UNESCO, the United Kingdom, and Cultural Diversity after the Millennium

This final diachronic chapter steps back from the question of literature’s publicly funded status to consider how cultural diversity became an important site of negotiation in the United Kingdom’s dealings with UNESCO. It suggests that cultural diversity was not only a competency developed through post-war state funding but an expansive discourse appropriated by competing geopolitical alliances within UNESCO. The 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions staged the larger tensions between the national and supra-national debates of cultural diversity. For all its flaws, and the United Kingdom’s ongoing ambivalence about UNESCO, the Convention promised to institute a more equitable public culture in ways that the controversy over the 2017 Jhalak Prize for Black Asian and Minority Ethnic writers suggests were sorely needed.

This article highlights the role of Charles de Gaulle in the history of united post-war Europe, his approaches to the internal and foreign French policies, also vetoing the membership of the United Kingdom in the European Community. The authors describe the emergence of De Gaulle as a politician, his uneasy relationship with Roosevelt and Churchill during World War II, also the roots of developing a “nationalistic” approach to regional policy after the end of the war. The article also considers the emergence of the Common Agricultural Policy (hereinafter - CAP), one of Charles de Gaulle’s biggest achievements in foreign policy, and the reasons for the Fouchet Plan defeat.

AbstractThis article deals with the question of whether regional cultural competence centers foster the diversity of cultural expressions and how the objectives of the United Nations Educational, Scientific, and Cultural Organization’s (UNESCO) Convention on Cultural Diversity are implemented. By introducing the Convention on Cultural Diversity, the conditions of regional cultural policy governance, and the idea of regional cultural competence centers, a framework for evaluation is outlined. The evaluation of four regional cultural competence centers in the Swiss Central Region shows that fostering cultural diversity is complex and has many different approaches and effects. The final discussion concludes that principles such as “interculturality,” “freedom,” and “access for all” under the Convention on Cultural Diversity can promote a diversity of cultural expressions but that these criteria have to be set from outside—for example, by public funding institutions—so that regional actors implement them.

This article studies religious arbitration from the perspective of global legal pluralism, which embraces both normative plurality and cultural diversity. In this context, the article considers that UK arbitration law regulates both commercial and religious arbitration while relying on a monist conception of arbitration. It further identifies two intertwined issues regarding cultural diversity, which find their source in this monist conception. Firstly, through the study of Jivraj v. Hashwani ([2011] UKSC 40), this article shows that the governance of religious arbitration may generate a conflict between arbitration law and equality law, the avoidance of which can require sacrificing the objectives of one or the other branch of law. The Jivraj case concerned an Ismaili arbitration clause, requiring that all arbitrators be Ismaili—a clause valid under arbitration law but potentially not under employment-equality law. To avoid such conflict, the Supreme Court reduced the scope of employment-equality law, thereby excluding self-employed persons. Secondly, based on cultural studies of law, this article shows that the conception of arbitration underlying UK arbitration law is ill-suited to make sense of Ismaili arbitration. In view of these two issues, this article argues that UK arbitration law acknowledges normative multiplicity but fails to embrace the cultural diversity entangled therewith.

Minority ethnic patient groups typically have the highest bariatric surgery preoperative attrition rates and lowest surgery utilisation worldwide. Eligible patients of Pacific Island ethnicity (Pacific patients) in New Zealand (NZ) follow this wider trend.ObjectivesThe present study explored structural barriers contributing to Pacific patients’ disproportionately high preoperative attrition rates from publicly-funded bariatric surgery in Auckland, NZ.SettingPublicly-funded bariatric surgery programmes based in the wider Auckland area, NZ.DesignSemi-structured interviews with health sector professionals (n=21) were conducted.Data were analysed using an inductive thematic approach.ResultsTwo primary themes were identified: (1) Confidence negotiating the medical system, which included Emotional safety in clinical settings and Relating to non-Pacific health professionals and (2) Appropriate support to achieve preoperative goals, which included Cultural considerations, Practical support and Relating health information. Clinical environments and an under-representation of Pacific staff were considered to be barriers to developing emotional safety, trust and acceptance of the surgery process with patients and their families. Additionally, economic deprivation and lower health literacy impacted preoperative goals.ConclusionsHealth professionals’ accounts indicated that Pacific patients face substantial levels of disconnection in bariatric surgery programmes. Increasing representation of Pacific ethnicity by employing more Pacific health professionals in bariatric teams and finding novel solutions to implement preoperative programme components have the potential to reduce this disconnect. Addressing cultural competency of staff, increasing consultancy times and working in community settings may enable staff to better support Pacific patients and their families. Programme structures could be more accommodating to practical barriers of attending appointments, managing patients’ preoperative health goals and improving patients’ health literacy. Given that Pacific populations, and other patients from minority ethnic backgrounds living globally, also face high rates of obesity and barriers accessing bariatric surgery, our findings are likely to have broader applicability.

Much has been written about what makes political parties form, persist, change and die. One factor often brought into this discussion is the availability of resources in general and of state financing of political parties in particular. However, an empirical link at the aggregate level is difficult to establish because of various issues of conceptualization, operationalization and measurement. Working at the party level and taking into consideration that state funding provides important resources that make running in elections and achieving a party’s electoral target more likely, this article provides empirical support for the claim that parties who (anticipate to be or) are being funded by the state have a higher chance of forming and surviving in an independent format in the party system. Based on a comparison of 14 post-communist party systems, the main conclusion of the article is that the survival rate for such parties exceeds the survival rate for the non-publicly funded ones in almost all cases. A second, novel and more particular, finding is that parties who find themselves outside parliament, but above the payout threshold, display higher survival rates than parties who are below it.

Reports and documents from government and other organisations have existed for centuries, but in the post-war period their production increased significantly. Computers, databases, desktop publishing software and the internet have revolutionised the ways documents can be produced and disseminated, allowing individuals, groups and organisations access to a whole new world of information. The result has been an explosion in online publishing that has transformed scholarly communication. Research reports – or grey literature as they are also known – are now an essential part of many disciplines, including science and technology, health, environmental science and many areas of public policy. While access to these reports has become easier in many respects, online publishing presents many challenges as well, particularly for collecting organisations faced with the task of adapting their systems. The management of grey literature raises many issues that are still not resolved today. This article provides some background to these ongoing challenges in Australia, the United States, the United Kingdom and Europe.

SYNOPSISA brief review of post-war developments indicates the course of research into psychiatric morbidity at the level of primary care in the United Kingdom. The theoretical and practical importance of such work has now been demonstrated and some major lines of future enquiry are outlined.
