Boxwood is one of the most common and widely planted perennial ornamentals in both home gardens and commercial landscapes. Recently reported boxwood dieback, a fungal disease caused by Colletotrichum theobromicola, has been spreading at an alarming rate within the U.S. Boxwood breeders, nursery growers, and landscape professionals have shown great concerns regarding the lack of effective management practices. Therefore, the primary objectives of this study were to devise effective disease management strategies including screening cultivars to determine their susceptibility to boxwood dieback and screening various fungicides to determine their effectiveness in managing the disease. Host range studies were conducted by screening a wide variety of boxwood cultivars under greenhouse conditions. Although, boxwood cultivar ‘Little Missy’ showed much delayed symptom expression as compared to rest of the cultivars but none of the 11 cultivars were found to be resistance to boxwood dieback. In vitro screening of nine fungicides was conducted to determine mycelial growth as well as spore germination inhibition of eight isolates of C. theobromicola collected from eight states in the U.S. Of the nine fungicides, difenoconazole+pydiflumetofen showed maximum mycelial growth and spore germination inhibition at 1 ppm active ingredient followed by fluxapyroxad+pyraclostrobin, and pyraclostrobin+boscalid at 5 ppm active ingredient. Azoxystrobin+benzovindiflupyr significantly inhibited mycelial growth at 1 ppm but reduced spore germination at 10 ppm active ingredient. This study provides the boxwood industry professionals with critical and applied information pertaining to host susceptibility and fungicide efficacy to effectively mitigate boxwood dieback and to reduce its further spread.

The global progression of human rights advocating for marginalized communities, especially LGBTQ, has seen tremendous change over the past several decades, including the conditions for disclosure of sexual identity in the workplace. The decision-making process of disclosure and the necessity for others to know is key to understanding how best to support and address the potential organizational trauma that may result. Not all disclosure of minority identity is negative and the availability of positive policy development within organizations can assist in smooth transitions toward more equal inclusion and dispel previous heteronormative and heterosexist ideologies. Through increased knowledge about the LGBTQ community and case analysis, a cross cultural lens will be utilized from Brazil, Turkey and the U.S.; prominent sexual identity disclosure perspectives for numerous occupations, as well as recommendations for systemic awareness and change will be offered.

The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) has amended the U.S. pipeline safety regulations to prescribe safety requirements for controllers, control rooms, and Supervisory Control and Data Acquisition (SCADA) systems used to remotely monitor and control pipeline operations. The objective of Control Room Management (CRM) is to help assure the controllers will continue to be successful in maintaining pipeline integrity and safety, and help reduce the number and consequences of shortfalls in control room management practices and operator errors when remotely monitoring and controlling pipelines and responding to abnormal and emergency conditions. CRM helps to address this by prescribing safety requirements intended to verify that procedures, systems, and equipment are well thought out and function as intended. CRM also intends to help assure that pipeline operators are addressing human fatigue risks and other human factors inside the control room that could inhibit a controller’s ability to carry out the roles and responsibilities the operator has defined for the safe operation of the pipeline. This paper will go over the background and elements of the rule, additional guidance and resources that have been provided publically, and lessons learned through the development and roll out of the new requirements.

The main techniques for minimizing Fusarium head blight (FHB, or scab) and deoxynivalenol in wheat and barley are well established and generally available: planting of moderately FHB-resistant cultivars, risk monitoring, and timely use of the most effective fungicides. Yet the adoption of these techniques remains uneven across the FHB-prone portions of the U.S. cereal production area. A national survey was undertaken by the U.S. Wheat and Barley Scab Initiative in 17 states where six market classes of wheat and barley are grown. In 2014, 5,107 usable responses were obtained. The highest percentages reporting losses attributable to FHB in the previous 5 years were in North Dakota, Maryland, Kentucky, and states bordering the Great Lakes but across all states, ≥75% of respondents reported no FHB-related losses in the previous 5 years. Adoption of cultivar resistance was uneven by state and market class and was low except among hard red spring wheat growers. In 13 states, a majority of respondents had not applied an FHB-targeted fungicide in the previous 5 years. Although the primary FHB information source varied by state, crop consultants were considered to be an important source or their primary source of information on risk or management of FHB by the largest percentage of respondents. Use of an FHB risk forecasting website was about twice as high in North Dakota as the 17-state average of 6%. The most frequently cited barriers to adopting FHB management practices were weather or logistics preventing timely fungicide application, difficulty in determining flowering timing for fungicide applications, and the impracticality of FHB-reducing rotations. The results highlight the challenges of managing an episodically damaging crop disease and point to specific areas for improvement.

Food safety concerns involving pesticide residues continue to receive widespread public, legislative, and scientific attention. The National Research Council's 1993 report Pesticides in the Diets of Infants and Children concluded that significant improvements in the U.S. government's pesticide risk assessment and food tolerance establishment procedures were needed. Strict interpretation of the Delaney Clause by the U.S. Ninth Circuit Court of Appeals has led to the projected elimination of several pesticide uses due to statutory, rather than scientific considerations. Congressional “solutions” to the Delaney problem may have broad impacts upon future pest management practices if adopted. Emerging issues include the safety of imported produce and the potential effects of trade agreements such as NAFTA and GATT upon U.S. pesticide residue standards.

This article places the Obama administration’s open government initiative within the context of evolution of the U.S. information society. It examines the concept of openness along the three dimensions of Daniel Bell’s social analysis of the postindustrial society: structure, polity, and culture. Four “missing questions” raise the challenge of the compatibility of public service values with the culture of openness, address the right balance between postindustrial information management practices and the capacity of public organizations to accomplish their missions, and ask to reconsider the idea that greater structural openness of public organizations will necessarily increase their democratic legitimacy.
