Based on the Yearbook of Meteorological Disasters in China, we analyzed the spatiotemporal variations in major meteorological disaster (MD) losses at the provincial scale during 2001–2020 to determine the spatiotemporal variations in MDs and vulnerability in China. Our results suggest that the impacts of MDs, including floods, droughts, hail and strong winds (HSs), low temperature and frosts (LTFs), and typhoons, have been substantial in China. MDs in China affect an average of 316.3 million people and 34.3 million hectares of crops each year, causing 1,739 deaths and costing 372.3 billion yuan in direct economic losses (DELs). Floods and droughts affected more of the population in China than the other MDs. Fatalities and DELs were mainly caused by floods, and the affected crop area was mainly impacted by drought. The national average MD losses decreased significantly, except for DELs. The trends in the affected population and crop area were mainly caused by droughts, and the trends in fatalities and DELs were dominated by floods. Floods and typhoons showed increasing influence in the last two decades relative to other disasters. The annual mean and long-term trends in MD losses exhibited regional heterogeneity and were subject to different dominant hazards in different regions. The disaster losses and their trends in southeastern China were mainly attributed to typhoons. The affected population, crop area, and DELs were all significantly and positively correlated with exposure. The vulnerability of the population, crops, and economy tended to decrease. Economic development reduced the vulnerability of the population and economy but showed no significant influence on the vulnerability of crops. Our findings suggest that more focus should be placed on the impacts of floods and typhoons and that socioeconomic development has an important influence on the vulnerability of the population and economy. These results provide a foundation for designing effective disaster prevention and mitigation measures.

Purpose This study aims to prove that land-use change plays a role in the occurrence of hydro-meteorological disasters in Central Java, especially in relation to its upstream and downstream. Design/methodology/approach The paper presents empirical findings from quantitative research using a spatial analysis and descriptive analysis. Findings The upstream and downstream area of Central Java is categorized as a rapid development area that results in changes in land use and land cover. The findings showed that there was an increasing number of hydrometeorological disasters such as floods and landslides as the impact of land-use change and rainfall conditions. Research limitations/implications Analysis of the relationship between rainfall and disaster events with more technical and specific analysis could be done in the further research. Originality/value In this study, more analysis in the context of river basin systems including upstream and downstream in different periods to examine the linkage between them have been considered and incorporated.

In China, historical documents have recorded large quantities of information related to natural disasters, and these disasters have had long-lasting effects on economic and social activities. Understanding the occurrence of the natural disasters and their spatio-temporal variation characters is crucial for sustainable of our society. Therefore, based on the collection and collation of historical documents, and adopting mathematical statistics, Kriging interpolation, correlation analysis and other methods, we systematically explored the meteorological disasters in Henan Province during the past two millennia in analyzing their spatio-temporal distribution characters and driving forces. The results demonstrate that there were five major types of meteorological disasters in Henan Province, including drought, flood, hails, low temperature and frost and insect pests, which presented obvious spatio-temporal variations and have occurred frequently during the past two millennia. According to the historical documents, the major meteorological disasters occurred 1,929 times in Henan from 221 BCE to 2000 CE. On the whole, the disaster frequency show that the occurrence cycle of the meteorological disasters has obvious changes, which mainly occurred in the middle and late stages during the past two millennia, especially after 1300 CE. Furthermore, we also find that the variation of meteorological disaster events is consistent with the variation of temperature in eastern China and the frequency of meteorological disaster increases in the cold period, but decreases in the warm period. In addition, there are obvious differences in the spatial distribution of the major meteorological disaster, which were mainly distributed in the northwest and southern part region of the Henan Province before 1911 CE. While after 1911 CE, the northern and southeastern parts were the meteorological disaster-prone areas in this region during this period. Spatial correlation analysis of each meteorological disaster before and after 1911 CE points out the droughts disaster frequency-occurring district has transferred in different periods, while the hail and low temperature and frost disasters just have a smaller transferred during these two periods. Conversely, the frequency-occurring districts of floods and insect pest disasters have no obviously transferred in different periods. These results can provide an important scientific basis for governmental decision makers and local people to prevent and mitigate meteorological disaster in the future.

Late frost damage is one of the main meteorological disasters that affect the growth of wine grapes in spring, causing a decline in wine grapes quality and a reduction in yield in Northwest China. At present, remote sensing technology has been widely used in the field of crop meteorological disasters monitoring and loss assessments, but little research has been carried out on late frost damage in wine grapes. To monitor the impact of late frost in wine grapes accurately and quickly, in this research, we selected the Ningxia planting area as the study area. A practical framework of late frost damage on wine grapes by integrating visible, near-infrared, and thermal infrared satellite data is proposed. This framework includes: (1) Wine grape planting area extraction using Gaofen-1 (GF-1), Landsat-8, and Sentinel-2 based on optimal feature selection and Random Forest (RF) algorithm; (2) retrieval of the land surface temperature (LST) using Landsat-8 thermal infrared data; (3) data fusion using Landsat-8 LST and MODIS LST for a high spatiotemporal resolution of LST with the Enhanced Spatial and Temporal Adaptive Reflectance Fusion Model (ESTARFM); (4) the estimation of daily minimum air temperature (Tmin) using downscaled LST and meteorological station data; (5) monitoring and evaluation of the degree of late frost damage in wine grapes in April 2020 by combining satellite-derived data and late frost indicators. The results show that the total area of wine grapes extracted in Ningxia was about 39,837 ha. The overall accuracy was 90.47%, the producer’s accuracy was 91.09%, and the user’s accuracy was 90.22%. The root mean square (RMSE) and the coefficient of determination (R2) of the Tmin estimation model were 1.67 ℃ and 0.91, respectively. About 41.12% of the vineyards suffered severe late frost damage, and the total affected area was about 16,381 ha during April 20–25, 2020. This suggests the satellite data can accurately monitor late frost damage in wine grapes by mapping the wine grape area and estimating Tmin. The results can help farmers to take remedial measures to reduce late frost damage in wine grapes, and provide an objective evaluation of late frost damage insurance claims for wine grapes. With the increasing weather extremes, this study has an important reference value for standardized global wine grape management and food security planning.

Abstract Developing geographical indication agricultural products will help to expand regional characteristic industries by taking actions that suit local circumstances. Improving the adaptability of geographical indication agricultural growers to cope with meteorological disasters is conducive to promoting the optimization of rural industrial structure and the implementation of rural revitalization strategy. Based on the field survey data of Shaanxi Province, this research uses the method of natural breaks to classify the resilience scores of meteorological disasters under the framework of Sustainable Livelihood Approach. Finally, the ordinal logistic regression model is used to quantitatively research how livelihood capital contributes to the resilience of kiwifruit growers to meteorological disasters during the phenological period. The results show that the perception of meteorological disasters by farmers does not significantly affect the resilience of farmers, and the impacts of different livelihood capitals on the resilience strategies of farmers are quite distinct: material capital, financial capital, social capital and human capital have significant positive impact on the resilience strategies of growers, while natural capital has a significant negative impact on the resilience strategies of growers. The results extend the theoretical foundation of resilience strategies for meteorological disasters in kiwifruit phenological period, and bring quantitative evidence linkage of livelihood capital and resilience strategies. Furthermore, the study emphasizes that the agricultural activities of kiwifruit growers during the phenological period should be combined with the livelihood capital guarantee measures, as well as a better financial environment should be created by government intervention. Paying attention to science popularization work of middle-aged and elderly growers, accelerating the linkages between the government and the mass, would help the government to obtain the best agricultural management methods.
