Autonomy, Integrity, and Values in Public Administration: A Dilemma and a Case

Abstract This article addresses a classic problem of public administration, which is the quest for institutional integrity in the presence of bureaucratic autonomy. It does so in combination with a history of ideas account of the subject with a case study of derailed autonomy at the expense of institutional integrity It does so in combination with a history of ideas account of the subject with a case study of derailed autonomy at the expense of institutional integrity with particularly serious consequences in the form of human casualties. Referring to literature on public values and moral hazard under the condition of bureaucratic discretion, the article argues that harmonizing bureaucratic autonomy and institutional integrity requires commitment to public values that prioritize the protection of basic individual rights over temptations of pragmatic decision making. It is, therefore, a plea for linking traditional lines of thoughts on public administration with a more fine-grained assessment of the ambivalence of governmental agencies as both guardians of, and a menace to, rule-of-law-based protection of civic values.

In his Bibliotheca historica, Diodorus Siculus described a peculiar Egyptian custom of judging all the dead (including the pharaohs) before their burial. The Greek historian saw it as a guarantee of Egypt’s prosperity, since the fear of being deprived of the right to burial served as a moral imperative. This story of an Egyptian custom fascinated the early modern authors, from lawyers to novelists, who often retold it in their own manner. Their interpretations varied depending on the political context: from the traditional “lesson to sovereigns” to a reassessment of the role of the subject and the duties of the orator. This article traces several intellectual trajectories that show the use and misuse of this Egyptian custom from Montaigne to Bossuet and then to Rousseau—and finally its adaptation by Pushkin and Vyazemsky, who most likely became acquainted with it through the mediation of French literature. The article was written in the framework (and with the generous support) of the RANEPA (ШАГИ РАНХиГС) state assignment research program. Although nursing is recognized today as a serious occupational health risk, nursing historians have neglected the theme of occupational health and individual nurses’ experience of illness. This article uses the local history of three case study institutions to set nurses’ health in a national context of political, social, and cultural issues, and suggests a relationship between nurses’ health and the professionalization of nursing. The institutions approached the problem differently for good reasons, but the failure to adopt a coherent and consistent policy worked to the detriment of nurses’ health. However, the conclusion that occupational health was somehow neglected by contemporary actors was, nevertheless, erroneous and facilitated omission of the subject from historical studies concentrating on professional projects and the wider politics of nursing. This article shows that occupational health issues were inexorably connected to these nursing debates and cannot be understood without reference to professional projects.

This short piece takes a longstanding problem from the history of ideas, viz. the use of contemporary concepts in descriptions of past phenomena, and discusses its implications for broader intellectual history. Scholars have argued that being transparent about anachronism can be a first step towards solving the issue. I would argue, however, that it may actually interfere with proper historical interpretation. As a case study, we shall explore what happens when a modern concept like ‘culture’ is applied to pre-modern intellectual processes. As the idea of cultural transfer is prominent in recent Jewish historiography, we will focus on exemplary early modern intermediary Menasseh ben Israel, and ask ourselves whether his supposed ‘brokerage’ (a notion taken from twentieth-century anthropology) brings us closer to understanding his work. As an alternative, I propose ‘bricolage,’ again a central analytical tool in modern anthropology but, as I hope to show, one with unexpected hermeneutical potential.

Abstract The concept of English as a lingua franca (ELF) is the subject of much theoretical discussion and debate within ELT. However, little has been written concerning the history of ideas preceding it. This article discusses the concept of ‘neutral English’ proposed in 1967 by the writer L. A. Hill. After summarizing Hill’s life and work, the article explores his idea for neutral English, noting its apparent similarities to modern ELF theory as well as the historical and contextual factors that distinguish it. Using Hill’s work and stated motivations as a lens through which to view modern theory, the article highlights the possibility that apparently radical ideas can be co-opted to ‘centre’ interests in modern global ELT. Finally, it is proposed that more work into the history of conceptualizations of international English use would shed further light on the academic and political forces which intersect with this area of research.

The publication of Bernhard Schlink’s novel The Reader (1995) sparked conversation and controversy about sexuality, female perpetrators and the complexity of guilt regarding the Holocaust. The screen adaptation of the book (Daldry 2008) amplified these discussions on an international scale. Fictional Holocaust films have a history of being met with skepticism or even reject on the one hand and great acclaim on the other hand. As this paper will outline, the focus has often been on male perpetrators and female victims. The portrayal of female perpetration reveals dichotomous stereotypes, often neglecting the complexity of the subject matter. This paper focuses on the ways in which sexualization is used specifically to portray female perpetrators in The Reader, as a fictional Holocaust film. An assessment of Hanna’s relationship to Michael and her autonomous sexuality and her later inferior, victimized portrayal as an ambiguous perpetrator is the focus of my paper. Hanna’s sexuality is structurally separated from her role as a perpetrator. Hanna’s perpetration is, through the dichotomous motif of sexuality throughout the film, characterized by a feminization. However, this feminization entails a relativization of Hanna’s culpability, revealing a pejorative of her depiction as a perpetrator. Consequently, I argue that Hanna’s sexualized female body is constructed as a central part of the revelation of her perpetration.

The aim of the article is to develop a research tool for a historian of ideas in the form of an autobiography. It is about framing when a personal document meets the criteria of being a tool for a historian of political thought. The conclusions included the thought that the memories must be meta-considerations on the subject of written autobiography or an analysis of the problem of auto-biography within the framework of the created philosophy or history vision. Examples representing this narrative type were left by, among others, Johann Gottfried Herder, Johann Wolfgang Goethe, Thomas Carlyle, Samuel Taylor Coleridge, Friedrich Nietzsche, Benedetto Croce, Robin G. Collingwood, and in Poland Stanisław Brzozowski. The volume of Richard Pipes’ memoirs, Memoirs of a Non-belonger, which is the foundation for the analysis, has also become part of the trend. The most important thinkers who have studied the issue of autobiography in depth include Wilhelm Dilthey and Georg Misch. The conclusions of the analysis are as follows: autobiography has a philosophical and epistemological meaning in the field of knowledge about human nature. In this sense, autobiography becomes part of anthropology, while anthropology is the foundation for the history of ideas, including political thought.

In this paper we use the discourse analysis as theoretical framework to discuss the renowned Octavio Paz’s essay, The labyrinth of solitude. Although there are many studies that have been made about this theme which are mainly based on the history of ideas and the philosophy of the culture, in this case we propose a different perspective which focuses on the linguistic features that are used to construct the subject of enunciation in the literary essay. We consider Émile Benveniste’s concepts of his theory of enunciative operations in order to reveal the different positions that the author takes in the text, as well as how he constructs his reader.

Este artículo describe los resultados de un experimento que involucró la enseñanza y la investigación en la disciplina de Historia de las Matemáticas, impartido por el autor en la Universidad Federal de Triângulo Mineiro (UFTM) desde el comienzo de la oferta del Grado en Matemáticas en esa institución de educación superior. En este sentido, presentamos el formato de las clases y evaluaciones que se realizan para el tema del estudio que originó este artículo. La investigación desarrollada fue del tipo cualitativo, en particular un estudio de caso, ya que la experiencia descrita y explicada se centra en la preocupación por los aspectos de la realidad del aula de una sola situación específica. Los resultados muestran la necesidad de reflexión constante, diálogo y posibles cambios en la didáctica en el aula, ya que los estudiantes, cada día, son diferentes en un mundo globalizado e informatizado. También revelan la necesidad de invitar a los estudiantes a asumir el papel de protagonistas, de modo que las formas de evaluación para cada clase puedan modificarse.Palabras clave: Historia de las matemáticas; Evaluación; Formación inicial de profesores de matemáticas. THE DISCIPLINE HISTORY OF MATHEMATICS AT THE FEDERAL UNIVERSITY OF THE MINING TRIANGLE: A BRIEF REPORT AbstractThis article describes the results of an experiment that involved teaching and research in the History of Mathematics discipline, taught by the author at the Federal University of Triângulo Mineiro (UFTM) since the beginning of the offer of the Degree in Mathematics at that institution of higher education. In this sense, we present the format of the classes and assessments that are carried out for the subject of the study that originated this article. The research developed was of the qualitative type, particularly a case study, since the experience described and explained is centered on the concern with aspects of the classroom reality of a single specific situation. The results show the need for constant reflection, dialogue and possible change in the didactics in the classroom, since the students, each day, are different in a globalized and computerized world.
