The Territories in Israeli Politics

Even though settlers constitute a minority whose goals are not shared by the majority of Israelis, their settlements’ project still thrives. This chapter strives to explain this paradox by providing three complementary explanations for the success of the settlers’ movement in overcoming their limited representation within the political system, as well as changes in Israel’s political and strategic environment. It attributes the impressive success of the settlers to their ability to establish effective networks of influence within the Israeli public administration; their successful branding, which associated the settlements with the traditional Zionist ethos; and their movement into the mainstream of the political system. After setting the stage for its analysis with a brief overview of the origins and evolution of the settlements’ project, the chapter presents explanations and elucidates how they complement each other effectively to allow the settlers to bypass, or overcome, various political and security-related challenges. The chapter concludes by assessing the ability of the settlers’ community to continue to utilize similar methods of political activism and policymaking in the future.

Beyond the relative opening of the political system that characterized 2005 in Egypt — with the President being elected directly for the first time and the increased competition allowed during legislative elections — the 2005 elections also constituted an opportunity to consider and evaluate the internal struggles for influence under way within the ruling National Democratic Party (NDP). In a context largely influenced by the perspective of President Husni Mubarak's succession and by calls for reform coming from both internal and external actors, changes currently occurring at the party level may have a decisive impact on the future of the Egyptian regime.

The ideas of early Confucianism regarding the art of public administration in the most general form can be reduced to the synthesis of ethics and aesthetics in the demand to transform for the better the morals of disciples, rulers, and people in general. This view was reflected in the development in Confucianism of the specific system of education and transformation of morals, in which an important role was ascribed to studying the poetic art, rites and rituals, to the guidance in benevolent and respectful relations between people and mutual help, while special emphasis was made on the comprehension of musical art. The basic stability of the political system was supposed to be based on morals and relations between people. Achievement in the field of education of the members of society was attained through the active involvement of ethical and aesthetic principles, the synthesis of which was required to create the best system of public administration. Confucians` notions of establishing an optimal system of administration through education based on the study of rituals and rites, poetic art and music had a significant impact on the evolution of Chinese culture and civilization.

This chapter discusses how Americans debated regarding women's right to vote, even before the passage of the Nineteenth Amendment in 1920. By the presidential election of 1936, most agreed that women had failed to organize in numbers large enough to provide them with an effective voice in the political system. However, World War II would create opportunities for women's political activism. As men joined the service, women replaced them not only in the industrial workplace but also in political organizing. Americans concerned with dramatic shifts in gender roles then engaged in a concerted effort to remasculinize U.S. culture after the war. In need of strategies to lessen their apparent threat to American masculinity, Progressive women, led by Women for Wallace chair Elinor Gimbel, introduced various tactics to calm fears about the supposed dangers of leftist women.

The aim of this paper is a comparative analysis of legislative solutions and practical application of the public consultations in the Polish local government after 1989. The legal changes that occurred during this period have guaranteed Polish citizens the tool to direct exercising the political power. Unfortunately, the lack of legislative precision in the use of mechanisms of civic participation in Poland is characteristic of public consultation. Despite the fact that this solution has been used by public administration since the political-system transformation and the passing of the Act on Gmina Self-Government of 1990, and that in 1997 the consultations as a form of the exercise of power by the citizens were also established in the Constitution, for the first two decades there was a fairly great freedom of interpretation in holding them, which the local self-government authorities widely used. Positive changes in the practice of using the mechanisms of public consultation in Poland, including the formulation of the widely accepted set of guidelines and practical advice concerning the manner of implementing these mechanisms, began to take place only in the last four to five years. Main thesis of the paper is the opinion that public consultations in the example of the Polish self-government despite nearly three decades of legislative and political experiences are still not an effective tool of direct democracy, but only a bureaucratic facade.

In this article, the author discusses the expansion of the principle of disclosure in parts of the state’s security policy which regard screening procedures that make it possible to access classified information by those interested in the work or service in particular public spheres. To reduce the risk of the state organs making decisions based on extra-substantive factors, the author postulates to include the Ombudsman in the above procedures. This person would balance the position of the parties engaged in the procedure and strengthen the protection of the rights and freedoms of individuals. In a broader context, this idea, built on the premise of preventing undesirable phenomena related to concessions on citizens’ subjectivity, should increase their trust in the state’s security policy. They need to be convinced that proper organs, with secure positions within the political system, hold competences allowing them to make justified interventions that protect the citizens. It will not, however, change the face of the discussion of great importance for the future of the state – on individual citizens resigning from a part of their rights and freedoms in favour of security.

This article elaborates the thesis the process and results of the regional heads elections in 2019 and 2020. An attempt is also made to frame the model of the manageable electoral procedure for the governors’ appointments implemented during the period of the regional election campaigns of 2019 and 2020. The methodological framework includes the design of the regional electoral cycle and the concept of the viability of public administration and administrative elites as an independent research category of political science. Based on the results of the analysis, a conclusion is drawn about the current situation of the state administration and administrative elites in the Russian political system and the degree of their participation in the political process.

Introduction. The introduction identifies one of the most important problems in the political history of Russia – the problem of determining and choosing the path of the long-term civilizational development in the aspect of liberal and conservative paradigm. Methods and materials. As the main methods the authors apply: the historical-comparative, systemic, typological and historical-political ones. The main sources are the following: ”Plan of State Transformation” by M.M. Speransky and “Note on Ancient and New Russia in Its Political and Civil Relations” by N.M. Karamzin. Analysis. In the course of the comparative analysis the authors carry out the study of the plan of M.M. Speransky’s state reforms and N.M. Karamzin’s political program in the aspect of the liberal and conservative axiology. The authors conclude that there were two different models of civilizational development of the state. One of them, represented by M.M. Speransky, suggested radical changes in the political system, legislation, social relations and led Russia to the liberal Western path of development. N.M. Karamzin proceeded from the priority of national and state traditions and the perniciousness of transferring European political institutions, customs and practicies to the Russian soil. Results. The result of the study is the conclusion that in the complete absence of a basis for the formation of liberalism in Russia, M.M. Speransky’s constitutional search was doomed to failure and resulted in the practice of building a system of the rational public administration within the framework of absolutism. Centuries-old historical traditions of Russia were much stronger than the desire of Alexander I to give the country a Constitution.
