Bolivia and the Challenges of a Plurinational Democracy

Bolivia is in the process of consolidating 36 years of democracy amid important reforms and challenges. Despite a history of colonialism, racist oppression of the indigenous majority, and a national revolution and military reaction, the democratic transition to civilian rule and “pacted” electoral democracy among traditional political parties was established in 1982. The governments of pacted democracy failed to fully incorporate all of Bolivia’s citizens into the political process and imposed a severe neoliberal economic model that disproportionately disadvantaged the poor and indigenous. The constitutional popular participation reforms of 1994–1995 altered the party-dominated pacted democracy and opened up the political system to the unmediated and direct participation of indigenous organizations and popular social movements in local and national elections. Grassroots political mobilization and participation by previously marginalized and excluded indigenous groups and social movements, and the election of their candidates into office increased significantly. Indigenous and social movement protests erupted in the Cochabamba Water War in 2000 against the multinational Bechtel Corporation, and in the Gas War in 2003 against the export and exploitation of Bolivia’s natural gas. These mass demonstrations resulted in the turnover of five presidents in five years. The social and political agitation culminated in the game-changing, democratic election in December 2005 of Juan Evo Morales Ayma, as Bolivia’s first indigenous-heritage president. In office for 14 years, longer than all previous presidents, Morales and the Movement Toward Socialism party launched the “Refounding Revolution,” and passed the new Constitución Política del Estado (CPE), the progressive reform constitution that established a multicultural model of plurinational democracy. The Morales-MAS administration provided unprecedented continuity of governance and relative stability. However, amid charges of interference, relations deteriorated with the United States. And disputes erupted over regional and indigenous autonomy, and extractive economic development in the protected lands of native peoples, especially over the proposed road through the Isiboro Sécure National Park and Indigenous Territory (Territorio Indígena Parque Nacional Isiboro Sécure, TIPNIS). These conflicts pitted highlanders against lowlanders, and divided indigenous organizations and social movements, and the government’s coalition of supporters. Contested term limits for the presidency created another acute and ongoing challenge. President Morales’s determination to run for re-election in 2019, despite constitutional restrictions, further tested the process of change and the resilience of Bolivia’s indigenous and social movement-based democracy.

AbstractThe Second Khordad Movement was a democratic social movement in contemporary Iran. Investigation of this movement revealed two images, of flourish and of decline, as the movement was first generally successful until early 2000 and thereafter began to regress from the spring of that year onwards. The purpose of this article is to provide a comprehensive framework in which to examine the reasons behind the movement's failure and regression. To this end, the study utilizes the literature on social movements, especially the political process model, and attempts to explain the initial success and subsequent decline of the movement based on elements such as political opportunity, framing processes, mobilizing structures, and the repertoire of collective action.

Social movement scholars and activists have recognized the difficulties of mobilizing people for the long haul, moving from the exuberance of the protest to the dull and ordinary work necessary to produce sustainable change. Drawing on ethnographic work in La Juanita, in Greater Buenos Aires, we look at local actions for and from the neighborhood in order to resist political domination, taken by people who have been unemployed for long periods of time. We identified concrete and local practices and interventions—which we call mundane and everyday politics – that are embedded in a territory and go beyond the typical practices of social movements and the expected infrapolitical activity in allowing the disfranchised to engage in the political process.

Although social movements in the United States are staged by coalitions, the politics of movement coalitions and the internal and external factors that affect their formation, maintenance, and dissolution are understudied. Here, we use the 2002-2003 movement against the impending war in Iraq to refocus analytical attention and sharpen theory on social movement coalitions. We contend that external circumstances, or political opportunities, are critically important factors that affect the propensity of social movement organizations to cooperate in common cause. Further, we contend that cooperation among groups can best be seen as variable, rather than dichotomous, and argue that political context affects the extent of cooperation among cooperating groups. We examine the importance of political context through a comparison of the first and second Gulf Wars. The decision of social movement organizations to join a coalition is akin to the process whereby individuals join social movements, involving an assessment of costs, benefits, and identity. As the political context changes, the costs and benefits are assessed differently and, for this reason, actively engaged coalitions are difficult to sustain over a long period as circumstances change. By looking at the antiwar movement generally, and the Win Without War coalition in particular, we show that cooperation was born in the second Gulf War out of the political opportunities presented by the George W. Bush's administration. We conclude with a call for more research on social movements as coalitions.

The Iraqi Constitution adopted the parliamentary system of government and approved the principle of flexible separation of powers in order to achieve cooperation and balance between the authorities.

I would like to address myself to international outlaws and what domestic procedures are available to arrest their activities. While at first glance the nexus between domestic justice and international justice may seem tenuous, I wonder: Is it surprising that the same administration that is so insensate over the deprivation of the human rights of blacks in Southern Rhodesia is the same administration that proclaimed early in its tenure that if you have seen one slum you have pretty much seen them all, and hasn’t visited another since? Is it surprising that the same administration that evidences so little concern over the political rights of the majority in Rhodesia is the same administration that “bugs” and sabotages the political process within the United States?

Nos últimos 30 anos, a autonomia se tornou um novo paradigma na luta dos povos indígenas por descolonização. Organizações indígenas de todo o continente americano assumiram a autonomia como demanda central. No entanto, o debate em torno das demandas indígenas por autonomia tem gerado muitas polêmicas decorrentes da incompreensão sobre o que querem os movimentos indígenas quando reivindicam seu direito à autodeterminação e autonomia. Para melhor entendimento dessa questão, interessa-nos, aqui, trazer alguns elementos e conceitos que possibilitem apreciar as contribuições de três intelectuais indígenas a esse debate: Taiaiake Alfred, mohawk do Canada; Floriberto Díaz, mixe de Tlahuitoltepec eGersem Baniwa, do povo Baniwa do Alto Rio Negro e das propostas do Exército Zapatista de Libertação Nacional (EZLN). Veremos que a maneira como esses intelectuais e o EZLN vêm construindo suas ideias sobre autonomia funciona como veículo para suas críticas à imposição de controle por parte do Estado, levando esse último a perceber as inconsistências de seus próprios princípios e do tratamento que dá aos povos indígenas.Palavras-Chave: Autonomia Indígena, Pensamento Político, Autodeterminação, Movimento Indígena.Autonomía indígena en el pensamiento político de Taiaiake Alfred, Floriberto Díaz, Gersem Baniwa y en las propuestas del EZLNResumen: En los últimos 30 años, la autonomía se ha convertido en un nuevo paradigma en la lucha de los pueblos indígenas por descolonización. Para entender mejor esta cuestión, nos interesa, aquí, traer algunos elementos y conceptos que posibiliten apreciar los aportes de tres intelectuales indígenas a ese debate: Taiaiake Alfred, mohawk de Canada; Floriberto Díaz, mixe de Tlahuitoltepec y Gersem Baniwa, del pueblo Baniwa del Alto Río Negro y de las propuestas del Ejército Zapatista de Liberación Nacional (EZLN). Indigenous organizations throughout the Americas assumed autonomy as a central demand. However, the debate over indigenous demands for autonomy has generated many controversies which were derived from the misunderstanding of what indigenous movements want when they claim their right to self-determination and autonomy. To better understand this question, we are interested here in bringing up some elements and concepts that make it possible to appreciate the contributions of three indigenous intellectuals to that debate: Taiaiake Alfred, mohawk from Canada; Floriberto Diaz, mixe of Tlahuitoltepec and Gersem Baniwa, from the Baniwa people of the Alto Rio Negro and of the Zapatista Army of National Liberation (EZLN) proposals. We will see that the way these intellectuals and the EZLN construct their ideas about autonomy functions as a vehicle for their criticism of the imposition of control by the State, leading the latter to perceive the inconsistencies of its own principles and the treatment it gives to indigenous peoples.Keywords: Indigenous Autonomy, Political Thought, Self-Determination, Indigenous Movement.

This chapter describes U.S. law governing the use of military force, and it considers the potential value of comparative study of how different countries regulate the issue. As the chapter notes, there is significant uncertainty and debate in the United States over the distribution of authority concerning the use of force—in particular, over whether and to what extent military actions must be authorized by Congress. Because courts in the modern era have generally declined to review the legality of military actions, disputes over this issue have had to be resolved, as a practical matter, through the political process. For those who believe that it is important to have legislative involvement in decisions to use force, the political process has not proven to be satisfactory: presidents have often used military force without obtaining congressional approval, and Congress generally has done little to resist such presidential unilateralism. The United States is not the only country to struggle with regulating the domestic authority to use military force. This issue of foreign relations law is common to constitutional democracies, and nations vary substantially in how they have addressed it. Comparative study of such approaches should be of inherent interest to scholars and students, including those trying to better understand the U.S. approach. Whether and to what extent such study should also inform the interpretation or revision of U.S. law presents a more complicated set of questions that are affected in part by one’s legal methodology and how the comparative materials are being invoked.

This chapter investigates the cases of victory and defeat and explains what politically influential veterans were able to produce to secure benefits and rights. It focuses on China after its long period of war and civil war that ended in 1949, the United Kingdom after both world wars, the United States after World War I, and the USSR after World War II. It analyses the cases wherein veterans had little or limited success in securing meaningful social and political status. The chapter identifies factors that determine the veterans' status, where it is victory or defeat, or authoritarian versus democratic systems of government. It discusses the political process and the attempts to convert claims into entitlements in order to explain the negative outcomes for the veterans of victorious armies.

There is no shortage of scholarly and other research on the reciprocal relationship that inequality bears to crime, victimisation and contact with the criminal justice system, both in the specific United States context and beyond. Often, however, inequality has been studied in conjunction with only one of the three phenomena at issue, despite the intersections that arguably obtain between them–and, indeed, between their respective connections with inequality itself. There are, moreover, forms of inequality that have received far less attention in pertinent research than their prevalence and broader significance would appear to merit. The purpose of this chapter is dual: first, to identify ways in which inequality’s linkages to crime, victimisation and criminal justice may relate to one another; and second, to highlight the need for a greater focus than has been placed heretofore on the role of institutionalised inequality of access to the political process, particularly as this works to bias criminal justice policy-making towards the preferences of financially motivated state lobbying groups at the expense of disadvantaged racial minorities. In so doing, the chapter singles out for analysis the US case and, more specifically, engages with key extant explanations of the staggering rise in the use of imprisonment in the country since the 1970s.

The purpose of this article is to compare Nepal’s two Tarai/Madhesh Movements using the political opportunity structure theory of social movements. Tarai/Madhesh Movement I launched by the Forum for Madheshi People’s Rights in 2007 became successful as Nepal became a federal state. Tarai/Madhesh Movement II launched by the United Democratic Madheshi Front of the Tarai/Madheshi parties and the Tharuhat Joint Struggle Committee of the Tharu organizations failed as political elites disagreed about the need to create two provinces in the Tarai/Madhesh. While Tarai/Madhesh Movement II confirms that a social movement is more likely to fail when political elites align against it, Tarai/Madhesh Movement II refutes the theoretical proposition. Tarai/Madhesh Movement I suggests that the sucess of a social movement is more likely despite the alignment of political elites against it if its central demand consistently sustains the support of its constituents.
