One of the earliest sources of humanity’s religious impulse was severe weather, which ancient peoples attributed to the wrath of storm gods. Enlightenment thinkers derided such beliefs as superstition and predicted they would pass away as humans became more scientifically and theologically sophisticated. But in America, scientific and theological hubris came face to face with the tornado, nature’s most violent windstorm. Striking the United States more than any other nation, tornadoes have consistently defied scientists’ efforts to unlock their secrets. Meteorologists now acknowledge that even the most powerful computers will likely never be able to predict a tornado’s precise path. Similarly, tornadoes have repeatedly brought Americans to the outer limits of theology, drawing them into the vortex of such mysteries as how to reconcile suffering with a loving God and whether there is underlying purpose or randomness in the universe. In this groundbreaking history, Peter Thuesen captures the harrowing drama of tornadoes, as clergy, theologians, meteorologists, and ordinary citizens struggle to make sense of these death-dealing tempests. He argues that, in the tornado, Americans experience something that is at once culturally peculiar (the indigenous storm of the national imagination) and religiously primal (the sense of awe before an unpredictable and mysterious power). He also shows that, in an era of climate change, the weather raises the issue of society’s complicity in natural disasters. In the whirlwind, Americans confront the question of their own destiny—how much is self-determined and how much is beyond human understanding or control.

Previous research concerning climate change in the United States clearly illustrates the necessity for observing how ecological systems are influenced by natural disasters (Staudinger et. al. 2013; Nelson et. al. 2013). Traditionally, ecology is concerned with the relationships between organisms (human and other living beings) and their environment (Tyler & Spoolman, 2013). Human understanding of how organisms are affected by, how they adapt to, and how they work to sustain their environment has become even more diverse in recent years (Staudinger et. al. 2013). This may be due to a number of environmental factors that have occurred in recent years. However, this paper seeks to examine the ecological effects of the wind factor. In particular, we address the ecological effects of hurricanes as it relates to (1) environmental outcomes and alterations among organisms in the United States, (2) the well-being and adaptation of human and organismic life (i.e. animals, plants, etc.) post Hurricane Katrina and Camille (3) and how hurricanes alter and transform health and restoration patterns in the U.S.

Abstract Projected climate change could have major effects on forest management because of the potential for increased frequency, duration, and/or severity of extreme weather events. We surveyed public and private forestland management groups in the Mid-Atlantic region of the United States to better understand current interactions between extreme weather events and forest land management and to help predict future impacts. Our questionnaire addressed the importance and types of problems created by extreme weather events, the coping strategies employed to mitigate problems, and the overall economic effects of extreme weather. Responses were received from 322 forest managers/users (54% response rate) primarily representing state natural resources agencies, forestry consulting firms, large industrial forestry companies and smaller logging companies. Overall, respondents rated the impacts of extreme weather on their operations as low to modest; however, over 20% experienced “major” effects because of extreme weather over the past 10 yr. The highest rated impacts were: (1) reduced access to forestland because of flooding, deep snow, or wind- and ice-damaged trees; (2) increased costs for road and facility maintenance, and (3) direct damage to trees by wind, snow, or ice and subsequent effects on timber supplies and market prices. Mitigation strategies most commonly mentioned were switching of silvicultural systems and changing site preparation and planting schemes, but most respondents had not altered their management due to extreme weather. When asked about effects of a hypothetical 25% increase in severe weather, the most common mitigation strategy was increased investment in new equipment and facilities. Short-term economic impacts of severe weather varied between “supply increasing” conditions associated with increased tree damage and salvage operations and “supply decreasing” conditions related to reduced access to forest land. Increased severe weather due to climate change can be expected to have small to modest effects on forest management and users overall, but areas subjected to hurricanes and ice storms within the Mid-Atlantic region appear to be more sensitive to impacts of severe weather. Climate change litigation has emerged as a powerful tool as societies steer towards sustainable development. Although the litigation mainly takes place in domestic courts, the implications can be seen as global as specific climate rulings influence courts across national borders. However, while the phenomenon of judicialization is well-known in the social sciences, relatively few have studied issues of legitimacy that arise as climate politics move into courts. A comparatively large part of climate cases have appeared in the United States. This article presents a research plan for a study of judges’ opinions and dissents in the United States, regarding the justiciability of strategic climate cases. The purpose is to empirically study how judges navigate a perceived normative conflict—between the litigation and an overarching ideal of separation of powers—in a system marked by checks and balances.

AbstractThe United States has traditionally defined national security in the context of military threats and addressed them through military spending. This article considers whether the United States will rethink this mindset following the disruption of the Covid19 pandemic, during which a non-military actor has inflicted widespread harm. The author argues that the US will not redefine national security explicitly due to the importance of the military in the US economy and the bipartisan trend toward growing the military budget since 2001. However, the pandemic has opened the floodgates with respect to federal spending. This shift will enable the next administration to allocate greater resources to non-military threats such as climate change and emerging diseases, even as it continues to increase defense spending to address traditionally defined military threats such as hypersonics and cyberterrorism.

Abstract Over the last decade, communities have become increasingly aware of the risks they face. They are threatened by natural disasters, which may be exacerbated by climate change and the movement of land masses. Growing globalization has made a pandemic due to the rapid spread of highly infectious diseases ever more likely. Societal discord breeds its own threats, not the least of which is the spread of radical ideologies giving rise to terrorism. The accelerating rate of technological change has bred its own social and economic risks. This widening spectrum of risk poses a difficult question to every community – how resilient will the community be to the extreme events it faces. In this paper, we present a new approach to answering that question. It is based on the stress testing of financial institutions required by regulators in the United States and elsewhere. It generalizes stress testing by expanding the concept of “capital” beyond finance to include the other “capitals” (e.g., human, social) possessed by a community. Through use of this approach, communities can determine which investments of its capitals are most likely to improve its resilience. We provide an example of using the approach, and discuss its potential benefits.

As today’s catastrophic Covid-19 pandemic exacerbates ongoing crises, including systemic racism, rising ethno-nationalism, and fossil-fuelled climate change, the neoliberal world that we inhabit is becoming increasingly hostile, particularly for the most vulnerable. Even in the United States, as armed white-supremacist, pro-Trump forces face off against protesters seeking justice for African Americans, the hostility is increasingly palpable, and often frightening. Yet as millions of Black Lives Matter protesters demonstrated after the brutal police killing of George Floyd, the current, intersecting crises – worsened by Trump’s criminalization of anti-racism protesters and his dismissal of science – demand a serious, engaged, response from activists as well as artists. The title of this article is meant to evoke not only the state of the unusually cruel moment through which we are living, but also the very different approaches to performance of both Brecht and Artaud, whose ideas, along with those of others – including Benjamin, Butler, Latour, Mbembe, and Césaire – inform the radical, open-ended, post-pandemic theatre practice proposed in this essay. A critically acclaimed dramatist as well as Professor of English and Playwriting at California State University, Northridge, Mitchell’s published volumes of plays include Disaster Capitalism; or Money Can’t Buy You Love: Three Plays; Brecht in L.A.; and Ventriloquist: Two Plays and Ventriloquial Miscellany. He is the editor of Experimental O’Neill, and is currently at work on a series of post-pandemic plays.
