Abstract Vietnam attracts many tourists owing to its unique and diverse geological landscapes. The Vietnam tourism development strategy until 2030 sets a target to make tourism a more sustainable economic sector, in which the advantages of natural resources and development of a variety of tourism products are promoted. Binh Thuan province in central-south Vietnam, hosts many high potential geosites including Mui Ne Red Dunes. Although this is a popular tourist destination, there is no clear tourism strategy for this site and local communities now regulate tourism in an unsustainable way. Online comments from review databases (TripAdvisor and Google reviews) are analysed to find themes in tourism perceptions after a visit to the Red Sand Dunes. Main themes are found that negatively affect tourist perceptions, such as the extended pollution of the dunes, theft reports and disturbance by jeeps, ATV’s and motorbikes. Many tourists recommend that this site should be better managed. To conserve this area in the future, the development of an all-inclusive local geopark is suggested, based on the tourism perceptions and previous studies assessing this landscape. This strategy is adapted from the UNESCO geopark framework and an example of a recently established local sand dune geopark in Taiwan is discussed. Implementing a local geopark, following the steps described in this study, can be beneficial for sustainable development and local communities in this area, while also promoting environmental education and enhancing disaster risk reduction.

This article examined the contribution of indigenous knowledge to disaster risk reduction activities in Zimbabwe. The current discourse underrates the use of indigenous knowledge of communities by practitioners when dealing with disasters’, as the knowledge is often viewed as outdated and primitive. This study, which was conducted in 2016, sought to examine this problem through analysing the potential contribution of indigenous knowledge as a useful disaster risk reduction intervention. Tsholotsho district in Matabeleland, North province of Zimbabwe, which frequently experiences perennial devastating floods, was used as a case study. Interviews and researcher observations were used to gather data from 40 research participants. The findings were that communities understand weather patterns and could predict imminent flooding after studying trees and clouds, and the behaviours of certain animal species. Local communities also use available local resources to put structural measures in place as part of disaster risk reduction interventions. Despite this important potential, the study found that the indigenous knowledge of disaster risk reduction of the communities is often shunned by practitioners. The practitioners claim that indigenous knowledge lacks documentation, it is not found in all generational classes, it is contextualised to particular communities and the knowledge cannot be scientifically validated. The study concluded that both local communities and disaster risk reduction practitioners can benefit from the indigenous knowledge of communities. This research has the potential to benefit communities, policymakers and disaster risk reduction practitioners.

Geographic location is one of the most fundamental and indispensable information elements in the field of disaster response and prevention. For example, in the case of the Tohoku Earthquake in 2011, aerial photos taken immediately after the earthquake greatly improved information sharing among different government offices and facilitated rescue and recovery operations, and maps prepared after the disaster assisted in the rapid reconstruction of affected local communities. Thanks to the recent development of geospatial information technology, this information has become more essential for disaster response activities. Advancements in web mapping technology allows us to better understand the situation by overlaying various location-specific data on base maps on the web and specifying the areas on which activities should be focused. Through 3-D modelling technology, we can have a more realistic understanding of the relationship between disaster and topography. Geospatial information technology can sup-port proper preparation and emergency responses against disasters by individuals and local communities through hazard mapping and other information services using mobile devices. Thus, geospatial information technology is playing a more vital role on all stages of disaster risk management and responses. In acknowledging geospatial information’s vital role in disaster risk reduction, the Sendai Framework for Disaster Risk Reduction 2015–2030, adopted at the Third United Nations World Conference on Disaster Risk Reduction, repeatedly reveals the importance of utilizing geospatial information technology for disaster risk reduction. This presentation aims to report the recent practical applications of geospatial information technology for disaster risk management and responses.

Building sustainable and resilient societies is a multidimensional challenge that affects achievement of the 2030 Agenda for Sustainable Development. In crises and disasters, civil protection authorities typically use emergency powers and a command-and-control approach to manage resources and to design and implement disaster management interventions. They centralise knowledge, technologies and responsibilities for prevention, mitigation and monitoring, while stifling the capacities of local communities to reduce disaster risks and impacts. The mechanism they enact leads to a poor understanding of the capacities of local people to learn and transform, and of how community wellbeing, vulnerabilities, and resilience influence disaster risks. The mechanism does not strengthen the role of local communities in disaster risk reduction. Instead, it facilitates disaster capitalism at all levels of society. Drawing on the disaster risk reduction and resilience paradigm and on our analysis of the disaster management interventions conducted before and after the 6 April 2009 earthquake in L’Aquila, Italy, we discuss the main constraints to implementing the four Priority Areas in the Sendai Framework for Disaster Risk Reduction: (1) Understanding risk in its multiple dimensions; (2) strengthening disaster risk governance; (3) investing in disaster risk reduction for resilience; and (4) enhancing preparedness and build back better in response, recovery and reconstruction. We discuss how top-down, emergency-centred civil protection approaches create second disasters, and fail in all four priorities. We suggest that shifts in paradigm and investment are required in disaster management and development practice from centralised civil protection systems to decentralised, socially sustainable community empowerment systems.

<p>Rainfall-induced floods and landslides have occurred and caused devastating impacts in recent years in Japan, and adaptation to natural disaster risks is a key to the sustainability of local communities. Traditional ecological knowledge in Japanese communities exists abundantly, such as those in disaster risk reduction and natural resource use, and it has been passed down from generation to generation. These traditional knowledge and skills have been used to benefit from nature’s gifts or ecosystem services as well as to avoid devastating impacts from natural disasters. Collaboration and cooperation by diverse stakeholders are crucial for recognizing and utilizing traditional ecological knowledge in actual solutions and actions. In this presentation, I introduce how traditional ecological knowledge has been used in disaster risk reduction in Mikatagoko Lakes area located in Fukui Prefecture, Japan. Rainfall-induced floods occur frequently in this area, but traditional land use helps to reduce inundation damage of houses and conserve biodiversity and ecosystem services including local food culture. Embankment built around the lakes has been renovated not only for flood risk reduction but also for biodiversity conservation, also supported by traditional ecological knowledge in this area. The Mikatagoko nature restoration committee, in which diverse local stakeholders participate and collaborate, has played a significant role in these actions and solutions. Our experiences suggest that transdisciplinary ecosystem-based approaches contribute to the sustainability of local communities and the collaborative platform among local stakeholders is important in taking advantage of traditional ecological knowledge in actual solutions and actions.</p>

Purpose The purpose of this paper is to demonstrate the role of local communities in responding to crises and disasters. The paper highlights that most communities have their own mechanisms of dealing with uncertainties and dangers produced by disasters. The paper acknowledges that most disaster response and disaster risk reduction (DDR) organisations advocate to work with local communities and most seek to build the capacity of these communities. Design/methodology/approach The authors draw on a series of case studies gathered together with their experience over the past decade of working with both local communities that have been affected by disasters and international organisations involved in DDR and humanitarian responses. Findings This paper concludes that whilst international institutions continue to make attempts at building the capacity of local communities they need to seek to work collaboratively with local communities. International institutions must ultimately learn from them and build their own capacity for developing context specific and effective DDR strategies and disaster responses. Originality/value This paper offers local case studies that give a rare insight into some of the ways local communities deal with disasters and view international responses to disasters and conflicts. This paper demonstrates the role of local communities in building the capacity of international institutions for DDR.

At the 2005 World Conference on Disaster Risk Reduction held in Hyogo, Japan, 168 countries including Cameroon adopted the Hyogo Framework for Action, committing to take action to reduce human and socio-economic disaster losses. Geotechnology, Environmental Assessment and Disaster Risk Reduction was commissioned by the Global Network of Civil Society Organisations for Disaster Risk Reduction as the coordinating organisation in Cameroon to evaluate progress in implementation of the framework from the civil society perspective, particularly the role of local governance in disaster risk reduction (DRR). Seven regions of the country were identified for evaluation, where people have suffered losses from disasters during the last three decades. Three approaches were used: administration of questionnaires; consultations with local communities; and four case studies. It was found that there was significant scope for improvement on individual local governance indicators, and that effective progress depends on:1. level of achievement in the decentralisation process currently under way.2. adoption of a participatory approach to DRR.3. clear distribution of roles in the DRR process.4. adequate allocation of necessary financial and human resources.5. enhancement of capacity of local communities to prepare for and respond to all types of disasters.Creation of an independent body to carry out fundamental research, forecast new and emerging hazards and manage all disasters in the country will contribute greatly to moving things forward.

The idea of relocation as a transformative disaster risk reduction, climate adaptation, and development strategy follows the assumption that relocation reduces the vulnerability of communities. Yet, it is unclear whose and what kind of vulnerability is reduced through relocation, and which factors are important in determining the “success” of relocation efforts as strategies for development, climate change adaptation (CCA), and disaster risk reduction (DRR). Temporary and short distance relocation is highly likely to achieve increased resilience by reducing exposure, but relocation to a new area and new communities brings a range of issues. CCA and DRR use different timescales and focal points regarding relocation: CCA focuses on future mass permanent relocation and the subsequent potential loss of cultures and identities mainly due to projected sea level rise. The DRR community focuses on temporary relocation as a way to reduce exposure to a range of hazards, although it is also involved in permanent movement as a transformative way to reduce risk and enhance development. We explore these differences in this paper, with examples mainly from the Pacific Small Island Developing States where past relocations have been numerous. Better understanding and articulation of the underlying assumptions and preferences in CCA, DRR, and development discourses on planned community relocation could provide a richer context for future planning and dealing with both slow-onset and sudden disasters.

Geospatial information technology can support the proper judgement of preparation and emergency response against disaster by the individuals and local communities through such as hazard mapping and information services using mobile devices. Thus, geospatial information technology is now more and more taking vital role for all the stages of disaster risk management and responses. Acknowledging such vital role of geospatial information for disaster reduction, Sendai Framework for Disaster Risk Reduction 2015–2030, adopted at the Third United Nations World Conference on Disaster Risk Reduction repeatedly indicates the importance of use of geospatial information technology for disaster reduction.</p>

Landslides have occurred in various places in Indonesia. Likewise with West Java, there were many regions that has experienced repeated landslides. Having many experience of occurrences of landslides, we should have had a good landslide risk reduction program. Indeed, the incidence of landslides depends on many variables. Due to that condition, it may that a region would have different variable with another region. So it is impossible to generalize the implementation of a mitigation technology for all areas prone to landslides. Research of the Cililin's landslide is to anticipate the next disasters that may happen in around the area of 2013 Cililin Landslide. Through observation lithological conditions, water condition, land cover and landscape, as well as consideration of wide dimension of the building footing, the distance of building to the slopes and so forth, it has been determined some efforts of disaster risk reduction in the area around the landslide against the occurrence of potential landslide in the future.Bencana tanah longsor telah terjadi di berbagai tempat di Indonesia. Demikian halnya dengan Jawa Barat, tidak sedikit daerahnya telah berulang kali mengalami longsor. Seharusnya dengan telah banyaknya kejadian longsor, kita mampu mengupayakan program penurunan risiko longsor secara baik. Memang kejadian longsor bergantung pada banyak variabel, dimana dari satu daerah dengan daerah yang lain akan sangat memungkinkan mempunyai variabel yang berbeda, sehingga tidak mungkin kita membuat generalisasi penerapan suatu teknologi mitigasinya untuk semua daerah rawan longsor. Penelitian longsor di Cililin dilakukan untuk mengantisipasi terjadinya bencana di sekitar daerah Longsor Cililin 2013 yang lalu. Melalui pengamatan kondisi litologi, keairan, tutupan lahan dan bentang alam yang ada, serta pertimbangan akan dimensi luas pijakan bangunan, jarak batas bangunan dengan lereng dan lain sebagainya, telah ditentukan beberapa upaya penurunan risiko bencana di daerah sekitar longsor terhadap potensi kejadian longsor dimasa mendatang.Keywords: Landslide, risk reduction, footing of building, Cililin
