The article considers the system of public management in the forestry of Russia. The dynamics of payment for the use of forests as a key indicator of the effectiveness of public forest management is considered. It is shown that despite the increase in the income of forestry as a whole, a low-efficient forest management system remains, which indicates the need to modernize the system of public forest management with the involvement of qualitative indicators. The necessity of transformation of public forest management and the formation of an effective management structure of the industry, which is inextricably linked with the redistribution of powers and responsibilities between the center and the subjects of the Russian Federation, is determined.

The paper describes a continuation of our research on the distribution of archaeopteridalean plants in the north of the European part of the Russian Federation. New data on archaeopterid wood remains from Upper Devonian deposits of Northern Timan are presented. Representatives of the genus Callixylon are documented: the type species C. trifilievii, fragments of stumps (or root systems) with C. zalesskyi wood, and a small branch of C. sp.

Aim. Investigation of modern epizootic and epidemic situation on West Nile fever (WNF) in the south of the European part of the Russian Federation. Materials and methods. Data from statistical documentation (epidemiological survey of the infectious disease focus, annual summary reports over the period of 2009–2018) and epizootic monitoring data presented by the Rospotrebnadzor Administrations and the Centers of Hygiene and Epidemiology in the constituent entities of the Southern and the North Caucasian Federal Districts were used. Descriptive, analytical methods and retrospective epidemiological analysis were applied. Results and discusson. The activity of natural WNF focus in the south of the European part of the Russian Federation was confirmed by the results of the annual epizootiological monitoring and the annual epidemic manifestations of the disease. 74.15 per cent of the cases and all major WNF outbreaks in the country between 2009 and 2018 were noted in the territory of the southern region. Most of the patients (97.8 per cent) are registered in the Volgograd, Astrakhan and Rostov Regions. In other southern entities sporadic incidence (this represents 2.2 per cent of all WNF cases in the south of the Russian Federation) was noted. Less serious clinical forms of the disease without the damage of central nervous system were observed in most of WNF patients. Fatal outcomes were registered in 7 WNF patients (this represents 0.58 per cent of all cases) over the past 10 years. The significant expanding of the West Nile virus geographic area and activation of the natural foci of this infection in the south of the Russian Federation in 2009- 2018 has been established. The epizootic and epidemic WNF center is located in the Volgograd, Astrakhan and Rostov Regions. It was confirmed by persistent epizootic and epidemic instability in this territory. The modern epidemic WNF feature in the south of the European part of the Russian Federation during the 10-year survey period is the relatively low mortality (0.58 per cent).

Research objective: analysis of options to complete BELKOMUR railway construction. Research methodology: analysis of directions for construction of the main transport routes that would enable comprehensive development of the North of the European part and the Arctic zone of the Russian Federation. Results: The meridian direction, i.e. the North-South Corridor, plays a crucial role in the development of the North of the European part and the Arctic zone of the Russian Federation. Using this route for transporting international transit cargo through the territory of Russia ensures a significant reduction in delivery time from European countries to countries in the Asian-Pacific Region, the Indian Ocean and the Persian Gulf regions, and completely changes the logistics. Having the construction materials relatively nearby is an advantage for building any transport highway. The huge volumes of accumulated waste rock, tailings and slags are creating serious economic and environmental problems in mining regions. The rocks in these dumps have been stored for quite a long time, so the dump is a consolidated rock massif made up of various lump sizes. Therefore, this rock can be used as a construction material for transport routes. Conclusions: This approach will make it possible to both address environmental challenges and organise large-scale production of comparatively cheap crushed stone from large-capacity sources of raw materials.

Сохранение высокого биологического разнообразия растительного покрова является обязательным условием охраны окружающей среды, для которого в свою очередь необходима информация о распространении видов и их требовательности к условиям местопроизрастания. В рамках представленной работы проведен анализ распространения и дана характеристика насаждений с участием широколиственных пород, северная граница ареалов которых находится на северо-западе Российской Федерации – дуба черешчатого, клена остролистного, вязов гладкого и шершавого, ясеня обыкновенного и липы мелколистной. Анализ материалов лесоустройства позволил рассмотреть представленность насаждений с участием широколиственных пород и связать ее с физико-географическими особенностями лесничеств Ленинградской, Псковской и Новгородской областей. Кроме того, получены и проанализированы данные о составах и возрастном разнообразии насаждений, а также распределении их площадей по классам бонитета и типам леса. Установлено, что рассмотренные широколиственные породы произрастают, как правило, на плодородных почвах вблизи водоемов, образуя смешанные насаждения. Высокая требовательность широколиственных пород к условиям местопроизрастания обуславливает их малую представленность в Северо-Западном регионе. Так, площади насаждений с долей участия в их составе широколиственных пород 3 и более единицы составляют для Ленинградской области 0,02; Новгородской – 0,05; а Псковской – 0,03% от общей лесопокрытой площади. При этом многие из данных на­саждений при лесоустроительных работах относятся к мягколиственному хозяйству с назначением соответствующих лесохозяйственных мероприятий, что может стать причиной уменьшения представленности широколиственных пород на Северо-Западе. Все это обуславливает необходимость разработки системы мероприятий, направленных на сохранение и преумножение этих ценных лесов. Preservation of high biological diversity of vegetation cover is a prerequisite for environmental protection, which in turn requires information on the distribution of species and their demand for the conditions of the site of occurrence. Within the framework of the presented work, the distribution analysis was carried out and the characteristics of plantings with broad-leaved species, whose northern border are located in the Northwest of the Russian Federation-the oak tree, the elm leaf, the smooth and rough elms, the common ash and the small-leaved linden. Analysis of forest management materials allowed to consider the representation of plantations with broad-leaved species and to associate it with the physico-geographical features of forestries in the Leningrad, Pskov and Novgorod regions. In addition, data on the composition and age diversity of plantations, as well as the distribution of their areas according to bonitet classes and forest types, were obtained and analyzed. It is established that the broad-leaved species considered, as a rule, grow on fertile soils near water bodies, forming mixed plantations. High demanding of broad-leaved species to the conditions of the site of occurrence causes their small representation in the North-West region. So,the areas of plantations with a share in their composition of deciduous species of 3 or more units are 0.02 for the Leningrad Region, 0.05 for Novgorod, and 0.03% for the Pskov Region for the total forest area. At the same time, many of these forest plantations refer to the soft-leaved economy with the appointment of appropriate forest management measures, which may cause a decrease in the representation of broad-leaved species in the Northwest. All this necessitates the development of a system of measures aimed at preserving and multiplying these valuable forests.

Приведены результаты испытания нового перспективного партенокарпического гибрида огурца корнишонного типа F1 Энеж 21, созданного селекционерами агрохолдинга «Поиск», в условиях открытого грунта в Северо-Западном, Центральном и Волго-Вятском регионах Российской Федерации: Костромская, Ярославская, Московская, Рязанская, Тульская область и Чувашская Республика. Высокие потенциальные возможности и адаптационные свойства гибрида F1 Энеж 21 наиболее значимо проявляются в Московской области (63,8 т/га), Чувашской Республике (39,4 т/га) и Рязанской области (31,2 т/га).The article presents the results of testing a new promising parthenocarpic pickling cucumber hybrid F1 Enezh 21, selected by the breedrs of the Agricultural holding «Poisk» in conditions of open ground in the North-West, Central and Volga-Vyatka regions of the Russian Federation: Kostroma, Yaroslavl, Moscow, Ryazan, Tula regions and the Chuvash Republic. The high potential and adaptation characteristic of the F1 Enezh 21 hybrid are most significantly presented in condition of the Moscow region (63.8 t / ha), the Chuvash Republic (39.4 t / ha) and the Ryazan region (31.2 t / ha).

The results of a sintaxonomical study of plant communities of the Yamozero lake (the North-East of the European part of Russia) are presented. The diversity of the aquatic and helophytic vegetation of the Yamozero lake consists of 16 associations and 2 communities of 6 unions, 4 orders and 2 classes of the floristic classification: Potamogetonetea (7 associations, 2 communities), Phragmito-Magnocaricetea (9 associations). Many of described associations are widely distributed in the Central and the Eastern Europe. Some associations have the boundaries of their ranges. Some communities include 2 rare species of regional level: Isoetes setacea and Sagittaria natans.
