The chapter discusses the relationship between social movements and peaceful change. First, it reviews the way this relationship has been elaborated in IR constructivist and critical analyses, as part of transnational activist networks, global civil society, and transnational social movements, while considering the blind sides left by the dominant treatment of these entities as positive moral actors. Second, the chapter reviews insights from the revolution and political violence literature, a literature usually sidelined in IR debates about civil society, in order to cast a wider relational perspective on how social movements participate in, and are affected by, interactive dynamic processes that may escalate into violent outcomes at both local and international levels.

The accession of ten new member states has opened up new political and discursive spaces for challenging homo-, bi-, and transphobia in the new member states and the European Union (EU) as a whole. There has been widely felt sense of hope that the accession will ultimately increase the possibilities of political action, result in democratisation, and better the political conditions for sexual minorities to fight discrimination and struggle for equal treatment before the law (ILGA Europe 2001, Vadstrup 2002, Pereira 2002, Neumann 2004, ILGA 2004, Stonewall 2004). Such sentiments were also expressed in the call-for-papers for the Conference ‘Europe without Homophobia. Queer-in(g) Communities’ that took place from May 24 to May 26, 2004 at Wroclaw in Poland, for which I wrote the first draft of this paper. Participants were asked to reflect upon ‘how we can contribute to making sexual minorities in the European Community visible, heard, safe, and equal before the law’ and to ‘investigate the practical ways (including legal actions, information campaigns, political participation, etc.) of achieving the bold vision suggested in the title: Europe without homophobia’ (Organizing Committee 2004). Human rights groups and lesbian and gay organisations both in the (prospective) new and the already existing member states sensed that access to funding by EU bodies and the ability to address political and/or legal institutions of the EU (and/or the Council of Europe) opened up ‘new space’ for political activism and enabled access to a new range of political discourses and strategies (cf. Stychin 2003). Already many years before accession, human rights organisations and lesbian and gay campaigning groups started to utilise the transformative potential of this prospective economic-political and socio-legal change for campaigns against human rights abuse and legal discrimination on the grounds of gender and sexuality in states applying for accession. ILGA Europe, for example, emphasised that accession should be made dependent on the applying states complying to the high human rights standard that the EU is supposed to stand for. Due to the uneven power structure between the institutions of the EU and the states applying for membership, the logic and rhetoric of ‘enlargement’ structured the negotiations about accession. The power imbalances at the heart of the process are further indicated by the fact that accession is frequently discussed in the scientific literature in the terminology of ‘Europeanization’ (cf. Schimmelfenning and Sedelmeier 2005a). In this context, ‘Europeanization’ signifies ‘integration’ into the economic organisations and politico-legal institutions of the EU, a process that, according to Schimmelfenning and Sedelmeier, can be characterised as ‘a massive export of EU rules’ (2005b: 221). Because accession has been such a recent moment in history, research on the effects of the EU enlargement on the national polities of the new or prospective member states is still scarce. In particular, sexual politics has remained an under-researched topic (for an exception, see Stychin 2003). However, there is sufficient reason to speculate that accession will significantly affect the discourses and strategies of social movements struggling around sexuality and gender in the new member states. Even if it cannot be predicted at this stage, how political actors and social movements will respond and position themselves with regard to these newly emerging ‘political opportunity structures’ (Kriesi et al. 1995), the evolving institutional, economic, and discursive context will without any doubt impact on their politics.

AbstractObjectiveAn industry levy on sugar-sweetened beverages (SSB) was implemented in the UK in 2018. One year later, Brexit is likely to change the UK trade regime with potential implications for sugar price. We modelled the effect of potential changes in sugar price due to Brexit on SSB levy impacts upon CHD mortality and inequalities.DesignWe modelled a baseline SSB levy scenario; an SSB levy under ‘soft’ Brexit, where the UK establishes a free trading agreement with the EU; and an SSB levy under ‘hard’ Brexit, in which World Trade Organization tariffs are applied. We used the previously validated IMPACT Food Policy model and probabilistic sensitivity analysis to estimate the effect of each scenario on CHD deaths prevented or postponed and life-years gained, stratified by age, sex and socio-economic circumstance, in 2021.SettingEngland.SubjectsAdults aged 25 years or older.ResultsThe SSB levy was associated with approximately 370 (95 % uncertainty interval 220, 560) fewer CHD deaths and 4490 (2690, 6710) life-years gained in 2021. Associated reductions in CHD mortality were 4 and 8 % greater under ‘soft’ and ‘hard’ Brexit scenarios, respectively. The SSB levy was associated with approximately 110 (50, 190) fewer CHD deaths in the most deprived quintile compared with 60 (20, 100) in the most affluent, under ‘hard’ Brexit.ConclusionsOur study found the SSB levy resilient to potential effects of Brexit upon sugar price. Even under ‘hard’ Brexit, the SSB levy would yield benefits for CHD mortality and inequalities. Brexit negotiations should deliver a fiscal and regulatory environment which promotes population health.

This article surveys the current state of agroecology in Canada, giving particular attention to agroecological practices, the related social movements, and the achievements of agroecological science. In each of these realms, we find that agroecology emerges as a response to the various social and ecological problems associated with the prevailing industrial model of agricultural production that has long been promoted in the country under settler colonialism. Although the prevalence and prominence of agroecology is growing in Canada, its presence is still small and the support for its development is limited. We provide recommendations to achieve a more meaningful integration of agroecology in Canadian food policy and practice.

The concluding chapter critiques current scholarly trends to discuss crimes against humanity based on the feelings of horror they create and argues that an analysis of the power politics waged through their discursive mobilization requires analytical scrutiny. The conclusion therefore appraises the difference between hegemonic and counterhegemonic deployments of crimes against humanity in the twentieth and twenty-first centuries. The twenty-first-century deployments comprise the designation of slavery and apartheid as crimes against humanity (a designation that resulted from international political activities by actors from the Global South) as well as the denunciation of the 2003 US-led military campaign in Iraq as a crime against humanity (by transnational social movements). The chapter closes with a critique of debates on the Anthropocene that posit humanity as an undifferentiated, totalizing geological force and argues that, once again, scrutiny of the concrete, differential power positions structuring humanity is imperative for assessing the social causes of climate devastation.

Contemporary extremist threats encompass a widening spectrum, whereby long-standing threats are supplemented by the stubborn persistence of historical threats, and by the emergence of new threats and Violent Transnational Social Movements (VTSMs). For security and intelligence agencies, the management challenges posed by the evolving picture are complex and multi-faceted. Probably the most difficult challenge is that of prioritisation and the allocation of resources across the spectrum of investigation. Other challenges include those of recruiting and retaining staff with the right cutting-edge skills, especially in such fields of social media exploitation; and a fundamental definitional question of how to define some of the newly-emerging threats, avoiding questions of surveillance crossing-over into inappropriate suppression of legitimate dissent in a liberal democracy.
