This paper combines the management and prevention of geological disasters through network technology to design the management and prevention platform of geological disasters in Jiangxi Province, which achieves the electronization of the organizational structure and workflow of geological disasters prevention and control on the Internet. This platform breaks the limitations of time, space and departmental separation and promotes geological disaster prevention and management to the level of continuous accumulation, scientific management and rational utilization. Also, Geological disaster prevention and control enters a healthy circulation of dynamic assessment, rapid response, remote consultation and emergency command. The system provides all-rounded high quality, transparent and efficient Web service of geological disaster Alerting, prediction, prevention and management information, achieving the purpose of improving the efficiency and quality of geological disaster prevention and management.

Some coal seams belong to cretaceous strata in the east of Inner Mongolia, China. There are obvious differences of rock characteristics and mechanical properties between Cretaceous and Carboniferous- Permian strata. The overburden failure characteristics of extra-thick coal seam with slicing full-mechanized caving mining are studied through rock mechanics experiment, field observation and theoretical analysis and so on. Water disaster prevention and control method of roof and goaf is put forward under the condition of extra-thick coal seam with slicing full-mechanized caving mining. The final research results include: (1) The rock of cretaceous strata has low strength and soft characteristic, its stability is very poor, cretaceous rock belongs to weak type; (2) Under the condition of extra-thick coal seam with slicing full-mechanized caving mining, the ratio between caving zone and mining height of field observation result is 4.58~4.74, the observation results of two boreholes are close; (3) It is significantly effective to prevent and control water disaster from goaf through roof hole drainage method, coal and rock safety pillar remain method is used to limit mining height under the Tertiary gravel aquifer, which makes the working face exploit safely.

The role of digital libraries in information generation,organization, dissemination and storage cannot be overemphasized. This article articulates the importance of digital libraries and the need to preserve them from disasters. It highlights the causes and effects of disasters in digital libraries. Prevention and management of disasters were also discussed. Issues and challenges around information and communication technology (ICT), that has direct bearings on digital libraries and disaster management in developing countries were raised. In addition, recommendations were made on how to improve on disaster prevention and control.

During China’s rapid urbanization, cities are threatened by ever more severe meteorological disasters. Urban meteorological disasters are characterized by massive destruction, high diffusion, and extensive social impact, which further complicate prevention and control. Therefore, non-engineering countermeasures are given a more prominent role in the process. China has primarily established a system of non-engineering countermeasures against urban meteorological disasters. However, this system does have its problems and flaws. The authors propose that disaster prevention should be technology-based and carried out in a scientific manner. A well-rounded disaster prevention institution should be established, and social participation must be raised. Urban meteorological monitoring, forecasting, and early warning abilities should be enhanced, prevention and control plans improved, relative legislation and administration completed, and social participation promoted so as to strengthen China’s non-engineering response to meteorological disasters.
