ behavior. This study takes the typical irrigation zone in the Heihe River Basin as a case to discuss the response of farmers’ economic behavior to transferring irrigation water and restricting land reclamation, i.e., the unified water resources management policy with the technical efficiency of crop irrigation improved based on the bio-economic model. The results show that in the case of loosening land constraints, farmers will reuse all the saved water for agricultural production by reclaiming unused land or increasing the area of water-intensive crops (vegetables). Although the policy of restricting land reclamation can restrict land expansion, it cannot avoid water rebound caused by adjusting the crop-planting structure. Farmers’ land-expansion behavior can be largely restricted by transferring the saved irrigation water to non-agricultural sectors in irrigation zones with inadequate water, but to contain land-expansion behavior in irrigation zones with surplus water, the policy of restricting land reclamation must be implemented simultaneously. The study also reveals that farmers will choose to grow more cash crops (seed maize, vegetables, tomato, seed watermelon, potato, and rapeseed) and fewer food crops (wheat, maize) to increase the profit per unit of water in the scenario of loosening land constraints or transferring agricultural water. Furthermore, the study indicates that farmers’ economic income can be decreased or at least not increased with the transfer of agricultural water. Both benefit compensation from non-agricultural sectors and increased non-agricultural income can compensate farmers’ economic loss. Therefore, it is necessary to improve water rights trading systems and increase employment opportunities for surplus agricultural labor to promote economic development in rural areas.

Ecohydrology is an approach to integrated water resources management that offers a sustainable development approach in understanding the environment and water resources systems. In this case the conditions where clean water and food can be created to reduce the number of stunting in an area. The concept of ecohydrology can also prevent the spread of disease through water. The introduction of this concept is intended to reduce stunting and overcome the lack of clean water in the future. In this case the concept of Ecohydrology is offered with the existing water purification plan to produce clean water that is ready to use and utilizes materials that are easily available and have low prices. This paper examines transboundary water resources management challenges currently being faced across the globe. Lessons learned from Europe, Africa, Asia and North America are outlined on the need for more integrated, ecosystem-based management of these international watercourses and on institutional arrangements for improving management. The World Bank's new Water Resources Management Policy is presented with an emphasis on elements related to a more comprehensive approach that considers integrated land-water management, proper pricing for water service delivery, nonpoint pollution abatement, aquatic ecosystem restoration, and institution building. Also described is a key international funding mechanism for more comprehensively managing international watercourses known as the Global Environment Facility (GEF). Restructed and replenished in 1994, GEF can play a catalytic role in building institutions for better water resources management and in fostering cooperative actions among nations in a basin toward the ultimate goal of making development more environmentally sustainable.

Compared to point source discharges, nonpoint or diffuse source contaminants cause more widespread degradation of surface and groundwater quality worldwide. While it is in the economic interest of all nations to establish programs for abatement of nonpoint source pollution, priorities must be established, and particularly dangerous contaminants that are hazardous, toxic or radioactive by nature deserve the highest priority. This paper makes the case for why these dangerous contaminants from nonpoint sources must urgently be addressed. The nature and significance of these contaminants are reviewed and the complex, multimedia sources of the releases are identified, including “donations” and export of hazardous materials to developing countries. Examples are cited from North America, Europe, the former Soviet Union and Asia of the enormous extent of contamination of soil, groundwater, surface water, fish, and wildlife from these persistent toxic chemicals. They are persistent in the environment, build up in fish through food chains, and contaminate human food. These chemicals mimic hormones and disrupt the development of offspring as they cause complex reproductive, metabolic, neurological, and behavioral changes as well as cancer risks. A new Water Resources Management Policy recently adopted by the World Bank places a priority on pollution prevention measures for industry, abatement of nonpoint source discharges, development of effective government regulatory institutions, and remediation/restoration of contaminated sites and ecosystems. Relevant elements of the policy are presented. In addition, the importance of economic instruments (polluters pays funds) for waste site cleanup and remedial action requirements being included during privatization of industrial sites are stressed.
