The article analyzes the activities of supervisory authorities in implementing control and supervisory measures in the field of fire safety. The author believes that today the society lives in the conditions of imitation of activity in this important area, which is not related to the real provision of fire safety. One of the circumstances allowing drawing such a conclusion is the transfer of fire safety supervisory functions and control powers to nongovernmental institutions.Based on the analysis of the mechanisms of fire safety control and supervision — both the state fire supervision bodies under the Ministry of Emergency Situations of Russia and companies providing services for the fire audit — the conclusion is made about inadmissibility of eliminating the State from the principal, active and purposeful work on fire prevention and narrowing the powers of state bodies in this extremely important and, at the same time, very problematic area. The author believes that the neglect of the need to maintain a high level of fire safety, including by legal means, significantly weakens the level of protection of an individual and a society from fires.

The National Fire Safety Code (NFSC) sets forth the installation methods and technical standards of firefighting facilities. This information is stipulated in the attached Table 1 of the Enforcement Decree of the Act on Fire Prevention and Installation, Maintenance and Safety Control of Fire-Fighting Systems. The NFSC serves as a foundation for fire prevention and public safety. However, the current version of the NFSC has been under scrutiny due to its delayed enactment and revision process. This is because of its structural inflexibility, time-consuming procedures, and mixed usage of both performance and technical standards. Furthermore, there are difficulties with keeping its unique specialties due to the absence of a specialized, permanent independent entity that enacts, revises, and maintains its standards. Moreover, the NFSC lacks collectivity, openness, and consistency. Therefore, to overcome the aforementioned obstacles, this study investigates the operational and legal status of the NFSC and the problems regarding its enactment and revision process. Further, it presents suggestions for system improvement by analyzing and comparing the information with domestic and foreign counterparts dedicated to managing their similar technical NFSC standards. First, the study recommends that the legal performance and technical standards mixed within the current NFSC should be separated. Second, the enactment and revision of technical standards should be implemented by the private sector and not by the government. Third, technical standards should adopt a user-oriented approach for the code system.

Objective: evaluate the passive specific immunity to measles and rubella in newborns and their mothers. Materials and metods: a study was made by the ELISA of the state of specific immunity to measles and rubella in 226 puerperas aged 15 to 44 without taking into account the vaccination status and their newborns in maternity hospitals in Moscow and Moscow Region. Results - the seropositive of measles proportion - 73.9 ± 2.9%, the rubella - 84.5 ± 2.4%. Comparison of the results of the study of immunity to rubella in puerperas and newborns with the results of previous years did not reveal any significant differences. The results of the examination of 226 newborns for the presence of antibodies to the rubella virus showed that the proportion of seropositive measles to the virus turned out to be 177 (78.3 ± 2.7%) children, rubella - 83.6 ± 2.4%, comparable to results of a survey of their mothers. Conclusion: high level of protection of the puerperas and their newborns from these infections. However, the organization and carrying out of vaccinations requires increased attention and control, since only high and timely coverage with vaccinations will prevent the increase in the incidence of infection when meeting with the pathogen of infection, including children of the first year of life.

The article considers the issues of guarantees of protection of the policeman's right to financial security, in particular, the definition of "guarantees of protection of the policeman's right to financial security", defines the purpose, objectives and functions of the investigated guarantees, and outlines the structure of basic guarantees. Thus, guarantees for the protection of the right of police officers to financial security are considered as a set of legal and organizational-legal means, methods and conditions by which the police and state bodies ensure the real restoration of the violated right to remuneration. It is concluded that today the guarantees of protection of the police officer's right to monetary security are a special manifestation of guarantees of protection of the employee's right to remuneration. This position allows us to draw the following conclusions: (1) the extension to the police of labor law and other guarantees of protection of labor rights of employees contributes to the expansion of the set of human-centered principles available in labor law in this area. This does not allow the state to subject police officers to labor exploitation, which degrades their human dignity, and obliges them to properly ensure and protect the right of these officers to a decent reward for their work; (2) as the real existence of guarantees of human and civil rights and freedoms in Ukraine is still far from adequate, the guarantees of protection of the police officer's right to financial security are not sufficiently perfect. Meanwhile, it should be borne in mind that the importance of police work, as well as ensuring a high level of social security of these officers has led to the creation and operation of a legal mechanism to protect the right of police officers to a decent reward. conditions under which a police officer may confirm and protect the right to financial security by all means and methods available to him, which do not endanger the state of national security of the state.

It is showed that the key factor at the solution of problems of an estimation and control of risks for social, natural and technogenic spheres is use of the concept of the analysis and monitoring of the risks, founded on determination of base parameters of a current and probable dangerous state of analyzed socially-natural-technogenic system. Importance of safety maintenance and protect-ability tasks of basic practices and appearances in such system is interlinked to spreading of scientific possibilities and actual methods of decrease of risks, and also with an in-depth analysis of a spectrum of dangers, defiances, threats, crises, emergency situations, disasters at increment of losses from them to a person, a society, the state, an environment and an ability to live of infrastructure. The universal quantitative measure of probabilities of initiation and implementation of the indicated unfavorable events and processes in a combination to accompanying them losses are risks of the stacked state and prospects of evolution of considered system. Builted on results of corresponding comprehensive analysis the theory, algorithms and program complexes for determination, maintenances and raises of protectability of objects in social, natural and technogenic spheres taking into account the bundled to them risks are scientific baseline for a justification of decrease of their interlinked values to acceptable level. Making and service of objects and an infrastructure of ability to live for a person, a society and the state on the basis of a meeting the requirements to acceptable levels of risks and to guard of objects from accidents and disasters present an essence of transition to new level of the state strategic planning certified to the strategy of national safety of Russia.

Fire safety is an integral element of national security. Fire safety is possible with the interaction of the state and society. It is necessary to create and maintain a stable state, which excludes the conditions and causes of uncontrolled burning. The issues of minimizing the damage from fires are considered. Special attention is paid to the role of legal regulation of fire safety. In conclusion, it is concluded that in order to ensure fire safety in the Republic of Uzbekistan, it is necessary first of all, to begin with, fire-prevention propaganda with the population.

A method is proposed for recognizing pre-emergency conditions of rotary installations based on the use of the Hamming window and advanced Deep Learning techniques in retrospective analysis of the results of accounting for the factors of operation of a turbine generator, diagnostics and control under critical impacts. A program of experimental studies on the model of a turbine plant with simulation of faults and receiving vibration signals has been developed. An experiment based on the homostatic method of checking the signal with Hamming windows, in the frequency, time and modulation domains and common initial data, allows one to determine the most promising signal characteristics for identification. A method has been developed for monitoring the state of turbine generators in an automatic mode for timely notification of the CHPP personnel about the appearance of signs of pre-emergency situations, as well as about the nature of faults by the method of predicting the state of a pre-emergency situation using convolutional neural networks implemented in the form of a recurrent autoencoder. Clustering is applied and clusters are identified that correspond to the spectrograms of pre-emergency situations. The effectiveness of the use of the homostatic method in combination with correlation analysis is based on the decision-making model described in more detail in other works.

In modern conditions, the problems of fire safety in Ukraine become especially important. A significant increase of fires that have occurred in the country recently, have led to deaths and injuries and significant material damage. In this case, the introduction of modern effective methods of fire safety is particularly acute. The article shows main attention to significant shortcomings in the system of state regulation of fire safety in Ukraine, especially: lack of effective state supervision and control, non-compliance of domestic practices with standards and norms of high-educated countries, underdeveloped market of insurance services in the field of fire insurance. However, the no interest of the state, as well as individuals and legal entities in the use of risk-oriented approach with economic leverage in the form of an appropriate insurance system, lack of remote control by the state over business activities, low level of fire safety. The leading role in ensuring supervision and control belongs to the state itself, which must combine state and public beliefs and coercion, by applying to public relations appropriate measures provided for in the functioning of fire safety management.

The objectives of this cross-sectional research were to study university students’ knowledge on COVID-19 transmission, their attitude toward the measures of COVID-19 prevention and control, social responsibility behaviors, and factors association with participants’ social responsibility behaviors. The population from 3 universities were 17,765 students, the sample size was at least 376 participants according to Krejcie and Morgan’s formula. Purposive sampling was employed to select the target participants. Then, each student shared the questionnaire link with their friends. The self-administered questionnaires were distributed by using Google Forms. The content validity was evaluated by 3 experts; the Index of Item-Objective Congruence (IOC) of each item of all part was 1 and the coefficient of reliability knowledge and attitude were more than 0.70. The links of each Google Form was sent through Facebook and Line contact friends and asked them for distribution to others. The were 416 students who completed the questionnaires. Descriptive statistics were used to analyze the data, while for the association study, Chi-square and Binary logistic regression were used. The results disclosed that the university students had the knowledge of Covid-19 transmission at Moderate level (50.72 %), and had the attitude of the state measures for Covid-19 prevention and control in High level (81.01 %). Additionally, their social responsibility behaviors for COVID-19 prevention and control were in High level (57.21 %). The knowledge on Covid-19 transmission was significantly associated with social responsibility behaviors among university students (p-value < 0.05) as well as their attitude on the state measures for Covid-19 prevention and control that was significantly associated with university students’ social responsibility behaviors (p-value < 0.01).

The effective command and control of the Armed Forces of Ukraine and other elements of the defense forces with the aim toachieve the high-level of defense capability of the state which are inextricably related with the appropriate normalization andexercising the practical events of democratic civil control of the military organization of the state.The process of reforming the defense sector is aimed at transforming the system of unified command and control andmilitary command of the Armed Forces of Ukraine. The establishment of a new system of command and control provides for aclear delimitation of authority between the Ministry of Defense and the Armed Forces of Ukraine, the functioning of new typesand branches of troops (forces). Additionally, it is provided for the separation of the functions of planning, generation andimplementation of means and forces within the Armed Forces, and the Ministry of defense has transformed from the body ofmilitary command to the central body of executive authority, responsible for the reform and implementation of the state policy inthe military sphere and the sphere of defense, the military policy in terms of staff, the technical policy and the policy in terms ofdefense purchases etc. One of the major tasks of the Ministry of Defense is the exercise within the framework of authority ofdemocratic civil control of the activity of the Armed Forces of Ukraine, the military-political and administrative command andcontrol of the military organization.The gender equality requires the establishment of equal rights and opportunities for men and women in the matters ofmilitary service, participation in the protection of the state – not only on a legislative but also on a practical level. For a longperiod of time the military profession was solely masculine. It has been related with the significant physical, moral-psychologicalpressure on a human being, the necessity to be firm in overcoming the hard and difficult daily military routine. Currently, the roleof the woman in a society has undergone significant changes. The latter have also touched the military sphere. It is therefore theissue of democratic civil control of the military organization of the state is to be considered through the prism of its genderaspect. For the sole, gender element of this control is the finest measure of its effectiveness, the indicator of absolute control ofcivic society in the military sphere, which assures the accountability of military to civil personnel and totally includes thepossibility of a military coup d’état in a state.
