Innovation and Entrepreneurship Education and Its Implications for Human Capital Development in China

Education plays a fundamental role, through human capital development, in building the innovation capability and ultimately sustainable economic performance and competitiveness of a nation. In its effort to catch up and increase China’s global competitiveness, the Chinese government has embarked on an ambitious development program in recent decades and treats the educational transformation as part of China’s broader development strategy underpinned by innovation. This chapter examines the role of the state in education reform to raise the creativity and innovation capacity of the nation. It discusses characteristics and pitfalls of creativity/innovation education and entrepreneurship education at the primary, secondary, and tertiary levels with reference to teaching objectives, mechanisms/techniques, and effectiveness. It also proposes a number of suggestions for key stakeholders to develop an integrated and effective system of innovation and entrepreneurship education to meet various needs of individuals, communities, and society.

Education is the driving force for economic development and raising living standards. As an active factor of production - a sophisticated person determines the socio-economic development of a country. Truly, there are many factors hindering the rapid development, of which solution in a relatively short time is impossible (f.ex. returning of occupied territory); However there exist other kind of problems (development of infrastructure in a short time, cost saving on maintaining the state bureaucracy and leaving more money for the economy; having reliable money in circulation; an effective social assistance system, etc.), which can be eliminated in a short time. Among such important problems, the most important is to raise the level of human education, so, the qualitative level of human capital development. In order to make the country attractive in the conditions of rapid competition, it is necessary to create an innovative, creative atmosphere for the introduction of the updated education system, for the improvement of human capital. That should ensure the continuous update of the knowledge obtained at the higher Education institutions in parallel with the scientific and technical progress improved level. All this requires a lot of private initiatives, less regulation by the state and in the right direction of finances, reasonable and targeted spending. In Summary, the goal of the ongoing education reform is to make education not just as as a business but to make it more as a public good. Since education is the most significant sphere for accumulation of human capital and dissemination of knowledge in modern digital economy, it is necessary to increase the role of the state in improving this field. Human capital is an important asset for the survival of organization. Poor human capital are not able to contribute effectively to the development of organization. Therefore, human capital must be developed through appropriate programs so that their potential can be harnessed to maximum level. Institutions of Islamic Affairs Management plays an important role in Malaysia. These institutions need competent human capital to ensure quality of services delivered are in accordance with customer expectations. However, human capital competency in the institutions of Islamic Affairs Management is still questionable. Literature shows that empirical studies about human capital development programs in the institutions of Islamic Affairs Management is sorely lacking. Therefore, the objective of this study is to explore the implementation of human capital development programs in the institution of JAKIM. This study employed qualitative methods using the JAKIM as case study organisation. A total of 15 informants were interviewed in this study. Data were analysed using thematic analysis which is facilitated by ATLAS ti software. The results showed there are 5 human capital development programs implemented in JAKIM that is training, education and knowledge, human resource management, quality and work experiences. The results also shows all the programs have been well implemented. The administrators either in public or private sector can use these findings as a guide to implement human capital development programs in their organisations effectively.

The current production and consumption systems have created many social and environmental issues in the global business environment. These issues are of concern for many policymakers across the globe. The essence of the policy framework on sustainability is to transform the global economy into a more sustainable economy. Human capital development is central to economic transformation. This chapter examines the human capital development strategy for a more sustainable economy. A desktop research approach was adopted to investigate the relationship between human capital development strategy and sustainable economic development. For an effective transition into a sustainable economy, this chapter upholds an alignment of human and organisational development strategy, as well as a national development plan with the economic, social, and environmental pillars of sustainability. Therefore, human capital development strategy is a holistic approach to explore the four greens (green savings, green opportunities, green talent, and green places) for a more sustainable economy.

In his article Child movement in Russia as an instrument of modern human capital development the author puts forward the problem of underestimating and even complete ignoring children community unions while handling the task of preparing effective human potential for Russian regions. According to author the State as the customer of human capital and the children movement as a potential contract accepter at key stages of forming required values, competencies and traits, have not yet built regular “business” relationship: they have not defined exact goals of educational process according to current labour market demands, and have not drawn ”game rules” for educators market. Fineness of the publication is due to the fact that many advocates of pushing global human and Russian traditional spiritual values into education do not see themselves as professionals responsible for forming competencies for success at modern labour markets as well. Even the terms human capital, educators market, personal development program are strongly confronted by many teachers. But it is impossible not to talk about that. Especially after publishing State strategy of pedagogy in Russian Federation up to 2025 and its stating the task of forming national pedagogical ideal.
