This chapter is concerned with Sweden’s current macroeconomic policy framework: how it emerged after the deep economic crisis of the 1990s and how it has functioned since then. The chapter describes a series of institutional reforms in the 1990s and 2000s that were implemented following a major financial crisis in 1991 and 1992. The reforms introduced central bank independence, flexible inflation targeting, a highly structured budgetary process, and an independent fiscal policy council. Thus, a common denominator in reform was to remove economic governance from immediate political control. It also describes the results of these reforms. Finally, the chapter accounts for some important contemporary economic policy controversies.

The paper discusses the economic issues of the COVID-19 pandemic. The resulting coronomic crisis is not a typical economic crisis since the coronomic crisis was not formed in the economy itself but is the result of the inability of medicine to solve the pandemic problem. The coronomic crisis is, by its very nature, an atypical economic crisis and is fundamentally different from other atypical economic crises that took place in the XX century. The coronomic crisis put the issue of the “crisis of globalization” on the agenda. The coronomic crisis exposed the weaknesses of globalization. Overcoming the COVID-19 pandemic is possible exclusively at the global level. The paper shows that the current process of de-globalization is “forced” by its nature and it will definitely be replaced by a qualitatively renewed process of globalization. Economic recovery from the corona crisis will be most successful only on the basis of the adherence to a free trade regime. In economic science, the problem of government intervention in the economy, especially during the pandemic and the post-pandemic period, is still relevant. The corona crisis has clearly confirmed the inability of inflation targeting to achieve macroeconomic stability. The coronomic crisis requires two approaches to economic policy. In particular, we mean an anti-crisis economic policy and a post-crisis economic policy. Economic incentives provided by the government to businesses contribute to the zombieing of the economy which will be one of the most difficult problems of the post-crisis period. The coronomic crisis made the issue of the economic security of each individual country even more urgent. The problem of ensuring food security is equally important. The economic policy of the post-crisis period must necessarily include measures to ensure a country’s food security. Since the possibility of a repetition of a pandemic in the future is similar to the current one, the problems of coronomics should remain in the field of study of economists for many years.

AbstractThe global economic crisis has affected the whole world, including Serbia. Countries with different degrees of development reacted with different measures of economic policy, both monetary as well as fiscal. Economic authorities in Serbia have encountered certain limiting factors in the selection of measures, first of all taking into account the unfinished transition process. This paper will examine whether the applied monetary and fiscal policy in Serbia is adequate according to the position which Serbia occupies by the Mundell-Fleming model, as well as to identify the starting position for future economic policy measures.

The article aims at presenting the <em>modus operandi </em>of Keynes’ economic policy –especially fiscal policy, which he reveals as the most important. For that purpose, the article is divided into four sections. First, it starts with a brief introduction. Secondly, it presents an analysis of the dynamic of monetary economies. The third section explores the importance of monetary and exchange rate policies in displaying macroeconomic policy, as well as it presents the Keynes fiscal policy as a counter-cyclical instrument. Lastly, the fourth section offers some final remarks.

Despite the European Parliament’s (EP) growing role, its influence and scrutiny capacity remain considerably weaker than the role traditionally reserved for parliaments in economic and fiscal policy decision-making at the national level. The EP has exploited any opportunity to enhance these powers: In particular, the EP has a record of using crisis and extraordinary situations to expand its role beyond the formal prerogatives given to the institution. Following this literature, this article examines the role and influence of the EP on economic and fiscal policy, focusing on the response to the Covid-19 crisis. Negotiation of the Recovery and Resilience Facility presents an auspicious area to analyse the strategies implemented by the EP to influence the outcome and reinforce its position in EU economic governance. The article will look specifically at the formal and informal mechanisms used by the EP during the crisis to expand its powers. Moreover, it utilises a research design that combines the content analysis of several official/public documents and statements from key members of the European Parliament (MEPs) involved in economic policy.

The author uses empirical studies of the Russian economy and cases of successful technological modernization to outline several groups of disincentives for private companies to perform fixed capital investment in Russia. To counter these constraints, a certain incentive-based economic policy framework is developed.

ABSTRACT The purpose of this contribution is to develop a Post Keynesian monetary policy model, presenting its goals, tools, and channels. The original contribution this paper develops, following (Keynes’s 1936, 1945) proposals, is the use of debt management as an instrument of monetary policy, along with the interest rate and regulation. Moreover, this paper draws its monetary policy model by broadly and strongly relying on Keynes’s original writings. A monetary policy model erected upon this basis relates itself directly to the Post Keynesian efforts to offer a monetary policy framework substantially different from the Inflation Targeting Regime of the New Macroeconomic Consensus.

An issue of the economic growth launching in Russia and carrying out technological renewal of the economy seems to be the central task at the current stage of the country’s economic development. However, the overwhelming majority of theories of economic growth, as well as the classical theory of economic policy, do not give an exact answer as to the technological renewal in the economy and its role when changing the structure of technologies and investments in them. The present study fills that apparent gap, and on the basis of the theory of technological paradigms created by the Russian school of economic thought. The purpose of the study is to structurally analyze the dynamics of investments in fixed assets in the technological structures of the Russian economy with an assessment of the impact on it of certain instruments of macroeconomic policy. On the basis of taxonomic methods of identifying paradigms by types of economic activity, the authors propose a solution to the problem of measuring structures and the investments made in them. The stages in the methodology for the struc- tural analysis and assessment of the economic policy instruments impact- ing through the regression econometric analysis on the target investment function of each of the identified paradigms are formed. The study resulted in obtaining a picture of the distribution of the impact of macroeconomic policy instruments separately for each technological paradigm, according to the selection made. That allows, firstly, to understand the dispersed power of the influence of the economic policy being implemented, and secondly, to see the possibilities of correcting the ongoing structural and investment policy and the use of macroeconomic instruments, as well as institutional changes – individual for each element of the structure – technological paradigm. The prospect of the study is the development of various models based on the selected structure of technological paradigms and investments in them, linking the development of structures and detailing the impact of each of the economic policy instruments.
