Purpose – The purpose of this paper is to describe the state of police education in California. There is limited national data on the topic and this study aims to improve our knowledge by studying the state with the highest number of law enforcement officers in the USA. Design/methodology/approach – A total of 162 local law enforcement agencies (police and sheriffs’ departments) in California completed a 32-question electronic survey about police education and training. Findings – Findings reveal that California agencies are more likely than agencies nationwide to offer incentives to encourage officers to pursue higher education. Although most departments require only a high school diploma, 35 percent of sworn officers are college graduates. Most college-educated officers are employed by medium and large sized agencies in urban counties which pay above-average salaries. Research limitations/implications – This paper demonstrates how the prevalence of educated police officers varies and that higher education requirements do not adversely affect the hiring of female officers. It also provides insight from police managers regarding their concerns about requiring a four-year degree and perceptions of whether college-educated officers are actually better officers than non-college-educated officers. Practical implications – Research findings may be instructive to police managers wanting to increase the number of sworn officers in their agency who hold a college degree. Originality/value – It adds to the literature by describing the education level of police officers in California and providing information about the educational requirements and incentives offered to officers by law enforcement agencies. No previous study has addressed this topic, even though California employs 12 percent of all sworn peace officers in the USA.

The improvement of the quality of preschool education is an important task for the modern stage demonstrating the development of the Ukrainian society, the implementation of which, above all, requires the efforts of higher education institutions to train a methodologically competent specialist, who is able to master and create innovative methods, techniques and technologies for organizing the educational process of a pre-school education institution. This task fully meets the requirements of the State Standard for Preschool Education in Ukraine, the documents regulating the functioning and modern guidelines for the development of pre-school and higher education of Ukraine in the 21st century. Under these conditions, the formation of methodological competence of the future pre-school educators is of paramount importance. The purpose of the article is to cover and analyse the results of the diagnostics determining the proficiency markers of the future pre-school educators’ methodological competence at the ascertaining stage of the experiment. We consider the methodological competence of future pre-school educators as an integrative personal composition characterized by these features: the presence of the ability to reflect, the desire to carry out methodological activities, the understanding of its value, theoretical knowledge and practical skills, which provide the ability to consciously and methodologically use methods and techniques and technologies of preschool children’s education, upbringing and development. The structure of the future preschool educators’ methodological competence is made up of the cognitive, motivation- and value-centred, activity-oriented and evaluative-reflexive components and their indicators, according to which the manual of diagnostic methods is created and selected. During the ascertaining stage of the experiment, a sufficient level of methodological competence was demonstrated by 16.6%, a basic level – by 61.7%, a low level – by 21.7% of the future educators. The paper addresses the issues of changing the structure and content of the system of higher education in response to requests coming from the state and society. As it is argued, one of the most effective management tools for universities is networking. In practice this means that educational institutions should cooperate in order to find solutions to common tasks and goals and draw on various resources (i.e. material, informational and technological, scientific etc.) making them available to all participants. The paper highlights the contradiction between the future specialists’ need for innovational technologies and the impossibility to fulfill it in the rapidly changing settings of the modern society.

The building of a library is a fundamental gesture of hope, if not in the perfectibility of humankind, at least in its mission to affirm and make accessible the legacy of scholars, researchers and creative minds of the past and present and the capacity of that legacy to guide and inspire the future, and thus to advance the prospects of all individuals and society as a whole. No serious education – particularly higher education – is possible without adequate libraries. Those who do not have such access for whatever reason are condemned to the most limited purchase on the possibilities the world has to offer. This essay addresses the fate of Bosnian libraries, efforts to ameliorate their condition, successes and failures in that regard, and reflections upon the state of similar institutions in Iraq and current efforts to address their plight, following a few thoughts concerning libraries and politics.

Higher education worldwide is facing unprecedented challenges - the dramatic rise of college tuition, rapidly increasing demands for accountability, and a complex society that demands college graduates with even more skills and capacities. To understand how higher education can effectively address these challenges, this chapter investigates the economic and social benefits of higher education and what it means for the future of accessibility in higher education. Utilizing Critical Interpretive Synthesis (CIS) and signaling theory, a comprehensive search of the literature selected 60 peer-reviewed journal articles and twenty-five books published between 2000 and 2016. The findings suggest that student expectations for a college degree tends to be very instrumental and personal, while higher education purpose of undergraduate education tend towards highly ideal life- and society-changing consequences. Eight recommendations for teacher-scholars, policymakers, and campus leaders are proposed. The ultimate goal is to help make colleges skills and degrees more accessible for students.

This lecture discusses the broad ideas that underlie the Robbins Report, as well as its passionate belief in the crucial value of universities to society. It addresses four broad issues that were considered by both Robbins and Dearing. These issues are concerned with the overall number of students going into higher education, the possibility of financial backing, further expansion, and concerns regarding the relations between universities and the State. The lecture expresses a worry over the gradual degradation of the universities, and stresses that high-ranking officials should help solve the problem of continuous underfunding.

Traditional higher education has been witnessing vast changes and trends are showing up that student across countries and courses have taken up the alternate skilling as career security. The students are not just studying their regular courseware but they are also exploring the skills which can make them more employable and attractive for the future job market. One of the alternate results of this alternate skilling has been as the freelancing work culture among fresh college graduates or its adoption by the regular workforce. This article interprets the relevance of the alternate skilling for the freelancing choices of college students.
