                                                         AbstrakCounseling centre Universitas Negeri Medan, yang disebut juga sebagai COCE, memiliki tujuan untuk memperoleh pendapatan dan menciptakan wirausaha baru yang dikelola dosen dan mahasiswa. COCE menyediakan pelayanan mutu peminatan di sekolah. Pelayanan dilakukan dengan cara holistik, kreatif, inovatif, cepat, tuntas, pantas, dan baik. Pengelolaan manajemen menggunakan managemen mutu sehingga lebih mengutamakan strategi pemberdayaan dari pada birokrasi. Teknik pemasaran usaha ini dimulai dengan sosialisasi melalui penyebaran brosur dan infromasi melalui radio, harga bersaing, promosi, dan penentuan posisi. Klien COCE berasal dari siswa dan mahasiswa yang mengalami masalah dalam belajar yang berlokasi di Propinsi Sumatera Utara.  Hasil pelayanan tes pada tahun pertama (2015) yang telah dilakukan COCE melayani 4.127 klien dan margin keuntungan operasi diperoleh sebesar 91,07%. Pada tahun kedua (2016), pelaksanaan tes yang dilakukan COCE telah memberikan pelayanan sebanyak 3.659 klien dan margin keuntungan sebesar 86,99%. Bentuk pelayanan yang diberikan berupa layanan konseling, psikotes, dan bimbingan belajar. Kata kunci: income generate, counseling centre, intelektual kampus. AbstractCounseling center at Medan State University, also known as COCE, has a goal to earn income and create new entrepreneurship managed by lecturers and students. COCE provides quality services in schools and colleges. The service is done in a holistic, creative, innovative, quick, exhaustive, proper, and excellent. Management management uses quality management so as to prioritize empowerment strategy rather than bureaucracy. This business marketing technique begins with socialization through the spread of brochures and information via radio, competitive prices, promotion, and positioning. COCE clients come from students and students who have learning problems located in North Sumatra Province. The results of the test service in the first year (2015) that has been conducted COCE serves 4.127 clients and operating profit margin is 91,07%. In the second year (2016), the implementation of tests conducted COCE has provided service for 3,659 clients and profit margin of 86.99%. The aim of this research was to determine the plant growth rate of Rhizophora mucronata in mangrove restoration area of Angke Kapuk Protected Forest, Jakarta and to know the characteristics of the site and its environment. The research indicated that the average plant height was 60.388 cm to 147.496 cm and the average diameter was 2.435 cm to 6.196 cm. The average height increment of the largest found in the sub-station 1 (2.2307 cm) significantly different from the other seven sub-stations. Average high accretion smallest sub-stations located on seven (0.1853 cm) and sub-station (0.1373cm). The average increment of the largest diameter found in the sub-station 1 (0.0591 cm) and 2 (0.0599) significantly different from the other seven substations. Average height increments are the smallest at sub-station 5 (0334 cm) and sub-station 7 (0.0334 cm), and sub-station 8 (0.0334 cm). The highest Caution exchange capacity (CEC) found in sub-station 2 (31.55 me/100 g) and lowest in sub-station 4 (22.94 me/100 g). CEC on the sub-station 4 is low because the dry soil conditions and tidal irregular.

Hutan mangrove merupakan sumber daya lahan basah yang berfungsi sebagai penyangga kehidupan. Namun demikian, dalam beberapa dekade terakhir, hutan mangrove banyak yang rusak atau hilang, terutama akibat konversi mangrove menjadi lahan tambak. Kegiatan restorasi mangrove pada lahan bekas tambak telah mulai dilakukan dalam beberapa tahun terakhir. Peneltian ini bertujuan untuk mengukur pemulihan jenis-jenis mangrove melalui kegiatan restorasi mangrove pada lahan bekas tambak serta mengetahui komposisi jenis hutan mangrove hasil restorasi dimaksud di pesisir timur Sumatera Utara. Sebanyak 30 plot contoh yang masing masing berukuran 10 m x 10 m telah dibangun di setiap umur tegakan (5-9 tahun) dan hutan sekunder. Seluruh pohon yang berdiameter (DBH) ≥ 2 cm di dalam plot contoh diidentifikasi dan diukur diamaternya. Secara keseluruhan, terdapat 14 jenis mangrove pada seluruh plot contoh atau setara dengan 42,42% dari seluruh jenis tumbuhan mangrove sejati yang terdapat di Indonesia. Dengan demikian, restorasi mangrove mampu memulihkan keanekaragaman jenis mangrove, sehingga restorasi mangrove pada lahan bekas tambak perlu dipromosikan dalam upaya mengembalikan berbagai fungsi mangrove bagi ketahanan masyarakat dan sumberdaya pesisir.   Mangrove forest is a wetland resource that serves as a buffer zone. However, in the past few decades, many mangrove forests have been damaged or converted, mainly into ponds. To address such a problem, mangrove restoration activities have begun in recent years. This research aims to measure the recovery of mangrove species on ex-pond land and indicate the type of mangrove forest composition through the mangrove restoration activities in North Sumatra. A total of 30 sample plots, with 10 m x 10 m size each, have been built at each stand age (5-9 years) and secondary forests. All trees with a diameter (DBH) ≥ 2 cm in the sample plot are identified and measured. The results show that overall, there are 14 types of mangroves in all sample plots, equivalent to 42.42% of all pure mangrove species in Indonesia. Therefore, it can be concluded that the activities can restore the diversity of mangrove species, so that needs to be promoted as an effort to restore the various functions of mangroves to resilience the community and coastal resources.

Mangroves are coastal ecosystems that have a very large role for humans and ecosystems in the vicinity. Mangrove condition in Indonesia, including in Segara Chicks Cilacap experiencing enormous pressure resulting in damage to the mangrove ecosystem. Mangrove restoration is the process of return of mangrove ecosystems of the conditions are broken into previously conditioned as well. The general objective of this study was 1) determine the conditions and amendments BioEkologi mangrove ecosystem restoration in the area of results Segara Chicks. Specific objectives in the study the first year is to determine: 1) the community structure of mangrove ecosystems (vegetation and fauna associations) at a restoration site in the region Segara Chicks, 2) the spatial variation community mangrove ecosystem in the area of restoration, and 3) the condition of the environmental factors that support the mangrove restoration in the region Segara Chicks. The method used was survey method with the technique of sampling cluster random sampling. The data obtained were analyzed multivatiate covering biodiversity analysis, cluster analysis, multi-dimensional sclae (MDS), and Bio-env using PRIMER-E program. The study shows the restoration of mangrove vegetation in the region have relatively low diversity (H '<1), and in areas that have not been restored only dominated shrub species (Acanthus and Derris). Environmental factors generally favor mangrove Vegetasia life, and have the same tendency for each restoration location with a level of similarity> 95%.

AbstractThis paper is the result of research to explore whether the guarantee of religious freedom as guaranteed by Article 29 paragraph (2) of the 1945 Constitution of the Republic of Indonesia applies to adherents of local religions or beliefs, especially indigenous peoples and their implications for population document services. The location of the first year research was carried out on indigenous peoples in Java, namely the Sunda Wiwitan and Adam Religion from Sedulur Sikep / Samin. Then in the second year, there was research outside Java, namely followers of the Parmalim religion in Laguboti, North Sumatra. The results showed that there were different treatments for indigenous people who were still purely embracing local religions and those who embraced local religions who had converted to one of the recognized religions of the state. For indigenous people who have switched to embrace one of the religions recognized by the state, they are not discriminated against by the state, meaning that they can easily obtain residence documents. Whereas for the indigenous people who continue to embrace the local religion get discriminatory treatment, namely on their Identity (KTP) wrote a column of non-religious beliefs as decided by the Constitutional Court No. No.97 / PUU-XIV / 2016, it is difficult to obtain a marriage certificate, the birth certificate is not as usual, because the marriage of his parents has not been recorded.Keywords: Discrimination, Civil Rights, Population Documents, Local Religion.AbstrakTulisan ini merupakan hasil penelitian untuk menggali apakah benar jaminan kebebasan beragama itu sebagaimana dijamin Pasal 29 ayat (2) UUD NRI 1945 berlaku bagi penganut agama lokal atau kepercayaan, khususnya masyarakat adat dan implikasinya terhadap layanan dokumen kependudukan. Lokasi penelitian tahun pertama telah dilakukan pada masyarakat adat di Jawa, yaitu pada masyarakat penganut Sunda Wiwitan dan Agama Adam dari Sedulur Sikep/Samin. Kemudian pada tahun kedua telah dilakukan penelitian di luar Jawa, yaitu penganut agama Parmalim di Laguboti, Sumatera Utara. Hasil penelitian menunjukkan, ada perlakuan yang berbeda bagi masyarakat adat yang masih murni memeluk agama lokal dan masyarakat pemeluk agama lokal yang sudah beralih memeluk salah satu agama yang diakui oleh negara. Bagi masyarakat adat yang sudah beralih memeluk salah satu agama yang diakui oleh negara tidak diperlakukan diskriminatif oleh negara, artinya mereka dapat dengan mudah memperoleh dokumen kependudukan. Sedangkan bagi masyarakat adat yang tetap memeluk agama lokal mendapatkan perlakuan diskriminatif, yaitu di KTP mereka tertulis kolom kepercayaan bukan agama seperti yang diputuskan oleh Mahkamah Konstitusi No. No.97/PUU-XIV/2016, sulit mendapatkan akta perkawinan, akta kelahiran  tidak sebagaimana umumnya, karena perkawinan orang tuanya belum dicatatkan.Kata Kunci: Diskrininasi, Hak Sipil, Dokumen Kependudukan, Agama Lokal.

Abstract The purpose of the study was to determine the species vegetation and carbon stock assessment derived from abandoned aquaculture ponds. Analysis of plant (tree, sapling, and seedling) was performed at Pulau Sembilan, Langkat, North Sumatra, Indonesia. The stage of the seedlings, saplings, and trees was analyzed from four transects. Each transect contained 100 m in length. Each estimated plot of a total of four transects comprised of 30 plots. The abandoned pond was dominated by Rhizophora apiculata and Bruguiera parviflora, the lowest on the species of Morinda citrifolia and Rhizophora mucronata. The diversity index of Shannon-Weiner was 1.44-1.72. The total biomass in the pond was 4,557.43 k/ha with a carbon potential of 2.10 tons/ha.

This research was purposed to develop module and learning model and instrument of proofing ability in algebra structure through cooperative learning with helping map concept media for students’ of mathematic major and mathematics education in State University and Private University in North Sumatra province. The subject of this research was the students’ of mathematic and mathematics education in Medan State University and Qualitye University. Developmental Research that oriented on developing product at stage and first year was done identification of proofing and positive behavior on algebra structure based on curriculum and was developed module and model cooperative learning with helping concept media map. The result that got at the first stage was the formula of proofing ability and positive behavior on algebra structure with first module and model cooperative learning assisting concept media map that assumed effective, efficient in algebra structure. Module and model of this learning consist of the book of lecturing guiding (lecturing unity schedule, lecturing contract, and lesson plan), module, and book of students’ assignment.
