We present a numerical optimization method to find highly efficient (sparse) approximations for convolutional image filters. Using a modified parallel tempering approach, we solve a constrained optimization that maximizes approximation quality while strictly staying within a user-prescribed performance budget. The results are multi-pass filters where each pass computes a weighted sum of bilinearly interpolated sparse image samples, exploiting hardware acceleration on the GPU. We systematically decompose the target filter into a series of sparse convolutions, trying to find good trade-offs between approximation quality and performance. Since our sparse filters are linear and translation-invariant, they do not exhibit the aliasing and temporal coherence issues that often appear in filters working on image pyramids. We show several applications, ranging from simple Gaussian or box blurs to the emulation of sophisticated Bokeh effects with user-provided masks. Our filters achieve high performance as well as high quality, often providing significant speed-up at acceptable quality even for separable filters. The optimized filters can be baked into shaders and used as a drop-in replacement for filtering tasks in image processing or rendering pipelines.

Abstract Background There is a general agreement upon the importance of acquiring laparoscopic skills outside the operation room through simulation-based training. However, high-fidelity simulators are cost-prohibitive and elicit a high cognitive load, while low-fidelity simulators lack effective feedback. This paper describes a low-fidelity simulator bridging the existing gaps with affine velocity as a new assessment variable. Primary validation results are also presented. Methods Psycho-motor skills and engineering key features have been considered e.g. haptic feedback and complementary assessment variables. Seventy-seven participants tested the simulator (17 expert surgeons, 12 intermediates, 28 inexperienced interns, and 20 novices). The content validity was tested with a 10-point Likert scale and the discriminative power by comparing the four groups’ performance over two sessions. Results Participants rated the simulator positively, from 7.25 to 7.72 out of 10 (mean, 7.57). Experts and intermediates performed faster with fewer errors (collisions) than inexperienced interns and novices. The affine velocity brought additional differentiations, especially between interns and novices. Conclusion This affordable haptic simulator makes it possible to learn and train laparoscopic techniques. Self-assessment of basic skills was easily performed with slight additional cost compared to low-fidelity simulators. It could be a good trade-off among the products currently used for surgeons' training.

Insulator detection is an essential task for the safety and reliable operation of intelligent grids. Owing to insulator images including various background interferences, most traditional image-processing methods cannot achieve good performance. Some You Only Look Once (YOLO) networks are employed to meet the requirements of actual applications for insulator detection. To achieve a good trade-off among accuracy, running time, and memory storage, this work proposes the modified YOLO-tiny for insulator (MTI-YOLO) network for insulator detection in complex aerial images. First of all, composite insulator images are collected in common scenes and the “CCIN_detection” (Chinese Composite INsulator) dataset is constructed. Secondly, to improve the detection accuracy of different sizes of insulator, multi-scale feature detection headers, a structure of multi-scale feature fusion, and the spatial pyramid pooling (SPP) model are adopted to the MTI-YOLO network. Finally, the proposed MTI-YOLO network and the compared networks are trained and tested on the “CCIN_detection” dataset. The average precision (AP) of our proposed network is 17% and 9% higher than YOLO-tiny and YOLO-v2. Compared with YOLO-tiny and YOLO-v2, the running time of the proposed network is slightly higher. Furthermore, the memory usage of the proposed network is 25.6% and 38.9% lower than YOLO-v2 and YOLO-v3, respectively. Experimental results and analysis validate that the proposed network achieves good performance in both complex backgrounds and bright illumination conditions.

ABSTRACT Many governmental incentives unilaterally offered in special economic zones affect competition in international markets and thus fall within the scope of the World Trade Organization’s Agreement on Subsidies and Countervailing Measures. Until very recently, products made in such zones could face countervailing duty investigations abroad on a charge of improper subsidization. In 2019, the World Trade Organization issued its first ruling focusing on the legality of certain special economic zone subsidies. In particular, the panel in India—Export Related Measures found fiscal preferences under an Indian scheme to be prohibited export subsidies. This article examines the status of special economic zone incentives under the multilateral subsidy regime, discusses the relevant anti-subsidy practice, and identifies ‘risky’ and ‘safe’ types of support measures that constitute unilateralism of zones in promoting economic activities.
