Abstract The article presents the results of the analysis of patent documentation on laser additive manufacturing registered in the territory of the Russian Federation. As a result of the research, the dynamics of patent activity is determined, the top patent holders, the leading countries in the considered technological field are identified, the top of inventors is compiled, the main technological segments for application of patented solutions from the field of laser additive manufacturing are identified.

Implementation of the Decree of the President of the Russian Federation of May 7, 2018, No. 204 “On the national goals and strategic tasks of the development of the Russian Federation for the period up to 2024” assumes that Russia should move from 8th to 5th position in the world for the number of patent applications for inventions during 6 years. The paper analyzes the patent activity of inventors in the field of medicine on the example of spinal neurosurgery. Analysis of patent documents demonstrates that developments in the field of spinal neurosurgery have currently a high potential for commercialization throughout the world. However, domestic developers should pay due attention to the full scope of legal protection of their inventions to take a leading position in the world market.

A distinctive feature of innovation-oriented enterprises is a higher demand for external sources of financing, while innovative activities are characterized by a sufficiently high degree of uncertainty and risk, therefore, the important principles of financing innovative projects are the multiplicity of financing sources, flexibility and adaptability to a rapidly changing external environment. Using in-house funds in the development and implementation of an innovative project provides maximum scale of actions in making management decisions. At the same time, international experience in the innovative projects implementation proves the effectiveness of debt and equity instruments use for project financing. The article discusses the main instruments for financing innovative projects in the Russian Federation, highlights the main stages of finding and attracting financial resources. In addition, within the framework of this study, the costs of technological innovations and the sources of their financing, the patent activity of enterprises in the Russian Federation were analyzed. The main economic reasons that impede the development of innovations project management are listed. The necessity of developing measures to expand the access of innovative enterprises to loaned sources of financing has been substantiated.

The article studies elements of technological sphere, such as science, technology and innovation. Appraisal of economic security of Russia was conducted by using methodology of utmost crucial indicators. The most important indicators and their crucial values based on the principle ‘resources – results’ were selected, which gave an opportunity to estimate the efficiency of resource investment and their use. The author substantiated the threshold values for each indicator The method of utmost crucial values together with zoning by the degree of risk can allow us to identify the possibility of threat arising and understand their degree for spheres being investigated. During the analysis the standing of values in accordance with zone distribution was estimated and general trends were found out. On the basis of estimation the general dynamics of indicators was plotted in the form of indexes of economic security and on their foundation the integral appraisal of the condition of economic security in technological field was built. In conclusion the author stated the overall level of technological sphere and described threats to economic security of Russia.

One of the goals of the national project “Science” is to ensure the presence of the Russian Federation among the five leading countries of the world, carrying out research and development in areas defined by the priorities of scientific and technological development. To monitor the achievement of this goal, an indicator was proposed “the place of the Russian Federation by share in the total number of applications for obtaining a patent for an invention filed in the world by areas determined by the priorities of scientific and technological development”. The analysis of risks and barriers to achieving this target indicator, as well as the identification of problems associated with the increase in patent activity in the domestic sector of knowledge generation, was performed. As the main risk of not achieving the target, low patent activity of domestic industrial companies is named, which is not economically feasible to compensate for by high patent activity of universities.

Genomic research is one of the priorities of the country’s scientific and technological development, which have been supported by the instruction of the President to the Government on the development of a program for the development of advanced genomic research and genetic technologies in the Russian Federation, by the national project “Science”, and by the project of tintegrated scientific -technological program “The Postgenomic technologies: editing to synthetic biology”. The target indicator of NP “Science” is to ensure the presence of the Russian Federation among the five leading countries of the world that carry out research and development in areas determined by the priorities of scientific and technological development, and one of the indicators of the implementation of this indicator is “the place of the Russian Federation by share in the total number of applications for a patent for an invention filed in the world”. Comparison of patent activity of residents of theRussian Federationand the leading countries of the world engaged in research and development using the capabilities of highperformance genome sequencing was performed. A map of the competitive landscape in the technological field under consideration has been built, showing that foreign companies such as DowDuPont, Roche Holding and Illumina have already created impressive by volume patent portfolios. It was noted that in order for the developments, that will be created in the world-class genomic technology centers within the NP Science, to be globally competitive, it is already necessary to create conditions for the active participation of the business sector in government projects and programs.

The paper aims to identify the main innovation activity factors in the Russian regions using econometric analysis. Assessment of the current state of the innovation environment in the Russian Federation reveals that there is a number of problems impeding innovation growth, which affects the country’s position in international rankings. The methodological basis of the research includes the theoretical principles of innovation economics, innovation management and regional development. There is a plethora of approaches to modeling the factors of innovative development of countries and regions, as well as to measuring innovation. In the article, we analyze patent activity in Russia’s regions and stimulating factors. The information base includes Rosstat panel data for 1999–2015 in 77 subjects of the Russian Federation. To optimize the set of variables of the econometric model, the authors apply a genetic algorithm. We find that factors reflecting human capital, financial performance of enterprises, market competition, ownership and general macroeconomic indicators of regions affect the indicators of patent activity. The research results can be used to formulate recommendations for improving regional innovation policy. In particular, it is reasonable to encourage the management and research staff of organizations to design and introduce innovations, develop venture business, promote active interaction of business with universities and research institutes, as well as strengthen international cooperation.
