The article analyzes the activities of supervisory authorities in implementing control and supervisory measures in the field of fire safety. The author believes that today the society lives in the conditions of imitation of activity in this important area, which is not related to the real provision of fire safety. One of the circumstances allowing drawing such a conclusion is the transfer of fire safety supervisory functions and control powers to nongovernmental institutions.Based on the analysis of the mechanisms of fire safety control and supervision — both the state fire supervision bodies under the Ministry of Emergency Situations of Russia and companies providing services for the fire audit — the conclusion is made about inadmissibility of eliminating the State from the principal, active and purposeful work on fire prevention and narrowing the powers of state bodies in this extremely important and, at the same time, very problematic area. The author believes that the neglect of the need to maintain a high level of fire safety, including by legal means, significantly weakens the level of protection of an individual and a society from fires.

Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. The secret correspondence of the Ventspils District Committee of the Latvian Communist (Bol-shevik) Party (LC(b)P) with the Prosecutor’s Office, the Interior and the State Security Institutions dur-ing the last years of the district’s existence, from 1945 to 1949, shows how the Communist Party man-aged and controlled life in the region. The research is based on the scope of documents dedicated to Ventspils District Committee of the LC(b)P. The secret correspondence covers the following issues: collection of compromising materials on the nominees; abuse of authority performed by officials and military personnel; events organized by the Ministry of the Interior and the Ministry of State Security in Ventspils District on election days of the Supreme Council, local councils and the People's Court; sending the best communists to work in the sys-tem of the Ministry of the State Security and the Ministry of the Interior, as decided by the Central Committee Bureau of LC(b)P; the staff conflicts within the Interior and State Security Institutions; defi-ciencies in the work of people's courts; non-compliance with the fire safety regulations, etc.

The article addresses the problem of bridging the divide between the present-day technological advancement, primarily in the field of normative legal and technical regulation of fire safety, and the qualification of persons, authorized to regulate relations in fire safety assurance (hereinafter — “Authorized persons”) in the context of transition of the state regulation of fire safety relations from an obsolete standard target model to a new analytical and scenario-based (risk-oriented) target model used to make decisions in the area of control over the safe condition of the technosphere in view of a sudden increase in the dynamics of sociocultural processes.The Education and Research Supervision Unit of the State Fire Academy of the EMERCOM of Russia (the Ministry for Civil Defense, Emergencies, and Elimination of Consequences of Natural Disasters), responsible for the drafting of suggestions concerning the implementation of point 10, Minutes № 1 of the meeting of the workgroup of EMERCOM of Russia on May 20, 2019 “Regarding the arrangement of interaction with the management authorities of the institutional firefighting service of executive federal authorities and organizations”, has developed “The list of milestones of professional culture for the persons responsible for regulating relations in the field of fire safety for the period of transition from a standard target model to the risk model of controlling, supervisory, and authorization-related activities” (hereinafter — “the List”).This List represents a basic set of conceptual professional milestones, whose attainment enables authorized persons to re-focus their conscience from an obsolete standard paradigm, used to make decisions in the area of fire safety, to a new risk-oriented one.Given the focus of this article, it defines some, or the most significant, milestones of professional risk-oriented culture of authorized persons.

The National Fire Safety Code (NFSC) sets forth the installation methods and technical standards of firefighting facilities. This information is stipulated in the attached Table 1 of the Enforcement Decree of the Act on Fire Prevention and Installation, Maintenance and Safety Control of Fire-Fighting Systems. The NFSC serves as a foundation for fire prevention and public safety. However, the current version of the NFSC has been under scrutiny due to its delayed enactment and revision process. This is because of its structural inflexibility, time-consuming procedures, and mixed usage of both performance and technical standards. Furthermore, there are difficulties with keeping its unique specialties due to the absence of a specialized, permanent independent entity that enacts, revises, and maintains its standards. Moreover, the NFSC lacks collectivity, openness, and consistency. Therefore, to overcome the aforementioned obstacles, this study investigates the operational and legal status of the NFSC and the problems regarding its enactment and revision process. Further, it presents suggestions for system improvement by analyzing and comparing the information with domestic and foreign counterparts dedicated to managing their similar technical NFSC standards. First, the study recommends that the legal performance and technical standards mixed within the current NFSC should be separated. Second, the enactment and revision of technical standards should be implemented by the private sector and not by the government. Third, technical standards should adopt a user-oriented approach for the code system.
