Education is the driving force for economic development and raising living standards. As an active factor of production - a sophisticated person determines the socio-economic development of a country. Truly, there are many factors hindering the rapid development, of which solution in a relatively short time is impossible (f.ex. returning of occupied territory); However there exist other kind of problems (development of infrastructure in a short time, cost saving on maintaining the state bureaucracy and leaving more money for the economy; having reliable money in circulation; an effective social assistance system, etc.), which can be eliminated in a short time. Among such important problems, the most important is to raise the level of human education, so, the qualitative level of human capital development. In order to make the country attractive in the conditions of rapid competition, it is necessary to create an innovative, creative atmosphere for the introduction of the updated education system, for the improvement of human capital. That should ensure the continuous update of the knowledge obtained at the higher Education institutions in parallel with the scientific and technical progress improved level. All this requires a lot of private initiatives, less regulation by the state and in the right direction of finances, reasonable and targeted spending. In Summary, the goal of the ongoing education reform is to make education not just as as a business but to make it more as a public good. Since education is the most significant sphere for accumulation of human capital and dissemination of knowledge in modern digital economy, it is necessary to increase the role of the state in improving this field. Purpose. The aim of the article is substantiation of the concept of human capital development in economic thought in view of various directions and theories to ensure economic relations and the evolution of human capital, clarification of the essence and content at the present stage of economic development. Methodology of research. The methods generally accepted in economics were used in the course of writing the article: theoretical and comparative analysis – to reveal the essence and significance of human capital; analysis and synthesis, system and structural, abstract and logical, grouping method – to group the functions of human capital and determine its content. Findings. The concepts and basic theoretical approaches to determining the essence of human capital in the economic system of society are studied. The need to invest in person through investments, by limiting consumption, which over time will bring economic effect, was determined. The main sources of human capital investment, levels of perception and accumulation of capital among people of working age are identified. The main functions of human capital are systematized. The peculiarities of human capital wear and tear in the process of development are determined and outlined. Originality. The study of the essence of human capital and the need to invest in its accumulation has been further developed, which allows to obtain an integrated economic and social effect, which benefits not only a particular person but also the company where he works and society as a whole. Practical value. The conducted results of the study can be used in the development of social and economic development programs at the regional, local and national levels, taking into account the peculiarities of accumulation and development of human capital in the territorial units of Ukraine. Education plays a fundamental role, through human capital development, in building the innovation capability and ultimately sustainable economic performance and competitiveness of a nation. In its effort to catch up and increase China’s global competitiveness, the Chinese government has embarked on an ambitious development program in recent decades and treats the educational transformation as part of China’s broader development strategy underpinned by innovation. This chapter examines the role of the state in education reform to raise the creativity and innovation capacity of the nation. It discusses characteristics and pitfalls of creativity/innovation education and entrepreneurship education at the primary, secondary, and tertiary levels with reference to teaching objectives, mechanisms/techniques, and effectiveness. It also proposes a number of suggestions for key stakeholders to develop an integrated and effective system of innovation and entrepreneurship education to meet various needs of individuals, communities, and society.

Due to the rapid development of digital technology, the structure of future jobs is becoming increasingly complex, and university graduates need to acquire the right combination of skills to succeed in a rapidly changing world. The need for continuous replenishment and updating of professional knowledge is determined by the pace of scientific and technological progress, the transition to the information stage of the development of society, and the widespread use of innovative technologies. There are prerequisites for the formation and development of the category of “strategic outsourcing”. Unlike the services of the service, which have a one-time, episodic nature, strategic outsourcing is usually transferred to the functions of professional support for the uninterrupted operation of individual systems and infrastructure based on a long-term contract. Strategic outsourcing allows not only to restructure business processes radically but also significantly improve opportunities and prospects. The purpose of this study is to study the concept of outsourcing in entrepreneurial training and the development of human capital.

The role of the state in economic development is one of the oldest topics in economics, yet controversies rage with similar passion and camps are divided on lines today broadly similar to the early writings. Though the authors of the papers in this symposium present different views, they all refuse to pose the question as a simple choice between the market mechanism and state intervention. Larry Westphal and Albert Fishlow evaluate the South Korean and the Latin American experience, respectively, in their essential complexity. Mrinal Datta-Chaudhuri draws upon a comparative study of the Indian and East Asian cases to bring out the contradictions and complementaries in the relationship between the state and the economy. Anne Krueger's paper reflects on how the comparative advantages and disadvantages of state action flow from its organizational and incentive characteristics.

The key factor of sustainable economic development is investment support for human capital development aimed at generating innovative knowledge, professional skills, support and development of abilities and talents, qualitative human characteristics without which economic and social growth is excluded. The study of human capital and the right to use it as objects of an accounting system designed to provide reliable information to users will help society to control the process of human development as a core value and driving force in achieving sustainable economic development from the micro to the global level. In this study, the methods for assessing human capital as an object of accounting «The right to use human capital» are applied according to the methodology of the International Financial Reporting Standard 16 "Lease". The condition for applying the methodology of this standard is the analogy with the employment contract between the business entity and the employee with the terms of the lease agreement. The measurement of such an asset is based on the initial measurement of the lease liability, which is calculated as the present value of future lease payments. Such an asset is subject to straight-line amortization over the life of the contract. Additional investment in human capital at the start of a contract, or in the process of execution, increases the value of the Right to Use Human Capital. To calculate the initial cost of an asset and its depreciation during the term of the employment contract, you can use the existing mathematical methods from the standard list of the EXCEL office program. In this study, using a conditional example of an employment contract for a period of five years, a minimum wage of UAH 6,000 and a discount rate of 7%, the calculation of the initial cost of the «Right to use human capital» is provided.

The article describes the impact of the Mass Media on the formation of the worldview of the young. This impact may be positive or negative. On the one hand, the media educate young people and enhance their participation in public life. On the other hand, they may mislead or promote false values, and manipulate the young generation’s consciousness. What helps people not to get involved into the tried-and-true crowd manipulation scheme in the media landscape is critical thinking, whose lack results in inability to choose the right guidelines in the flow of false information provided by various Media. The authors emphasize the role of the state, which, regarding the needs of the society, should enculturate the young generation, as well as exercise tight control over communication in the global web and publications in the Internet Media and social networks. One of the directions of the state’s policy is expanding the geography of information and communication technologies, and the other is ensuring information security of the young in general and adolescents in particular. To provide this, the state develops organizational and legal mechanisms aimed at protecting children from harmful information in the web, and requirements for the content, its expert evidence and government control. The article demonstrates the results of a study carried out by the authors to assess the current youth Media and their influence on criminality. The key criterion for selecting participants of the focus group was young age, since the young are the most active and the least protected players in the media landscape. The sampling was made by random choice in order to ensure equal opportunities for participation in the study.

Studies of factors of sustainable economic development in modern conditions are highly relevant for Russia due to the constant increase and tightening of sanctions restrictions. They have a negative impact on the introduction of innovative developments and economic growth, and reduce the competitiveness of Russian enterprises and their products on world markets. Human capital can become one of the key factors for countering sanctions restrictions, improving the efficiency of economic development and gaining additional competitive advantages for domestic enterprises and the economy as a whole. Assessing the impact of human capital on the sustainable development of the economy is difficult, since it is one of the specific forms of capital. When making appropriate measurements, economic scientists rely on a number of developed theoretical methods and practical tools that support them, which allow us to obtain fairly accurate values of the human capital development index (HDI) based on statistical data. First of all, this is the current UN methodology for calculating the HDI indicator, as well as modern software systems OriginPro-8.6 and Eviews-10.0, which have sufficiently advanced functionality for performing calculations. Russia today has all the necessary prerequisites and opportunities for progressive social and economic development. However, the formation of econometric models will help to timely determine the current and forecast values of the level of human capital development for individual enterprises, industries, and the country’s economy as a whole. This paper shows the practical application of the econometric tools of all the above approaches to obtain the calculated values of the HDI indicator for different time periods and different scenarios for the development of the Russian economy. The results obtained confirmed the high practical significance of the tools used and the acceptable accuracy of the calculations. However, the current and forecast values of the level of human capital development alone will not be able to ensure the effective development of the Russian economy. On the contrary, the effective use of human capital in the implementation of import substitution strategies and national projects will allow our country to become one of the world’s leading economic development countries.

This research is a qualitative research with case study at PT Kimia Farma (Persero) Tbk. The purpose of this research is to understand the overall development strategy of human capital of the Company. Data were collected from primary data through interview, observation, and recording; while secodary data were obtained from PT Kimia Farma (Persero) Tbk or from the externals that are used by the researcher to strengthen the premise, theory building, or data from previous researchers.  The data collected from primary and secondary sources are then processed. The validity of data is checked though data accuracy checking process (triangulation). This research found that the Company has conducted human reseource development strategy through 1) Integrated HR Development with the Company’s visions and missions; 2) open recruitment and selection process will decide and find the candidates who meet the qualifications; 3) preparing assessement center to select the right candidate for the right position; 4) employees training can improve the employees’ competence; and 5) the right development of human capital to prepare for the competitiveness in the future..
