Naming Violence in United States Colonialism

Abstract This article reexamines a highly public dispute between a powerful and well-connected Episcopal bishop and his missionary priest, men both central to the government’s campaign of war and assimilation against Indigenous Peoples in the Northern Great Plains of the nineteenth-century United States. The bishop claimed that the priest had engaged in sexual intercourse with a Dakota woman named “Scarlet House,” and used this allegation to remove the priest from his post. No historian ever challenged this claim and asked who Scarlet House was. Employing Dakota-resourced evidence, government and church records, linguistics, and onomastics, this study reveals that in actuality there was no such person as Scarlet House. Furthermore, at the time of the incident, the person in question was not a woman but a child. The church created a fictional personage to cover up what was taking place at the agency: sexual violence against children. After “naming” this violence, this article makes four key historical contributions about the history of US settler colonialism: It documents Dakota Peoples’ agency, by demonstrating how they adapted their social structures to the harrowing conditions of the US mission and agency system. It situates the experiences of two Dakota families within the larger context of settler-colonial conquest in North America, revealing the generational quality of settler-colonial violence. It shows how US governmental policies actually enabled sexual predation against children and women. And, it argues that “naming violence” means both rendering a historical account of the sexual violence experienced by children and families in the care of the US government and its agents, as well as acknowledging how this violence has rippled out through communities and across generations.

Sediment records from closed-basin lakes in the Northern Great Plains (NGP) of North America have contributed significantly to our understanding of regional paleoclimatology. A high-resolution (near decadal) fossil diatom record from Kettle Lake, ND, USA that spans the last 8500 cal. yr BP is interpreted in concert with percent abundance of aragonite in the sediment as an independent proxy of groundwater flow to the lake (and thus lake water level). Kettle Lake has been relatively fresh for the majority of the Holocene, likely because of the coarse substrata and a strong connection to the underlying aquifer. Interpretation of diatom assemblages in four groups indicative of low to high groundwater flow, based on the percent of aragonite in sediments, allow interpretations of arid periods (and probable meromictic lake conditions) that could not be detected based on diatom-based salinity reconstructions alone. At the centennial–millennial scale, the diatom record suggests humid/wet periods from 8351 to 8088, 4364 to 1406 and 872 to 620 cal. yr BP, with more arid periods intervening. During the last ~ 4500 years, decadal–centennial scale periods of drought have taken place, despite the generally wetter climate. These droughts appear to have had similar impacts on the Kettle Lake hydrology as the ‘Dust Bowl’ era droughts, but were longer in duration.

Abstract. The increasing demands of food and biofuel have promoted cropland expansion and nitrogen (N) fertilizer enrichment in the United States over the past century. However, the role of such long-term human activities in influencing the spatiotemporal patterns of ammonia (NH3) emission remains poorly understood. Based on an empirical model and time-series gridded datasets including temperature, soil properties, N fertilizer management, and cropland distribution history, we have quantified monthly fertilizer-induced NH3 emission across the contiguous US from 1900 to 2015. Our results show that N-fertilizer-induced NH3 emission in the US has increased from <50 Gg N yr−1 before the 1960s to 641 Gg N yr−1 in 2015, for which corn and spring wheat are the dominant contributors. Meanwhile, urea-based fertilizers gradually grew to the largest NH3 emitter and accounted for 78 % of the total increase during 1960–2015. The factorial contribution analysis indicates that the rising N fertilizer use rate dominated the NH3 emission increase since 1960, whereas the impacts of temperature, cropland distribution and rotation, and N fertilizer type varied among regions and over periods. Geospatial analysis reveals that the hot spots of NH3 emissions have shifted from the central US to the Northern Great Plains from 1960 to 2015. The increasing NH3 emissions in the Northern Great Plains have been found to closely correlate to the elevated NH4+ deposition in this region over the last 3 decades. This study shows that April, May, and June account for the majority of NH3 emission in a year. Interestingly, the peak emission month has shifted from May to April since the 1960s. Our results imply that the northwestward corn and spring wheat expansion and growing urea-based fertilizer uses have dramatically altered the spatial pattern and temporal dynamics of NH3 emission, impacting air pollution and public health in the US.

In the 1940s, curbing undocumented Mexican immigrant entry into the United States became a US government priority because of an alleged immigration surge, which was blamed for the unemployment of an estimated 252,000 US domestic agricultural laborers. Publicly committed to asserting its control of undocumented Mexican immigrant entry, the US government used Operation Wetback, a binational INS border-enforcement operation, to strike a delicate balance between satisfying US growers’ unending demands for surplus Mexican immigrant labor and responding to the jobs lost by US domestic agricultural laborers. Yet Operation Wetback would also unintentionally and unexpectedly fuel a distinctly transnational pathway to legalization, marriage, and extended family formation for some Mexican immigrants.On July 12, 1951, US president Harry S. Truman’s signing of Public Law 78 initiated such a pathway for an estimated 125,000 undocumented Mexican immigrant laborers throughout the United States. This law was an extension the Bracero Program, a labor agreement between the Mexican and US governments that authorized the temporary contracting of braceros (male Mexican contract laborers) for labor in agricultural production and railroad maintenance. It was formative to undocumented Mexican immigrant laborers’ transnational pursuit of decisively personal goals in both Mexico and the United States.Section 501 of this law, which allowed employers to sponsor certain undocumented laborers, became a transnational pathway toward formalizing extended family relationships between braceros and Mexican American women. This article seeks to begin a discussion on how Operation Wetback unwittingly inspired a distinctly transnational approach to personal extended family relationships in Mexico and the United States among individuals of Mexican descent and varying legal statuses, a social matrix that remains relatively unexplored.

The aim of the Ukrainian Bureau in Washington was propaganda of Ukrainian question among US government and American publicity in general. Functioning of the Bureau is not represented non in Ukrainian neither in foreign historiographies, so that’s why the main goal of presented paper is to investigate its activity. The research is based on personal papers of Ukrainian diaspora representatives (O. Granovskyi, E. Skotzko, E. Onatskyi) and articles from American and Ukrainian newspapers. The second mass immigration of Ukrainians to the US (1914‒1930s) has often been called the «military» immigration and what it lacked in numbers, it made up in quality. Most immigrants were educated, some with college degrees. The founder of the Ukrainian Bureau Eugene Skotzko was born near Western Ukrainian town of Zoloczhiv and immigrated to the United States in late 1920s after graduating from Lviv Polytechnic University. In New York he began to collaborate with OUN member O. Senyk-Hrabivskyi who gave E. Skotzko task to create informational bureau for propaganda of Ukrainian case. On March 23 1939 the Bureau was founded in Washington D. C. E. Skotzko was an editor of its Informational Bulletins. The Bureau biggest problem was lack of financial support. It was the main reason why it stopped functioning in May 1940. During 14 months of functioning Ukrainian Bureau in Washington posted dozens of informational bulletins and send it to hundreds of addressees; E. Skotzko, as a director, personally wrote to American governmental institutions and foreign diplomats informing about Ukrainian problem in Europe. Collections of Puccinia triticina were obtained from rust-infected leaves provided by cooperators throughout the United States and from wheat fields and breeding plots by USDA-ARS personnel and cooperators in the Great Plains, Ohio River Valley, and southeastern states in order to determine the virulence of the wheat leaf rust population in 2013. Single uredinial isolates (490 total) were derived from the collections and tested for virulence phenotype on 20 lines of Thatcher wheat that are near-isogenic for leaf rust resistance genes. In 2013, 79 virulence phenotypes were described in the United States. Virulence phenotypes MBTNB, TNBGJ, and MCTNB were the three most common phenotypes. Phenotypes MBTNB and MCTNB are both virulent to Lr11, and MCTNB is virulent to Lr26. MBTNB and MCTNB were most common in the soft red winter wheat region of the southeastern states and Ohio Valley. Phenotype TNBGJ is virulent to Lr39/41 and was widely distributed throughout the hard red winter wheat region of the Great Plains. Isolates with virulence to Lr11, Lr18, and Lr26 were common in the southeastern states and Ohio Valley region. Isolates with virulence to Lr21, Lr24, and Lr39/41 were frequent in the hard red wheat region of the southern and northern Great Plains.

AbstractCharacteristics and predictability of drought in the Midwestern United States, spanning the Great Plains to the Ohio Valley, at local and regional scales are examined during 1916-2015. Given vast differences in hydroclimatic variability across the Midwest, drought is evaluated in four regions identified using a hierarchical clustering algorithm applied to an integrated drought index based on soil moisture, snow water equivalent, and three-month runoff from land surface models forced by observed analyses. Highlighting the regions containing the Ohio Valley (OV) and Northern Great Plains (NGP), the OV demonstrates a preference for sub-annual droughts, the timing of which can lead to prevalent dry epochs, while the NGP demonstrates a preference for annual-to-multi-annual droughts. Regional drought variations are closely related to precipitation, resulting in a higher likelihood of drought onset or demise during wet seasons: March-November in the NGP and all year in the OV, with a preference for March-May and September-November. Due to the distinct dry season in the NGP, there is a higher likelihood of longer drought persistence, as the NGP is four times more likely to experience drought lasting at least one year compared to the OV. While drought variability in all regions and seasons are related to atmospheric wave trains spanning the Pacific-North American sector, longer-lead predictability is limited to the OV in December-February because it is the only region/season related to slow-varying sea surface temperatures consistent with El Niño-Southern Oscillation. The wave trains in all other regions appear to be generated in the atmosphere, highlighting the importance of internal atmospheric variability in shaping Midwestern drought.

The work follows a narrative format to go through the 2001 US invasion, the state-building of 2002–2005, the Taliban offensive of 2006, the US surge of 2009–2011, the subsequent drawdown, and the peace talks of 2019–2020. The focus is on the overarching questions of the war: Why did the United States fail? What opportunities existed to reach a better outcome? Why did the United States not withdraw from the war?

Abstract The Palestine-Israel conflict is probably one of the most pressing problems in the Middle East. Moreover, the United States has been involved in this conflict since the 1970s. Therefore, the present research aims to learn more about the American perception of the Palestinian-Israeli conflict. It was conducted using a survey that addressed Americans from different backgrounds, focusing on four variables: the American government’s position, solutions, the Israeli settlements, and Jerusalem. The research suggests a correlation between political party and the American perception of the conflict. It appears that Republicans seem to be against the withdrawal of the Israeli settlements, and they believe that the US government is not biased toward Israel. Nevertheless, Democrats tend to believe that the US government is biased in favor of Israel, and they support withdrawing the Israeli settlements. Moreover, there might be another correlation between the American perception and the source of information they use to learn about the conflict. Most of the surveyed Americans, whatever their resource of information that they use to learn about the conflict is, tend to believe that the US is biased in favor of Israel. It is crucial to know about the American perception when approaching to a solution to the conflict as the US is a mediator in this conflict, and a powerful country in the world.
