The aim of this article is to clarify the role of the organisations that support skilled migrants after a relocation, using the analytical concept of migration industry. The concept is used as a tool to explore the gap between the macro and the micro levels and by that stresses the crucial meso-level when it comes to conceptualizing (skilled) migration. I use 30 semi-directive interviews with skilled migrants and six interviews with key informants in the migration industry as a basis for the analysis, leading me to distinguish three main services at the heart of this industry. Each service is covered by distinct private actors: the basic needs of the family by relocation offices, the education of the children by international schools, and the careers of the partner by outplacement agencies.


This volume highlights the challenges of contemporary policymaking and scholarship on high-skilled migration. Both areas often focus rather narrowly on migration policy without considering systematically and rigorously other economic, social, and political drivers of migration. These structural drivers are often equally or sometimes even more important than migration policies per se. To be successful in recruiting on the global skill market, countries have to implement coherent whole-of-government immigration policy packages which are to be embedded in a country’s broader economic, social, and political structures and the broader context of international migration processes and dynamics. Societies and economies that are able to create a welcoming environment for people, attractive professional conditions for workers, and a business climate for employers are likely to succeed in attracting and recruiting skilled workers that are in demand. The chapter concludes with some proposals aimed at improving the efficiency of the global skill market.

After a consideration of who the skilled are, this chapter pursues four main themes. First, direct policies to attract skilled migrants are secondary to indirect policies designed to establish the industries and services that will lead to the employment of the skilled. Second, direct policies to attract the skilled need to be integrated into wider policies that see the immigration of the less skilled also to be important. Third, attempts to retain the skilled need to be framed in the context of a high turnover of the skilled, a turnover facilitated by the nature of the channels through which they move. Fourth, a consideration of the global production of the skilled through education and training and how that impacts on the flows. These four themes are closely interrelated and provide a basis for a broader interpretation of skilled migration policy.

AbstractWhile many argue investment-based criteria for immigration are wrong or at least problematic, skill-based criteria remain relatively uncontroversial. This is normatively inconsistent. This article assesses three prominent normative objections to investment-based selection criteria for immigrants: (i) that they wrongfully discriminate between prospective immigrants (ii) that they are unfair, and (iii) that they undermine political equality among citizens. It argues that either skill-based criteria are equally susceptible to these objections, or that investment-based criteria are equally shielded from them. Indeed, in some ways investment-based criteria are less normatively problematic than skill-based criteria. Given this analysis, the resistance to investment-based migration criteria, but not to skill-based criteria, is inconsistent.

Referring to four strategies of internationalization of higher education, suggested by the Organization for economic cooperation and development, Japan’s strategy is traditionally called mutual understanding approach, aiming mainly at the cultural diplomacy and spreading “soft power” around the globe. However, in modern Japan other strategies may become more important, such as skilled migration approach or capacity building approach. The goal of this paper is to demonstrate the reasons for different strategies in internationalization of higher education in Japan. It is argued that both skilled migration approach and capacity building approach are implemented, while the revenue-generating approach is not.

The external migration of a significant part of Romania's high-skilled population is a social phenomenon which became increasingly frequent starting from the 1990s, right after the fall of the communist regime. The basis for this phenomenon consists of several causes: globalization, the strengthening of international economic relations, and later on, Romania's adhesion to the European Union. Research has shown that of all high-skilled population, the professionals who emigrate more frequently consist of engineers, teachers, medical staff, scientific researchers, economists and architects. Besides, the chosen destinations have been variable throughout time. The first phase in time took place in the 1990s, when a large part of the high-skilled population chose to emigrate for professional purposes in countries such as The United States of America, Canada, Germany or Israel. The second important phase occurred after year 2000, when the focus was placed on EU countries, especially after Romania's integration. Apart from temporary unqualified migration, the number of high-skilled migrants and those who leave the country to continue their studies also soared. The chosen countries generally include Great Britain, Germany, Belgium, France and Austria. Given these differences in the tendencies of high-skilled migration, this paper will offer an insight on how the phenomenon evolved, and the factors that caused these variations in space and time. Most likely, some of the countries that were preferred have been facilitating the integration of high-skilled immigrants in society, as opposed to unqualified ones, through a selective set of laws and social policies which are meant to favour this social category. Therefore, we will discover and analyze various examples and benefits of legislation and social policies which offered social protection to high-skilledimmigrants in various countries.
