The article substantiates the objective necessity of introducing cross-border medical clusters in the euroregions of Ukraine. Clusters are a community of firms, closely related industries that complement each other and contribute to the growth of their competitiveness, and thus they serve as "points of growth" in the development of the domestic market and the economy of the euroregions. Innovative development of the world economy, associated with progressive changes in technology and in the forms and methods of labor organization, requires new approaches to production management and significant expenditures of material, intellectual and financial resources. In modern theories of development, more and more attention is paid to problematic issues of organizational and economic classification. This will improve the level of health, maintain social stability in society, and improve the quality of medical care to the level of world standards, optimizing public spending. Innovation clusters have become the object of close attention due to the increasing role of innovation in the competition of global markets for medical services. The cross-border medical cluster provides for the creation of a strategic unit in the structure of the euroregion, which will coordinate the implementation of the strategy for the development of medical tourism, improving the collection and processing of information on incoming tourists, conducting a promotional campaign of the city in key markets and improving the tourist infrastructure and measures to support it. This type of cluster is particularly relevant for Ukraine, which has taken a course to modernize the national economy based on the priority development of high-tech and high-tech industries. Diversification of the economy of the Euroregions through the cluster approach is one of the main solutions to this problem. High-quality provision of medical services, the creation of joint clinics, can become one of the ways to diversify the economy, using the growing potential of cross-border cooperation and the flow of medical tourists.

Nowadays global economic and high-tech development is progressing. Human society is facing a health pandemic that is leading to economic stagnation and financial losses globally. Tourism industry with its accompanying cluster environment is one of the most economically affected. However, the industry that continues to develop and present its achievements and innovations is in the field of information technology. High-tech industry offers resources and services that are unique. In the field of tourist services, the most popular innovations are chatbots and kiosks. The aim of the paper is to present the attitudes of the stakeholders for the implementation of innovations at the local level and the trends after the restart of the world economy.

Basing on the strategic approaches, the article investigates the role of innovative entrepreneurship in forming the knowledge economy. The importance of intensifying the development of the knowledge economy in the context of global changes and modern challenges has been substantiated. The need for the formation and development of the country’s knowledge economy, taking into account the deepening development of innovative entrepreneurship, is considered. The expediency of accelerating the commercialization of the results and discoveries of scientific research works is noted. Strategic directions of mutual activities of universities, research institutions, investment funds, industrial enterprises and other subjects of innovative entrepreneurship are given. The necessity of ensuring the effective and efficient application of the results, developments and innovations is substantiated. The progressive world experience in ensuring the development of the national innovation system and the formation of an innovationoriented economy of the country is considered. An objective approach is considered the creation and commissioning of modern technological parks, industrial parks and high-tech parks for an intensive transition to innovative development of the economy and deepening the basic principles of the knowledge economy. The essence and effectiveness of innovative entrepreneurship is revealed, which covers intellectual resources, more productive inventions and discoveries. The importance of developing the market for research services and thereby ensuring the dynamism of the market for science, technology and innovation was noted. The processes and approaches to the development of important elements of the knowledge economy and to strengthening the role of innovative entrepreneurship in this direction are analyzed. The multiplicative effect of targeted measures and the use of state support mechanisms for deepening the development of innovative entrepreneurship in Azerbaijan were assessed. The need to improve and develop organizational and economic factors, the institutional framework for accelerating the creation of an innovation system and multifunctional innovation zones in the country is considered. The role of digitalization and the use of elements of information and communication technologies for strengthening the processes of creating a knowledge economy is shown. Recommendations and proposals were prepared on the strategic role of innovative entrepreneurship in the formation of the knowledge economy in Azerbaijan.

Abstract Metadata is part of our knowledge systems and, so, represents and perpetuates political hierarchies and perceptions of relevance. While some of these have come up for scrutiny in the discourses on digitization, some ‘minor’ issues have gone unnoticed and a few new mechanisms of imbalance have escaped attention as well. Yet, all of these, too, influence the usability of digital image collections. This paper traces three fields of ‘minor politics’ and their epistemic consequences, both in general and in particular, with respect to the study of architecture and its visual representation: first, the intrinsic logic of the original collections and their digital representation; second, the role of support staff in the course of digitization and data transfer; and, third, keywording as a matter of disciplinary habitus. It underlines the ‘political’ role of metadata within the context of knowledge production, even on the local level of a single database, and connects to the implementation of contemporary technologies like computer vision and artificial intelligence for image content classification and the creation of metadata. Given the abundance of digitally available (historical) images, image content recognition and the creation of metadata by artificial intelligence are sheer necessities in order to make millions of hitherto unexplored images available for research. At the same time, the challenge to overcome existing colonial and other biases in the training of AI remains. Hence, we are once again tasked to reflect on the delicate criterion of objectivity. The second part of this paper focuses on research done in the ArchiMediaL project (archimedial.eu); it demonstrates both the potentials and the risks of applying artificial intelligence for metadata creation by addressing the three fields mentioned above through the magnifying glass of programming.

The article is devoted to defining the place and role of textured formations and techno-ornament in modern design, setting out the features of their use and methods of obtaining. The sources of the artistic attitude to the texture and texture of the material in the creation of works of decorative and applied art, interiors are briefly outlined, the importance of increased attention to them in the modern period is revealed. A special role is assigned to techno-ornamentation, which has arisen in high-tech culture and has become an exponent of new rhythmic-plastic images that are in tune with modernity. Images with machine aesthetics with alternating elements that do not have open semantic content. The authors came to the conclusion that in the late 20 th to the early 21 st centuries there was an unprecedented increase in interest in textured and textural ornamental formations. Their images are very vague and associated with an environment largely distanced from humans. Ornament in such an environment is extremely contextual.

Purpose This paper aims to analyse the role of business plan development as a knowledge translation tool, especially for the creation of start-ups. In a complex knowledge ecosystem populated by multiple diverse and autonomous actors (such as potential entrepreneurs, local companies, local public entities and business consultants) bonded together by a joint search for valuable knowledge, business plan development can work as a powerful enabler for the translation of knowledge. Design/methodology/approach The study uses a qualitative multi-case study approach by examining the results of a public programme devoted to the creation of new entrepreneurial ventures. The authors analysed 418 complete business plans and followed up with all the participants with an interview. In total, 40 cases were investigated more in detail. Findings Results show how business plan development can function as a bridge between academic, theoretical and general knowledge on start-up creation on the one hand and practical contextualised activities of potential entrepreneurs on the other. Practical implications The process of knowledge translation is crucial to ensure that relevant knowledge coming from both the inside (the entrepreneur) and outside (the stakeholders) of the organisation is effectively applied. To facilitate the translation process, key knowledge users should be supported in contextualising and making sense of the research knowledge. Initiatives carried out by local entities and other actors, gathering several stakeholders to develop business plans, can become valuable opportunities to facilitate the translation process for start-up development. Originality/value The paper contributes to knowledge management and knowledge translation literature by demonstrating the role of business plan development as an effective knowledge translation enabler. It also adds to the understanding of innovation management and entrepreneurial education by proving the relevance of the translation of knowledge for the creation of new business ventures.

AbstractThis paper studies the collaborations between entrepreneurial ventures and universities by investigating the “first match”, namely, the probability that a given entrepreneurial venture, which has never established university collaborations before, forms a collaboration with a given university (out of all the possible collaborations it might have formed). Expanding on the literature about university–industry collaborations, we argue that the formation of the first match is socially bounded. Specifically, we contend that individual social ties, which the founders of an entrepreneurial venture have formed with the personnel of a given university as they worked there, increase the probability of a first match because these ties reduce the costs and increase the benefits of forming a collaboration (H1). We also hypothesize that geographical (H2) and cognitive proximity (H3) between entrepreneurial ventures and universities influence these costs and benefits, thus moderating the relation sub H1. Econometric estimations on a large set of dyads, which represent realized and potential first matches between Italian high-tech entrepreneurial ventures and universities, support our hypotheses.
