In the last years, the European Union has developed and set a several environmental policies whose imposes an obligation on Member States to implement specific actions, including incorporating climate change considerations into SEA and EIA processes. One of major environmental challenges facing most developing countries is that of global climate change. The aim of the research was to obtain a comprehensive review of existing SEA and EIA practical approaches for renewable energy installations in the aspect of adaptation to climate change with specific reference to Polish projects. Both SEA and EIA procedures implemented in Poland and other countries was introduced with the intent of factoring in potential risk to the environment by future large-scale project developments such as the construction of power plants, roads, or dams. The paper consist the initial recognition of available data of the current experience and level of implementation climate change impact and adaptions into local procedures. Preliminary results suggest that the additional funding should be given for climate change adaptation in the energy sector, especially in renewable energy projects, as well as specific interventions for climate-adapted energy systems should be targeted in order to fill the gap in RES sector and spur sustainable energy development.

Greenhouse gases (GHG), such as carbon dioxide, methane, nitrous oxide, and other gases, are considered to be the main cause of global climate change, and this problem has received significant global attention. Carbon dioxide has been considered the most significant gas contributing to global climate change. Our paper presents an analysis of the greenhouse gas emissions in Romania along with a forecast for the years to come. For the study, data from the National Institute of Statistics and Eurostat were gathered and used for the analysis in order to present the results. To obtain the results, the data gathered were analyzed using forecasting methods that can be of help in solving some uncertainties that surround the future. The greenhouse gas (GHG) emissions trends in Romania were analyzed both for linear and exponential function methods. The obtained results showed that the linear function analysis of total GHG emissions in Romania had a forecast accuracy higher than the exponential function method. From the analytical methods used we can draw the conclusion that the emissions are on a descending scale and choosing a proper method is important in analyzing data.

Global climate changes are taking place and its impacts on economy are already occurring in fields like tourism, agriculture, forestry, infrastructure, insurance industry or capital market. Specialists draw attention that climate change has negative effects and positive effects. For example, in some parts of Europe, especially in north, the agricultural may benefit from temperature rise increasing carbon dioxide levels in the atmosphere. The most important part of these changes is due to greenhouse gas (GHG) emissions from human activity. Between greenhouse gases, carbon dioxide (CO2) is the largest contributor with a weight around of 80% of total GHG emissions. The agriculture is the most affected sector by the climate change, but agricultural activities have many negative implications on environment through emissions of methane and nitrous oxide that result from changes in land use. Besides the negative impact, the agriculture may play a positive role to environment protection through the production of bio fuels. Because of the huge implications of climate change on human activities, the public authorities have made important steps in order to control this phenomenon, to reduce and prevent the negative impact.

Energy is the prominent navigator of climate change as it contributes to most of the greenhouse gases (GHGs) and the burning of fossil fuels are the foremost sources of GHG emissions. Climate change is a major challenge for developing countries like India that face large scale climate variability and are exposed to enhanced risks from climate change. Few countries in the world are as vulnerable to the effects of climate change as India is with its vast population that is dependent on the growth of its agrarian economy, its expansive coastal areas and the Himalayan region and islands. The vulnerabilities of climate change and energy insecurity are directing a global changeover towards a low carbon and sustainable energy path. In the UNFCC, India has cleared its stand that it would not make any commitments to trim down its GHG emissions as it has one of the least per capita emissions and in the fi rst place the developed world is responsible for the dilemma and the developing world requires the carbon space to spring up. But by being a responsible and progressive member of the international community, India demonstrated the flexibility towards the endeavours to trim down climate change causalities. India is endowed with diverse natural resources such as solar, wind, water and biomass; these are the promising resources to meet up the energy requirements of the coming years. The present paper attempts to analyse the linkages between climate change and energy security. The paper also aims to project India’s response to the global climate regime. The paper argues that the problems of climate change and energy security are the major obstacles for India’s energy policy while they open gargantuan opportunities to shift its people to cleaner energy trajectories and know-how in the long term.

The article substantiates the expediency of improving the legal support for the introduction and use of energy-efficient lighting equipment, as well as smart networks (Smart Grid), taking into account the ongoing digitalization of the Russian economy and electric power industry. The goal of scientific research is formulated, which is to develop practical recommendations on optimization of the public relations legal regulation in the digital power engineering sector. The research methodology is represented by the interaction of the legal and sociological aspects of the scientific methods system. The current regulatory and legal basis for the transformation of digital electricity relations has been determined. The need to modernize the system of the new technologies introduction legal regulation for generation, storage, transmission of energy, intelligent networks, including a riskbased management model, is established. A set of standardsetting measures was proposed to transform the legal regulation of public relations in the field of energyefficient lighting equipment with the aim of creating and effectively operating a single digital environment, both at the Federal and regional levels. A priority is set for the development of “smart” power grids and highly efficient power equipment in the constituent entities of the Russian Federation through a set of legal, economic (financial), edu cational measures.

The present work considers the dramatic changes the COVID-19 pandemic has brought to the global economy, with particular emphasis on energy. Focusing on the European Union, the article discusses the opportunities policy makers can implement to reduce the climate impacts and achieve the Paris Agreement 2050 targets. The analysis specifically looks at the fossil fuels industry and the future of the fossil sector post COVID-19 pandemic. The analysis first revises the fossil fuel sector, and then considers the need for a shift of the global climate change policy from promoting the deployment of renewable energy sources to curtailing the use of fossil fuels. This will be a change to the current global approach, from a relative passive one to a strategically dynamic and proactive one. Such a curtailment should be based on actual volumes of fossil fuels used and not on percentages. Finally, conclusions are preliminary applied to the European Union policies for net zero by 2050 based on a two-fold strategy: continuing and reinforcing the implementation of the Renewable Energy Directive to 2035, while adopting a new directive for fixed and over time increasing curtailment of fossils as of 2025 until 2050.
