Global Patterns of Resistance to Bt Crops Highlighting Pink Bollworm in the United States, China, and India

Abstract Crops genetically engineered to produce insecticidal proteins from Bacillus thuringiensis (Bt) have advanced pest control, but their benefits have been reduced by evolution of resistance in pests. The global monitoring data reviewed here reveal 19 cases of practical resistance to Bt crops, which is field-evolved resistance that reduces Bt crop efficacy and has practical consequences for pest control. Each case represents the responses of one pest species in one country to one Bt toxin. The results with pink bollworm (Pectinophora gossypiella) and Bt cotton differ strikingly among the world’s three leading cotton-producing nations. In the southwestern United States, farmers delayed resistance by planting non-Bt cotton refuges from 1996 to 2005, then cooperated in a program that used Bt cotton, mass releases of sterile moths, and other tactics to eradicate this pest from the region. In China, farmers reversed low levels of pink bollworm resistance to Bt cotton by planting second-generation hybrid seeds from crosses between Bt and non-Bt cotton. This approach yields a refuge of 25% non-Bt cotton plants randomly interspersed within fields of Bt cotton. Farmers adopted this tactic voluntarily and unknowingly, not to manage resistance, but apparently because of its perceived short-term agronomic and economic benefits. In India, where non-Bt cotton refuges have been scarce and pink bollworm resistance to pyramided Bt cotton producing Cry1Ac and Cry2Ab toxins is widespread, integrated pest management emphasizing shortening of the cotton season, destruction of crop residues, and other tactics is now essential.

Invasive organisms pose a global threat and are exceptionally difficult to eradicate after they become abundant in their new habitats. We report a successful multitactic strategy for combating the pink bollworm (Pectinophora gossypiella), one of the world’s most invasive pests. A coordinated program in the southwestern United States and northern Mexico included releases of billions of sterile pink bollworm moths from airplanes and planting of cotton engineered to produce insecticidal proteins from the bacteriumBacillus thuringiensis(Bt). An analysis of computer simulations and 21 y of field data from Arizona demonstrate that the transgenic Bt cotton and sterile insect releases interacted synergistically to reduce the pest’s population size. In Arizona, the program started in 2006 and decreased the pest’s estimated statewide population size from over 2 billion in 2005 to zero in 2013. Complementary regional efforts eradicated this pest throughout the cotton-growing areas of the continental United States and northern Mexico a century after it had invaded both countries. The removal of this pest saved farmers in the United States $192 million from 2014 to 2019. It also eliminated the environmental and safety hazards associated with insecticide sprays that had previously targeted the pink bollworm and facilitated an 82% reduction in insecticides used against all cotton pests in Arizona. The economic and social benefits achieved demonstrate the advantages of using agricultural biotechnology in concert with classical pest control tactics.

Red rice (O. sativa) is one the most prevalent and damaging weed problems in direct seeding rice systems worldwide and can cause significant losses in rice productivity and quality. Red rice has been a problem in the United States for decades, and it is a growing problem in Asia, where 90 percent of the global rice production occurs. Unlike for other crops, where genetically engineered (GE) herbicide tolerant varieties are available, to date, Clearfield (CL) and Provisia rice are the only technologies available to selectively control red rice using chemical herbicides in commercial rice fields. We develop a counterfactual scenario without CL rice and ascertain the yield and quality losses due to red rice infestation in the Mid-South of the United States. Our findings suggest that even with the higher costs of CL rice, relative to non-CL rice, that the returns are $0.15, $0.36, and $0.54 more for every dollar invested than non-CL rice with a light, moderate, and heavy initial red rice infestation rate, respectively. These results imply that the higher upfront costs for CL rice are offset by more than proportional higher profits relative to their non-CL rice counterparts.

In past work, dichloropropene + 17% Pic (1,3-D + Pic) at 327 L·ha–1 plus pebulate provided good control of nematode, soil fungi, and nutsedge in mulched tomato (Lycopersicon esculentum Mill.) and is considered the best alternative for methyl bromide (MBr) + chloropicrin (Pic), which is scheduled for phase-out in the United States by Jan. 2001. Metam-sodium did not provide acceptable pest control. In the present study, metam-Na (295 L·ha–1 combined with Pic (168 kg·ha–1) + 4.5 kg·ha–1 pebulate, and 1,3-D + 35% Pic at 168 and 225 L·ha–1 + pebulate were compared to MBr-Pic (98-2% at 345 kg·ha–1 and 67-33% at 505 kg·ha–1). Fumigants were injected into the bed except metam-Na and pebulate were surface-applied and incorporated and drip tubing and mulch were applied. Marketable yields with MBr-Pic, 225 L·ha–1 1,3-D + Pic, and metam-Na + Pic were higher than with the check. Yields with metam-Na alone or with additional water before transplanting were similar to the check. Nutsedge was controlled with MBr-Pic and all treatments with pebulate. Nematode root-gall ratings were high on tomato grown without fumigants (8.9 rating on a scale of 0 to 10 with 0 = no galling), low with MBr-Pic (0.33), and intermediate with all other treatments (2.2 to 5.5) except with 168 L·ha–1 1-3-D + Pic (8.3). This study indicates that metam-Na + Pic + pebulate also is a possible alternative to MBr-Pic for tomato.

Aging water infrastructure in the United States (U.S.) is a growing concern. In the U.S., over 90,000 dams were registered in the 2018 National Inventory of Dams (NID) database, and their average age was 57 years old. Here, we aim to assess spatiotemporal patterns of the growth of artificial water storage of the existing dams and their hazard potential and potential economic benefit. In this study, we use more than 70,000 NID-registered dams to assess the cumulative hazard potential of dam failure in terms of the total number and the cumulative maximum storage of dams over the 12 National Weather Service River Forecast Center (RFC) regions. In addition, we also estimate potential economic benefits of the existing dams based on their cumulative storage capacity. Results show that the ratios of the cumulative storage capacity to the long-term averaged precipitation range from 8% (Mid-Atlantic) to 50% (Colorado), indicating the significant anthropogenic contribution to the land surface water budget. We also find that the cumulative storage capacity of the dams with high (probable loss of human life is if the dam fails) and significant (potential economic loss and environmental damage with no probable casualty) hazard potential ranges from 50% (North Central) to 98% (Missouri and Colorado) of the total storage capacity within the corresponding region. Surprisingly, 43% of the dams with either high or significant potential hazards have no Emergency Action Plan. Potential economic benefits from the existing dams range from $0.7 billion (Mid Atlantic) to $15.4 billion (West Gulf). Spatiotemporal patterns of hazard potential and economic benefits from the NID-registered dams indicate a need for the development of region-specific preparation, emergency, and recovery plans for dam failure. This study provides an insight about how big data, such as the NID database, can provide actionable information for community resilience toward a safer and more sustainable environment.

AbstractDue to depressed corn and soybean prices over the last few years in the United States, growers in Nebraska are showing interest in no-tillage (hereafter referred to as no-till) conventional (non–genetically engineered [non-GE]) soybean production. Due to the increasing number of herbicide-resistant weeds in the United States, weed control in no-till non-GE soybean using POST herbicides is a challenge. The objectives of this study were to compare PRE-only, PRE followed by (fb) POST, and PRE fb POST with residual (POST-WR) herbicide programs for Palmer amaranth and velvetleaf control and soybean injury and yield, as well as to estimate the gross profit margins and benefit–cost ratio of herbicide programs. A field experiment was conducted in 2016 and 2017 at Clay Center, NE. The PRE herbicides tested in this study resulted in ≥95% Palmer amaranth and velvetleaf control at 28 d after PRE (DAPRE). Averaged across the programs, the PRE-only program controlled Palmer amaranth 66%, whereas 86% and 97% control was obtained with the PRE fb POST and PRE fb POST-WR programs, respectively, at 28 d after POST (DAPOST). At 28 DAPOST, the PRE fb POST herbicide programs controlled velvetleaf 94%, whereas the PRE-only program resulted in 85% control. Mixing soil-residual herbicides with foliar-active POST programs did not improve velvetleaf control. Averaged across herbicide programs, PRE fb POST programs increased soybean yield by 10% and 41% in 2016 and 2017, respectively, over the PRE-only programs. Moreover, PRE fb POST-WR programs produced 7% and 40% higher soybean yield in 2016 and 2017, respectively, compared with the PRE fb POST programs. The gross profit margin (US$1,184.3 ha−1) was highest under flumioxazin/pyroxasulfone (PRE) fb fluthiacet-methyl plusS-metolachlor/fomesafen (POST-WR) treatment; however, the benefit–cost ratio was highest (6.1) with the PRE-only program of flumioxazin/chlorimuron-ethyl.

Abstract Background: As compared to the United States general postpartum population, civilian military wives encounter unique challenges that can impede their ability to breastfeed, including geographic replacement and physical and emotional challenges. Yet despite these challenges, civilian military wives demonstrate higher rates of breastfeeding initiation and duration in the United States postpartum population as a whole. The purpose of this study was to explore factors contributing to the high rate of breastfeeding initiation and duration among civilian military wives and to determine what might be learned from these factors for intervention design for the broader population of postpartum mothers. Methods: The sample consisted of 28 civilian military wives whose ages ranged from 18-45. The study was conducted online using a concurrent mixed-methods design. Results: Seven main themes with 16 subthemes emerged from the descriptions of the semi-structured interviews. The results of the Breastfeeding Self-Efficacy Scale-Short Form score was 55.2 (SD = 5.73). The results of the integrative analysis revealed that factors within the military environment influence a sense of community, thus supporting their breastfeeding self-efficacy (BSE). Additionally, supportive and pro-breastfeeding healthcare facilitators (especially lactation consultants) throughout the prenatal, intrapartum, and postpartum periods described by civilian military wives were associated with high levels of breastfeeding self-efficacy among civilian military wives. Moreover, high levels of breastfeeding self-efficacy related to breastfeeding skills and duration were associated with the accessibility of resources within the military environment, breastfeeding health and economic benefits, and setting of a breastfeeding goal. Conclusions: Using a concurrent mixed-methods design, this study identified facilitators from the descriptions of civilian military wives that they believed promote their higher rates of breastfeeding initiation and continuation, quantified their high level of breastfeeding self-efficacy, and identified descriptive factors that contributed to both areas lacking in the literature among this population.

Gender diversity in corporate governance is a highly debated issue worldwide. National campaigns such as “2020 Women on Boards” in the United States and “Women on the Board Pledge for Europe” are examples of just two initiatives aimed at increasing female representation in the corporate boardroom. Several European countries have adopted board quotas as a means toward achieving gender diversity. Japan has passed an Act on Promotion of Women’s Participation and Advancement in the Workplace to lay a foundation for establishing targets for promoting women. This Article examines the status of women in positions of leadership in the United States, several major countries in the European Union, and Japan. We focus on the legal backdrop in each jurisdiction regarding gender discrimination and studies tending to demonstrate the economic benefits of gender diversity. We conclude that although important steps have been taken in the direction of narrowing the gender gap in all jurisdictions examined, progress has been slow and difficult across the board. The issue of too few women at the top will not be resolved until there is a wider acceptance that female leaders can benefit their organizations and contribute to social and economic progress. Moreover, the presence of women on corporate boards is valuable in and of itself and the status quo ought to be further challenged in international business.

A 2009 American Society of Civil Engineers report indicates significant underinvestment in the maintenance and upgrading of US infrastructure. The group estimates a five-year investment of US$2.2 trillion is required. This presents an exciting opportunity for Chinese construction and engineering firms. Because infrastructure work provides long-term economic benefits, if done without controversy, they might generate goodwill towards China and may even help advance Chinese commercial interests in the United States.

Has the time come for a free-trade agreement (FTA) between Egypt and the United States? According to the contributors to Building Bridges, an FTA is the logical next step in the Egypt–U.S. relationship. This policy-oriented volume explores the conditions under which the benefits of an FTA between the parties would be maximized. Although the contributors reach different conclusions regarding the optimal form of the Egypt–U.S. FTA, consensus is reached on one point: an FTA between Egypt and the United States will produce economic benefits for both nations.
