Industrial development and active development of resources in the territory of the fragile Arctic ecosystem requires proper control of technological processes at enterprises located in these areas. Analysis and subsequent modelling of oil and oil products spills are performed in order to elaborate preventive measures concerning emergencies, means and methods of their liquidation being constantly ready to ensure safety of people and territories, as well as to reduce damage and losses as much as possible in case of their occurrence. The methods of oil product spill area assessment used at present, especially in the Arctic zone, have a number of limitations. This article presents modelling of the process of oil products spill to calculate pollutants concentration distribution and prediction of pollution area up to the moment of its localization with the application of neural network methods. The empirical results were got with NeuroPro neural network simulator and the PHOENICS software product were chosen. The simulation results were correlated with the data obtained in the analysis of an accident caused by depressurization of an aircraft fuel transfer pipeline from on an oil-loading pier on a river in the Arctic zone of Krasnoyarsk Krai.

Arctic zone of the Russian Federation occupies a large area of the country and it differs from other regions with special climatic conditions. In winter air temperature can be lowered to 70°C below zero in the Arctic, and almost all the territory is located in the permafrost zone. The main potential sources of emergency conditions resulted in oil products used as finished raw materials, fuel and lubricants which will inevitably fall into the soil, are operated machinery and equipment for the hydrocarbons extraction and transportation. Weak self-recovery potential of soils in a short growing season and low temperatures involves the development and use of adapted to arctic conditions technologies for rapid overcoming of accidental oil spills consequences. We propose adapted to arctic conditions technology for rapid consequences elimination of accidents involving oil spills. Decontamination technology of soils polluted with oil products is based on the encapsulation of the pollutant (reagent encapsulation technology) with an alkaline reagent based on calcium. We used as a reagent powdered building quick lime; it is carbonate rock calcine or a mixture of this product with mineral additives (calcium oxide). The main advantage of the reagent encapsulation technology is decontamination efficiency of contaminated soils compared to traditional technologies of decontamination. One more important factor is low market value of lime as compared to other reagents, biological substances and solvents for the oil products extraction. We describe the basic steps of the reagent encapsulation technology in decontamination of soils contaminated with oil products. If we use exotherm process energy of chemical decontamination of soils contaminated with oil products, in combination with a forced feed of carbon dioxide to decontamination zone; then at the stage of coat formation from calcium carbonate on the surface of the pollutant it allows to complete decontamination of soils contaminated with oil products using the reagent encapsulation technology in extreme Arctic natural climatic conditions. We describe the principle of equipment operation allowing to carry out decontamination of soils contaminated with oil products using reagent encapsulation technology in Arctic climatic conditions. Encapsulated material obtained as a result of decontamination of soils contaminated with oil products, is resistant to natural and anthropogenic factors, such as moisture, temperature changes, acid rain and high pressure. We present the results of experimental studies for determining the optimal amount of the reagent required for the efficient completion of the decontamination of snow contaminated with motor oil, and soils contaminated with oil products depending on the degree of contamination and the type of pollutant. Our studies confirm that the reagent encapsulation technology showed good performance in severe climatic conditions and they are suitable for decontamination of soils and snow contaminated with gasoline, diesel fuel and engine oil.

The article is devoted to the study of modern theoretical and legal problems of ensuring biological security in the Arctic zone of the Russian Federation. The published Draft of Federal law No. 850485-7“On biological security of the Russian Federation”provides an opportunity to take a closer look at the problem of legal provision of biological security in relation to the most vulnerable ecosystems, and, first of all, the Arctic. The article considers the most important features and potential risks of the Arctic zone of the Russian Federation of critical importance from the point of view of biological hazards, the features (specificity) of biological safety problems from the point of view of organizational-legal features and, in particular, from the perspective of environmental law. It is proved that, given the special situation of the Arctic zone of the Russian Federation, in addition to the base Federal law“About biological safety” required a specific law on biological and ecological safety of the Arctic zone of the Russian Federation, which should be generated on a slightly different model than the draft Federal law «On biological safety”, to wear the most specific, applied nature.

The paper considers the priorities of the state policy of the Russian Federation in the Arctic, from the point of view of the development of scientific research, identified by the main strategic documents of national policy and security in the Arctic zone of the Russian Federation. Measures for implementation of priorities in the development of scientific research in the Arctic can be divided into three main sections: 1. Scientific projects and expeditions in the Arctic; 2. International activities; 3. Coordination and implementation of integrated research in the Arctic. Note that currently the Ministry of education and science of the Russian Federation develops the Analytical Coordination Program “Comprehensive research of the Arctic and Antarctic”, in cooperation with the federal state bodies and Governance of the Subjects of the Arctic zone of the Russian Federation. The mechanism of the Program will ensure coordination between state bodies for integrated scientific researches in the Arctic in the interests of economic and scientific development of the region, and the creation of the scientific, technical and technological reserve in order to ensure of national security in the Arctic zone of the Russian Federation.

The impact on healthcare organization on the territory of Russian Arctic of unique natural and climatic, demographic, ethnic, settlement and professional factors of influencing the health of population, constantly or temporarily living on this territory is studied. The necessity is substantiated of various forms and resource provision with healthcare services such real and potential patients of Arctic medical institutions, as representatives of indigenous small peoples of the North, workers of mining and metallurgical industry, military personnel, sailors and shift workers. In this connection a correction of a number of All-Russian normative acts is proposed.
