This chapter examines the ways in which governance and organizations influence global politics. It first provides an overview of what an international organization is, focusing on intergovernmental organizations and non-governmental organizations, before discussing the rise of organizations in the global sphere from the nineteenth century onwards. It then takes a look at the major intergovernmental institutions that emerged in the twentieth century and which have played a major role in shaping global order, including the League of Nations and its successor, the United Nations (UN). The chapter concludes with an analysis of ideas about social movements and civil society, along with their relationship to contemporary governance and organizations.

This chapter addresses the nature of international organizations and how they are generally theorized as participants in global politics and then reviews the rise of international organizations from a historical perspective, with particular reference to developments from the nineteenth century onwards. It also discusses the major intergovernmental institutions that emerged in the twentieth century and which have played such an important role in shaping global order. The chapter briefly looks at the League of Nations but most attention is given to its successor, the United Nations (UN), and its various appendages. It then examines the world of non-governmental organizations (NGOs). Some of these NGOs possess significant status in the global sphere, others have little relevance, and still others pose dangers. Finally, the chapter considers social movements and their relationship to the contemporary world of international organizations along with the idea of global civil society. In reviewing these institutions, actors, and ideas, we should keep in mind that liberal international theory, especially in the form of liberal institutionalism, as well as proponents of international society, regard robust international organizations as essential building blocks of global order.

Prior to 1947, India, despite its dependence upon Great Britain, was represented in most of the bonafide international conferences and organizations that evolved especially during the inter-war years. For example, India participated in the Paris Peace Conference of 1919, the Washington Conference on Naval Armaments of 1921, the London Naval Conference of 1930, the Disarmament Conference of 1932 and the annual inter-war conferences of the International Labour Organization. In addition, India was represented in two important international organizations of the inter-war period—the British Commonwealth, in whose deliberations it was included from 1917 onwards and the League of Nations, of which it was a founding member. For a variety of reasons; Indians involved in the independence movement disassociated themselves from and were critical of official Indian diplomacy conducted through the major international conferences and institutions of the world community and tended to attach greater importance to those non-governmental organizations in which the voice of nationalist India could be fully heard—that is to the deliberations of such bodies as the League Against Imperialism, 1927–1930, the Anti-War Congress of 1932, the World Peace Congress of 1936 and the International Peace Campaign Conference of 1938. Nevertheless, despite the nationalist antipathy for official Indian diplomacy, an examination of such governmental institutions as the League of Nations from the perspective of nationalist India is still important in order to understand some aspects of independent India's foreign policy and more specifically its approach to international organization. Further, even though Indian delegations to the League were unrepresentative, there were subtle ways in which they reflected national Indian opinions and exhibited specifically Indian traits, so that a study of the official Indian role is useful in drawing attention to what were to prove to be some of the earliest and most persisting elements of independent Indian diplomacy via such bodies as the United Nations. It is thus the purpose of this article first to explore nationalist Indian attitudes towards the League (especially the reasons for opposition to the organization), second to analyze the extent to which the official Indian role in the League reflected nationalist Indian concerns, and third to comment upon the impact of the League of Nations on independent India's foreign policy, especially its role in the United Nations.

This paper presents basic empirical research about the role of religion and religious actors in the global politics of sustainability. Drawing on insights from three overlapping fields of study—environmental politics, religious transnationalism, and religion and ecology—this study analyzes data gathered through ethnographic interviews with representatives of religious non-governmental organizations at the 2012 United Nations Conference on Sustainable Development, known as Rio+20. These interviews asked respondents to discuss their understanding of the meaning, role, and position of religion within civil society efforts to address sustainability concerns. Content analysis of interview responses suggests that religious actors hold divergent views about the salience of religion to global sustainability politics. The central finding is that the boundary between religious and secular civil society groups is a permeable one.

Research on NGOs in rural Zimbabwe suggests that ideas of automatic opposition between ‘civil society’ and/or non-governmental organizations and authoritarian states are too simple. Rather, relations between state and non-state organizations such as those referenced in this article, in the rural district of Mangwe about 200 kilometres south-west of Zimbabwe’s Bulawayo, are symbiotic. This contrasts with urban areas where political histories have led to more contested state-civil society relations in the last two decades, during which social movements with a degree of counter-hegemonic (or counter-regime) aspirations were allied with many NGOs and opposition political parties. Gramsci’s idea of ‘rural intellectuals’ could complement the widely used notion of ‘organic intellectuals’ to examine the members of the intelligentsia appearing to be at one with subordinate groups in the countryside and at odds with the state. Likewise state workers distant from the centre and close to their class peers in NGOs as well as their ‘subjects’ may operate with autonomy from their masters in ruling parties and states to assist, rather than repress, citizens and also to co-operate with NGO workers. This research indicates that discerning how hegemony works across whole state-society complexes is more complicated than usually perceived, given the many regional variations therein.

“This book offers an account of the life of Shibusawa Eiichi, who may be considered the first ‘internationalist’ in modern Japan, written by his great grandson Masahide and published in 1970 under the title, Taiheiyo ni kakeru hashi (Building Bridges Over the Pacific). Japan had a tortuous relationship with internationalism between 1840, when Shibusawa was born, and 1931, the year the nation invaded Manchuria and when he passed away. The key to understanding Shibusawa’s thoughts against the background of this history, the author shows, lies in the concept of ‘people’s diplomacy,’ namely an approach to international relations through non-governmental connections. Such connections entail more transnational than international relations. In that sense, Shibusawa was more a transnationalist than an internationalist thinker. Internationalism presupposes the prior existence of sovereign states among which they cooperate to establish a peaceful order. The best examples are the League of Nations and the United Nations. Transnationalism, in contrast, goes beyond the framework of sovereign nations and promotes connections among individuals and non-governmental organizations. It could be called “globalism” in the sense that transnationalism aims at building bridges across the globe apart from independent nation-states. In that sense Shibusawa was a pioneering globalist. It was only in the 1990s that expressions like globalism and globalization came to be widely used. This was more than sixty years after Shibusawa Eiichi’s death, which suggests how pioneering his thoughts were.” [Akira Iriye]

What is the relationship between the United Nations and civil society? Has the relationship changed over time? This chapter demonstrates how both the UN and civil society benefit from sustained interaction. It investigates civil society’s role in the UN’s struggle to gain legitimacy, assert its authority, and carry out its missions. Similarly, it explores how civil society actors engage the UN as they work to garner credibility, support, and governing authority. It argues that the limitations of statism—the overriding power of states in world affairs—inspire the UN to work with civil society and encourage both the UN and civil society to make claims to be representatives of the world’s peoples. It starts by defining civil society and then describes the cooperative and conflictual interactions between the UN and civil society. The chapter concludes by analyzing these interactions in the context of questions of legitimacy, accountability, and good governance.

What happened to non-governmental organizations' participation at the COP-15 round of climate negotiations in Copenhagen? Although the climate regime has been seen as relatively open to civil society, everything changed in Copenhagen and civil society became increasingly disenfranchised. This article discusses the three main forces that led to civil society's disenfranchisement at this round of the climate negotiations: increased registration, poor planning by the Danish organizers and the United Nations Framework Convention on Climate Change Secretariat, and the merging of movements. I conclude by discussing implications of the increase in civil society disenfranchisement to the climate regime and to the study of global environmental politics more broadly.

ABSTRACT This paper discusses globalization and its relation to the markets, global governance and the transnational relations. The author describes globalization as a process of transition to an integrated global society. Globalization is generally associated with the global economy, but the globalization itself has gone beyond economic issues and has challenged to the resilience of global politics. Globalization also involves other issues such as the environment, global warming, and even human rights, which involve not only the state as an actor, but also non-state actors such as non-governmental organizations and civil society who have the possibility of influencing global political development at global level. The author argues that globalization has influenced and has shaped new forms of global political interactions. It can be seen since non-state actors such as non-governmental organizations and civil society can influence a state in making policy decisionsABSTRAKTulisan ini mendiskusikan globalisasi dan keterkaitannya dengan pasar, tata kelola global dan hubungan transnasional. Penulis menggambarkan globalisasi sebagai suatu proses transisi menuju suatu masyarakat global yang terintegrasi. Globalisasi pada umumnya dikaitkan dengan ekonomi global, namun pemahaman mengenai globalisasi telah melampaui masalah ekonomi dan memiliki tantangan-tantangan terhadap ketahanan politik global. Globalisasi juga melibatkan isu-isu seperti lingkungan, pemanasan global, bahkan hak asasi manusia, yang melibatkan tidak hanya negara sebagai aktor, namun juga aktor-aktor non negara seperti organisasi non-pemerintah dan masyarakat sipil dan memiliki kemungkinan dalam mempengaruhi perkembangan politik dunia secara global. Penulis berpendapat bahwa globalisasi memiliki pengaruh dan telah membentuk interaksi-interaksi politik global yang baru. Hal tersebut dapat dilihat bahwa aktor non negara seperti organisasi non-pemerintah dan kalangan masyarakat sipil dapat mempengaruhi suatu negara dalam pengambilan keputusan suatu kebijakan.
