Abstract In the future, health promotion would require developed strategies that lead to stronger cross-sectoral cooperation. Cross-sectoral cooperation enables the integration of fragmented resources and competencies, which benefit service solutions for urban health. Healthy Boost “Urban Labs for Better Health for All in the Baltic Sea Region”, funded by the EU Interreg Baltic Sea Region -program, aims to develop the Model for cross-sectoral cooperation, which will be tested in the cities of the Baltic Sea Region during 2020-21. The self-assessment tool for cross-sectoral cooperation was developed, and the self-assessment among the nine cities in seven countries from the Baltic Sea Region was conducted in 2019. The results indicated to what extent the staff (n = 329) in the cities have recognized the cross-sectoral cooperation for health and wellbeing as strategically crucial in their policies, communication, and in the design of their organizational functions. The daily practices were evaluated in terms of how systematically cities have implemented cross-sector actions for health and wellbeing. The biggest challenges for cooperating across sectors for the cities were coordination and systematic identification of the community needs for health promotion. The cooperative actions were less systematic than expected in the strategic approach. The variation among respondents' assessments was high within the cities that lead to a conclusion about existing gaps in coordination, communication, and leadership of cross-sectoral work within the cities. The Likert type self-assessment measurement was statistically reliable in both strategic and operational dimensions of cooperation. Key messages Evaluation and measurements are needed to identify cross-sectoral actions to health and well-being. The evidence-based Model developed in the Healthy Boost project will guide partners towards systematic cross-sectoral cooperation processes.

Abstract In health promotion practice, resources often are limited, and problems are complex. Cross-sectoral cooperation is a collaborative effort in which partners from different sectors pool their resources to provide joint solutions for better health promotion; however, the general framework on how to proceed the cooperation is often missing. The Interreg Baltic Sea Region project “Urban Labs for Better Health for All in the Baltic Sea Region” (Healthy Boost) aims to boost the cross-sectoral cooperation for health and wellbeing in cities and associated partners from nine countries in the Baltic Sea Region by developing and testing the Model for the cross-sectoral cooperation. The Model was developed searching the published scientific literature and considering the results of a self-assessment of cross-sectoral cooperation for health promotion in the Healthy Boost partner cities. Discussions on the Model draft were organized by using face-to-face meetings and e-tools in order to develop the Model for piloting. Theoretical frameworks of cross-sectoral collaboration, including organization theory, public administration theory, leadership and strategic management theory, were used to select the major components for the Model. The partners' self-assessment results identified the gaps in several strategic and operational domains of cooperation, such as (1) leadership, (2) communication, (3) coordination, (4) motivation, and (5) risk identification. In the first Model draft, the starting point for cross-sectoral cooperation was the stages (mapping, planning, implementation, assessment) of cooperation; however, municipalities preferred to focus on domains which were developed under the stages of cooperation process in the final Model. Both evidence-based knowledge and participation of municipalities are crucial when developing the Model cross-sectoral cooperation. The Model should guide all partners for better cooperation by using a systematic approach. Key messages The Model to promote cross sectoral cooperation is being developed for testing in health promotion practice by the cities of the Baltic Sea Region. The developed Model of cross-sectoral cooperation provides relevant guiding questions for the key domains of cooperation that should boost the municipalities for better health promotion.

In the rapidly progressing world where different sectors become more interconnected, cross-sectoral cooperation in health promotion lacks a specific set of instruments, navigating partners through the cooperation process in project implementation. Cross-sectoral cooperation is an everyday practice in business and has become an integral part of promoting health and wellbeing comprehensively and sustainably. In this paper, we propose a developed Model for cross-sectoral cooperation, which has been designed within the Interreg Baltic Sea Region project “Urban Labs for Better Health for All in the Baltic Sea Region” (Healthy Boost), aiming to boost cross-sectoral cooperation for health and wellbeing in cities and municipalities. The Model is developed based on literature research and self-assessment of cross-sectoral cooperation for health promotion in Healthy Boost partner cities and municipalities in Latvia, Poland, Russia, Finland, Estonia, Lithuania, and Sweden. Composed of five major domains (risk identification, leadership, coordination, communication, and motivation) and four stages of cooperation (mapping, planning, implementation, and assessment), it provides a checklist of helpful questions for identifying solutions effectively and systematically. The Model can be used both as a navigational tool and as an “emergency” tool to manage cross-sectoral cooperation challenges successfully.

In 2011 the Baltic Sea region was marking the 20th anniversary of the Baltic countries regaining their independence and the resumption of diplomatic relations with them. This region with the riches of experiences is the region where the currently established methods and practices of cooperation are a source of knowledge and experience for a peaceful striving after stabilization and welfare. The changes that took place 20 years ago have brought development of different forms of cooperation and a lot of regional international organizations were established. The governmental international organization is the Council of the Baltic Sea State, a regional political forum, whose stated aims are to coordinate the cooperation between the partners and to achieve sustainable growth of the region. The Prime Ministers have established a number of the valuable initiatives, such as Baltic21, which was a regional counterpart to the UN Agenda21, the Strategy for the Baltic Sea region or the Northern Dimension Partnership for Health and Social well-being. Also the groups of experts were appointed in order to advance work in the respective areas. Many of these aspects are connected with sustainable development, which nowadays is considered as one of the biggest challenges. The Baltic Sea region is also important for the European Union due to its strategic neighborhood.

Abstract Background While the unique marine and coastal environment of the Baltic Sea provides numerous ecosystem services, its ecosystems are under pressure due to the intensification and diversification of anthropogenic uses. This present work constitutes a systematic map of the evidence of the impacts of ecosystem services and disservices on human health and well-being. The aim is to create a better understanding of the threats of unsustainable management or the benefits of sustainable management of the Baltic Sea and the impacts these may have on the health and well-being of human populations and present these findings to policy advisors. The mapping process is described, and the characteristics of the evidence base are presented. Methods The applied method has been previously published in a systematic map protocol. Literature searches were carried out in English considering published peer-reviewed literature from traditional scientific journals and scientific reports from the grey literature, using synthesis software. A total of 17 databases were searched. Articles were screened in stages at title and abstract stage, then full-text stage. Geographic limitations were placed on the searches in accordance with research funders call, however, watersheds that had an impact on the Baltic Sea marine and coastal regions were considered. We used the more open PEO format, where population (P) included the human populations within the marine and coastal environment of the Baltic Sea region, exposure (E) related to the Baltic Sea ecosystems services and disservices, and the outcome (O) included all aspects of human health and well-being. After full-text screening articles selected for inclusion were searched for metadata connected to bibliographic information, ecosystem services, health and well-being outcomes and policy relevance. Review findings Out of 6456 hits only 460 studies discussed either health or well-being indicators to some extent. Of these, only 67 explicitly mentioned ecosystem services and health and well-being indicators. However, few in this subset engaged with the topic of ecosystem services or disservices and health and well-being in depth. Studies are increasingly relating the two concepts but currently it is mainly studies focussed on cultural ecosystem services that deal with the concept of health and well-being to a greater degree. Studies in the medical literature relating to impacts on health from exposure to the Baltic Sea did not relate their findings to ecosystem services. The database of 67 studies is attached as Additional file 5. Conclusions Ecosystem services play an important role in human health and well-being; however, we found few studies that explicitly examine these impacts in detail. Further research is needed to link the health and well-being outcomes from the Baltic Sea to the ecosystem services supplied and therefore to demonstrate the benefits and disservices provided by the Baltic Sea ecosystems to human populations.

Abstract Background The Baltic Sea ecosystems supply many benefits to society, termed ecosystem services. These depend upon a healthy marine environment requiring marine and relevant land-based policies integrated with public health policies. Until recently marine environment protection policies have largely focussed on human impacts on the environment and have not taken into account impacts of ecosystems on human health beyond the direct impacts of hazardous substances, such as those present in seafood. Whilst endeavours have been made to integrate human health and well-being into marine policies, interviews with key stakeholders through a participatory process revealed that the linkages were not sufficiently strong to inform policymaking. The existing evidence base urgently needs to be identified and synthesised to support relevant policy updates of the Marine Strategy Framework Directive (MSFD) 2008/56/EC and the Baltic Sea Action Plan (BSAP) (2007) as well as to help direct future research priorities. Method The protocol is based on the primary question, “What linkages have been researched between Baltic Sea ecosystems and the positive and negative impacts to human health and well-being?” Using systematic mapping, this study will identify and map the state and the geographical distribution of the existing research evidence linking human health and well-being with the Baltic Sea ecosystems. The types of ecosystem services supplied by the Baltic Sea and the associated health and well-being impacts will be categorised and presented in a graphical matrix, illustrating ecosystem service type and the types of health and well-being outcomes. The systematic mapping procedure will result in a narrative report published with a searchable database, which will contain a descriptive summary of the information from all of the eligible studies. The systematic map and database will be displayed on the website of the Finnish Environment Institute (SYKE).

AbstractGeological investigations of a part of the crystalline basement in the Baltic Sea have been performed on a drill core collected from the depth of 1092–1093 m beneath the Phanerozoic sedimentary cover offshore the Latvian/Lithuanian border. The sample was analyzed for geochemistry and dated with the SIMS U–Pb zircon method. Inherited zircon cores from this migmatized granodioritic orthogneiss have an age of 1854 ± 15 Ma. Its chemical composition and age are correlated with the oldest generation of granitoids of the Transscandinavian Igneous Belt (TIB), which occur along the southwestern margin of the Svecofennian Domain in the Fennoscandian Shield and beneath the Phanerozoic sedimentary cover on southern Gotland and in northwestern Lithuania. It is suggested that the southwestern border of the Svecofennian Domain is located at a short distance to the SW of the investigated drill site. The majority of the zircon population shows that migmatization occurred at 1812 ± 5 Ma, with possible evidence of disturbance during the Sveconorwegian orogeny.

AbstractThe increased demand for wood to replace oil-based products with renewable products has lifted focus to the Baltic Sea region where the environment is favorable for woody biomass growth. The aim of this study was to estimate broad-sense heritabilities and genotype-by-environment (G×E) interactions in growth and phenology traits in six climatically different regions in Sweden and the Baltics. We tested the hypothesis that both bud burst and bud set have a significant effect on the early growth of selected poplar clones in Northern Europe. Provenance hybrids of Populus trichocarpa adapted to the Northern European climate were compared to reference clones with adaptation to the Central European climate. The volume index of stemwood was under low to medium genetic control with heritabilities from 0.22 to 0.75. Heritabilities for phenology traits varied between 0.31 and 0.91. Locally chosen elite clones were identified. G×E interactions were analyzed using pairwise comparisons of the trials. Three different breeding zones for poplars between the latitudes of 55° N and 60° N in the Baltic Sea Region were outlined. The studied provenance hybrids with origin from North America offer a great possibility to broaden the area with commercial poplar plantations in Northern Europe and further improve the collection of commercial clones to match local climates. We conclude that phenology is an important selection criterion after growth.
