Nature of International Organizations and Purpose of Their Immunity

This chapter addresses the nature of international organizations and the purpose of their immunity. International organizations are created by their constituent member States to discharge vital functions and responsibilities on their behalf, and in some cases on behalf of the world community as a whole. They are established to offer cooperative and concerted approaches to common challenges and some problems that have the best chance of being solved through multilateral actions. Although States remain the primary actors in international relations, international organizations have joined the arena to provide the platform that enables different States to work together. International cooperation by States has become a necessity. To achieve their objectives, international organizations are granted certain privileges and immunities by their member States: in particular, jurisdictional immunity, which protects them from legal process. It is well settled that international organizations require those immunities that are necessary for them to fulfill their functions.

This article explores norms as idealizations, in an attempt to grasp their significance as projects for international organizations. We can think about norms as ‘standards of proper behaviour’. In this sense they are somehow natural, things to be taken for granted, noticed only really when they are absent. We can also think about norms as ‘understandings about what is good and appropriate’. In this sense, norms embody a stronger sense of virtue and an ability to enable progress or improvement. Norms become ideal when they are able to conflate what is good with what is appropriate, standard, or proper. It is when the good becomes ‘natural’ that a norm appears immanent and non-contestable, and so acquires an idealized form.45Along with the other articles in this special issue, I will attempt to challenge some of the complacency surrounding the apparent naturalness and universality of norms employed in international relations.


The peace process in Northern Ireland is associated with the signing of the Good Friday or Belfast Agreement, the arduous and lengthy implementation of this Agreement, and the continuing sectarianism in Northern Ireland. Despite the numerous and various studies about this case, no collection of scholarly analysis to date has attempted to assess a wide variety of theories prominent in International Relations (IR) that relate directly to the conflict in Northern Ireland, the peace process, and the challenges to consolidating peace after an agreement. IR scholars have recently written about and debated issues related to paradigms, border settlement and peace, the need to provide security and disarm combatants, the role of agents and ideas, gender and security, transnational movements and actors, the role of religions and religious institutions, the role of regional international organizations, private sector promotion of peace processes, economic aid and peacebuilding, the emergence of complex cooperation even in the world of egoists, and the need for reconciliation in conflict torn societies. How do the theories associated with these issues apply in the context of Northern Ireland’s peace process? Theories of International Relations and Northern Ireland explores primarily middle-range theories of International Relations and examines these theories in the context of the important case of Northern Ireland.

The author argues that the emergence of the first permanent intergovernmental (IIGO) and non-governmental (INGO) organizationsin the second half of the XIX-th century was due to common causes. He tries to justify the need to consider them not as independent objects of study, but as the phenomenon, caused by the high level of internationalization of economic life of states and of socio-economic consequences of the industrial revolution, reached in this period. The emergence of IIGOs, based on international treaty, was accompanied by establishment of a large number of INGOs operating in similar fields of human activity, which performed supplementary functions and regulated areas of cooperation and public needs, not covered by interstate agreements. The article presents the main factors that in later stages of internationalization and development of contemporary international relations gave the impetus to emergence and development of international organizations, including the military-technological revolution, that gave birth to mass destruction weapons and avalanche-like growth of the number of human and material losses during wars and military conflicts, the Cold War between world communism and world capitalism, the collapse of the colonial system and formation ofa new main contradiction of the world politics between the "Club of rich countries" and states of the "global periphery", beginning of development of regional integration processes and, finally, the emergence of global problems. The article emphasizes that both IIGOs and INGOs evolved from the supportive tools in implementation of multilateral interaction of sovereign states towards becoming an integral part of contemporary international relations, fulfilling many vital functions of modern human society and its citizens. Given the involvement of the overwhelming majority of modern sovereign states and tens of thousands of civil society organizations in activity of numerical IIGOs and INGOs, none of the existing centers of world power can afford to trample down and to subordinate activities of all these international organizations. The development of IIGOs and INGOs makes any attempts to create a unipolar system of contemporary international relations impossible.

Article is devoted to a role of world religions in the modern international relations and world politics. The phenomenon of world religious revival, his connection with globalization processes, formation of the multi-polar, polycivilization world is investigated. A research objective is the analysis of tendencies of a desecularization of the world community, the reasons and possible consequences of this process in global measurement. Article includes Introduction, three analytical sections and the Conclusion. In Introduction the phenomenon of world religious revival and approaches to his studying is presented. It is asked about a desecularization of the world community as a possible subject of the new direction of the international political researches – the international religious studies. The thesis about crisis of secular bases of modern political system of the world is proved in the first section. Revision of bases of a world order and standards of belonging to the world community from positions of the reviving religious fundamentalism, the cultural and political and social and economic bases of this process are considered. In the second section the role in a desecularization of the world community of political Islam (Islamism) is analyzed. It is noted that the greatest danger of politicization of Islam consists in emergence of difficult surmountable civilization break in the world community between the Western world (still confident in universality of the values) and the world of Islam. In the third section the possibilities of prevention of disintegration of the existing system of the international relations and collision of the cultural worlds are considered. The main attention is paid to processes of a global political institutionalization of such dialogue and its justification in the concept of global ethics – purposeful coordination and gradual connection of the basic moral and ethical values concluded in great religious and cultural traditions of the world. In the final section of article the conclusion is drawn that process of an institutionalization of civilization dialogue (civilization communication) it isn’t finished yet and didn’t become irreversible.

The world community and governments are constantly on the lookout for an effective benchmark for countries: the benchmark for their success or failure, security and vulnerability, quality of life, op enness, etc. All indices are inherently objective integrators of subjectively objective indicators. The confidence in the index is based on the equilibrium of these categories. The study tried to evaluate the degree of the sovereignty of the countries, and that of Ukraine in particular, with the help of the objectivity, which can be involved by the powerful econometric apparatus. Selection, normalization, estimation of stationarity and correlation analysis gave permission to accumulate the base of more than 40 statistical indicators for the countries of the world to a generalized index and forecast the development of its dynamics for the future. The country’s sovereignty index is considered to be integral and having a scale from 0 to 100. For a more visual presentation of the results, the scale of the sovereignty index is proposed for comparable countries, with the definition of a country conditionally relatively independent of the influence and recommendations of external international organizations or entities. It turned out that, in general, all the studied countries had a similar tendency for the development of the phenomenon, which confirms the effect of globalization and synergy in the external activity of these countries. This index may turn into a future measure of the success and failure of government policy and become an instrument for choosing the direction of the country’s development.

In 2020, the world community, states and citizens faced the serious global challenge. The COVID-19 pandemic jeopardized the implementation of the goals of sustainable development and inclusive growth, and has become a major challenge for the international cooperation and the action of global institutions. Being the main platform for cooperation among the world's leading economies, the G20 is often criticized for its inability to effectively withstand crises. However, as shown in this article, the G20 managed to quickly implement a coordinated set of large-scale measures to overcome the pandemic and its consequences and become a coordinator of anti-crisis actions. The author concludes that the unique characteristics of the G20 will allow it to remain the flagship of international efforts to ensure strong, sustainable, balanced and inclusive growth of the world economy, and suggests a number of priorities for the implementation of which the G20 agenda should be aimed at in the near future.
