SELECTION OF SUITABLE SAMPLING TOOL FOR RELIABLE SOIL SAMPLING NOT ONLY AFTER RADIOLOGICAL ACCIDENT

Abstract The objective of this research was to develop a sampling protocol for contaminated soils after a large radiological accident. One of the criteria for good sampling method is reproducibility and accuracy of large number of samples collected in short time. Members of the chemical laboratories of the Fire Rescue Service of the Czech Republic (FRS CR), which are included in Radiation Monitoring Network, tested four tools in different soil types. More than 100 samples were collected. Root auger and square soil sampler seem to be the best for reliable soil sampling. Modifications of the root auger decreased of relative error of sampling to 7.5%. The root auger is recommended as a first-choice sampling tool based on: (1) ease, (2) operator safety, (3) collection of a representative sample (4) applicability to most soil types and (5) enabling collection of depth-discrete samples.

The Political-Budget Cycle in Countries of the European Union We empirically estimate the political-budget cycle in the member countries of the European Union in period of 1988-2008. We indirectly analyze the potential of these countries to deal with increasing public debts which were augmented by the global economic crisis. The selection of the EU countries depends on three characteristics of democracy - shared power, openness and adaptability. The openness of democracy is the most important characteristics in relation to effective behavior of governments. We suppose that governments are motivated to make electoral manipulation in countries which have lower level of openness. We choose Finland, the Netherlands, Austria, Estonia, Poland, the Czech Republic, Romania and Greece to include into our sample of countries. The research of political-budget cycle confirmed our assumption. We did not find the political-budget cycle in Finland, the Netherlands and Estonia. On the other hand, we identified that Austrian, Czech and Greece governments had a tendency to manipulate fiscal policy before elections. The regression coefficients of Poland electoral dummies were very statistically significant but they had a wrong sign. We could not estimate political-budget cycle in Romania due to the short time series.

Abstract Chemical laboratories of the Fire Rescue Service of the Czech Republic are part of the radiation monitoring network and participate in the radiation situation monitoring in the Czech Republic. Measurements in situ are crucial for monitoring the radiation situation in emergencies associated with the deposition of radioactive substances on a large area. Those data can be used for estimating a possible dose obtained either by staying in a contaminated area or by consumption of food produced in the area. For correct setting of device parameters (e.g. efficiency calibration), standard samples should be measured regularly. Unlike in laboratory, verification in field conditions is difficult. Therefore, a search for suitable reference areas containing a higher amount of 137Cs homogeneously dispersed after the fall of a radioactive cloud passing through our territory following the Chernobyl accident was conducted. Small airports in the East Bohemia regions were identified as suitable candidates.

In aircraft and airport disasters help must reach the site of the accident in a very short time. In addition to the ground rescue service, rescue helicopters can also offer help. The rescue helicopter as a mobile intensive care unit contains a medical crew with a flying physician and a paramedic. The following are required basic equipment for rescue helicopters: resuscitation apparatus with and without oxygen; endotracheal intubation set; suction unit; apparatus for measuring blood pressure; infusion sets and solutions with intravenous cannulas; syringes and needles; bandages; special burn dressings; fixation and splinting material; vacuum mattress; surgical pocket kit; stomach tube; ECG monitor; defibrillator with pacemaker; drugs; and otoscope. This medical equipment has to be portable so that it can be used outside the rescue helicopter.The medical crew must be trained in emergency medical treatment and in aeromedical problems. Patients who are fit to fly can be transported by rescue helicopters after triage and support of their vital functions. This method is of most value if rapid transport to a distant specialized medical department, for example, to a burn or neurosurgery center, is required.The German Air Rescue operates seven rescue helicopters at five rescue helicopter centers for primary rescue with the helicopter types BO 105 CBS, BO 105, Bell 206 Long Ranger and 3et Ranger. Another important function of the service are long distance flights with patients to medical centers after aircraft and airport disasters. Specially equipped ambulance aircraft are used in these cases.

Abstract. In areas located near large rock cliffs, risk reduction by early warning monitoring systems highligts potentiality but also critical issues and limits. The paper examines two rock slope failures that occurred in a short time from each other near inhabited areas in the Italian Alps. The viscous behavior of the rock mass was reconstructed through data processing from ground-based Synthetic Aperture Radar Interferometry (InSAR), and elaboration of acceleration and speed curves. Landslides types and underlying complexity associated with rock detachment mechanisms suggest the identification of precautionary alarm thresholds for collapse forecasting. The analysis of financial outlay, both for mitigation works and for monitoring activities, highlight the adequacy and the opportunity to combine passive systems, like embankments or rockfall drapery meshes, with a reliable monitoring network for early warning.

This study aims to create a database application program that is able to process data on lecturer course activities and generate reports on the calculation of teaching fees periodically during the pandemic which requires lecturers to report lecture activities online. The system design method approach used is prototyping, namely by creating a program that most closely resembles user needs in a relatively short time. The prototype was generated using the Microsoft Access 2010 database application. The selection of microsoft access to create a prototype was based on the availability of complete facilities in Microsoft Access to design table relations, input forms, query processing, reports and the visual basic programming language for applications. Google Forms used to receive lecture data input online. The application development stages consist of design, testing and implementation stages. This application has succeeded in providing the right solution for the Padang State Polytechnic Accounting Department during the pandemic in calculating and reporting lecture activities and lecturers teaching fees.

The paper is focused on the description of average level, variability and developmental trends the export prices of selected agricultural and food commodities in the Czech Republic with differentiation according to particular countries within the defined reference period 1993–2002. Thre is also presented the short-time point and interval extrapolation prediction of studied events. Methods of regression and correlation analysis and developmental trends were applied for the mathematical-statistical analysis.

The insurance intermediaries represent the main channel for external distribution channels (also called the intermediary channel). The aim of this article is to summarise the legal regulation of insurance intermediaries and to show changes in the development of registered intermediaries.

Inhalation sedation becomes the main choice in the dental treatment of children whoovercome have any kind of the fearness, concerned with pain in the treatment of theirteeth. Inhalation sedation with N2O-Ocauses sedation situation that accompanies byanalgesia to the conscious patients by inhaling the mixture of oxide nitrogen (N2O)with oxygen (O), that was known as psychosedation or concious sedation technique.Ranula is a mucocel that developed at the base of the mouth, unilateral, bluish, andthe shape like frog stomach. On this paper, will be esplained about N2O-O2inhalationsedation technique that concider the condition for the patient, using short time andcan be recovered immediately. A 9 year old girl diagnosed by ranula sublingualis onthe cavity of the mouth was very anxiety and fear in this treatment. The ranula treatedwith marsupialitation and was supervised by inhalation sedation of N2O-O2 in theSpecial Dental Care Hasan Sadikin Hospital Bandung. The result showed thatinhalation sedation with N2O-O2 was very very useful to reduce anxiety and fear tocertain patients with minimal side-effect. So it was very important to a dentist to knowthe selection of the patient, equipment and the technique of inhalation sedationadequately
