Purpose The purpose of this paper is to present the simulation model for manpower planning in electrical maintenance service facility and evaluates different scenarios to improve resource utilization while meeting the desired service level. Design/methodology/approach The process systematically maps entire system of electrical fault rectification, identifies probability distributions of demand of electrical maintenance requests and its process times using historical data. The simulation software Arena was used to model the entire system and various possible improvements were evaluated to assess performance of maintenance service facility. Findings The simulation results obtained for the proposed changes in the system indicated the potential improvement in resource utilization while meeting the average waiting time expectations of customers. Practical implications The proposed simulation model can help maintenance people to decide the optimum number of resources to meet the agreed performance level that is expected by various stakeholders. Originality/value The paper considers the computer simulation in modeling complex real-life system for understanding the resource requirement of electrical fault maintenance facility to improve resource utilization while meeting the desired service level.

Purpose – Ensuring the sufficient service level is essential for critical materials in industrial maintenance. This study aims to evaluate the use of statistically imperfect data in a stochastic simulation-based inventory optimization where items' failure characteristics are derived from historical consumption data, which represents a real-life situation in the implementation of such an optimization model. Design/methodology/approach – The risks of undesired shortages were evaluated through a service-level sensitivity analysis. The service levels were simulated within the error of margin of the key input variables by using StockOptim optimization software and real data from a Finnish steel mill. A random sample of 100 inventory items was selected. Findings – Service-level sensitivity is item specific, but, for many items, statistical imprecision in the input data causes significant uncertainty in the service level. On the other hand, some items seem to be more resistant to variations in the input data than others. Research limitations/implications – The case approach, with one simulation model, limits the generalization of the results. The possibility that the simulation model is not totally realistic exists, due to the model's normality assumptions. Practical implications – Margin of error in input data estimation causes a significant risk of not achieving the required service level. It is proposed that managers work to improve the preciseness of the data, while the sensitivity analysis against statistical uncertainty, and a correction mechanism if necessary, should be integrated into optimization models. Originality/value – The output limitations in the optimization, i.e. service level, are typically stated precisely, but the capabilities of the input data have not been addressed adequately. This study provides valuable insights into ensuring the availability of critical materials.

PurposeThe present work attempts to determine an appropriate number of different categories of Delivery Persons for a Hyper-local Food Delivery Organization for different intervals within a day and across days within a week which would provide a satisfactory level of service to the target customers and at the same time would become cost-efficient.Design/methodology/approachCurrently the firm estimates the required number of Delivery Persons for “lunch peak” and “dinner peak” of the next week's weekdays and weekend based on the maximum number of orders occurring during the same period of both weekdays and weekend in the current week. The proposed approach involves determining the projected demand in every four-hourly interval of both week-days and weekend in the next week. Subsequently, the study has developed a simple integer programming model for determining the optimum number of Delivery Persons based on the projected demand data.FindingsThe existing approach followed by the firm indicates that the Delivery Persons remain unutilized during periods of low demand. The proposed model demonstrated savings to the tune of 21.4% in manpower cost without any erosion in the service level.Originality/valueThe study has made three tangible contributions. First, the development of a simple methodology for estimating the demand of next period allows the Managers to utilize dynamic demand data. Second, the development of a simple integer programming model helps managers determine an appropriate number of Delivery Persons in different intervals in both weekdays and weekend. Third, the development of a framework of hiring strategy aids managers in adopting a particular hiring strategy under a particular context keeping in mind the magnitude of demand for food, demand for delivery service and the cost of providing the service.

PurposeThe purpose of this paper is to identify the main reasons for spare parts logistics failures and address logistics distribution design in order to achieve the desired level of after-sales maintenance service.Design/methodology/approachThis research is based on an empirical case study on a large corporation providing worldwide with retail banking hardware, software and services. The case study focuses on the automated teller machine (ATM) part of activities, with a focus on the spare parts distribution and after-sales service network in the Eastern Europe.FindingsThe proposed network solution of multiple distribution centers with short-cut distance saving approach will enable the case study company to redesign their spare part logistics architecture in order to achieve short response time. Research findings reveal possible spare parts delivery delays and thus the service-level agreement failures with clients in the case study company.Research limitations/implicationsThis research covers a particular supply chain environment and identified research gaps. It discusses a time-based responsive logistics problem and develops a conceptual framework that would help researchers to better understand logistics challenges of installed equipment maintenance and after-sales service.Originality/valueThis case study research shows the “big picture” of spare parts logistics challenges as vital part of installed equipment after-sales and maintenance service network, as well as emphasizes how the unique context of a market like Russian Federation can set-up a distribution network efficiently. Strategies applied to handle such service-level failures, reverse logistics aspects of repairable and non-repairable spare parts to such large ATM after-sales service network based on this longitudinal case offer value for similar scale companies.

PurposeThe purpose of this paper is to investigate the effects of capacity decisions regarding the number of servers/chefs and tables on identifying a change in the number of wait-related anxious customers, customer losses and customers served to meet the waiting time standards of an actual upscale restaurant.Design/methodology/approachThe authors applied a simulation model to present the consequences of restaurant capacity decisions based on waiting time standards. Arena Simulation Software, licensed by Rockwell Automation, was used for modeling and identifying distributions of the data set provided by the restaurant. An experiment was designed for an upscale restaurant with existing five servers/chefs and 50 tables by changing these resources to measure the changes in customers' wait-related anxiety and other service performance indicators.FindingsThe results showed that an additional server/chef on weekends decreases the daily average number of anxious customers by nearly 33% and increases the daily average number of customers served by nearly 3% and has a little positive effect of decreasing customer losses. Table insertion for high- and low-requested seating areas had an only positive effect on decreasing customer losses.Originality/valueIn this study, the service capacity is dependent on waiting time, and it is addressed to study the relationship with customers' wait-related anxiety, which is a subjective metric. This study developed a point of view for identifying anxious customers whose waiting times are much longer than their cooking and delivery duration expectations regarding their meal preferences in the cooking stage and waiting experiences in the service entry.

Purpose – In transportation and distribution systems, the shipment decisions, fleet capacity, and storage capacity are interrelated in a complex way, especially when the authors take into account uncertainty of the demand rate and shipment lead time. While shipment planning is tactical or operational in nature, increasing storage capacity often requires top management’s authority. The purpose of this paper is to present a new method to integrate both operational and strategic decision parameters, namely shipment planning and storage capacity decision under uncertainty. The ultimate goal is to provide a near optimal solution that leads to a striking balance between the total logistics costs and product availability, critical in maritime logistics of bulk shipment of commodity items. Design/methodology/approach – The authors use simulation as research method. The authors develop a simulation model to investigate the effects of various factors on costs and service levels of a distribution system. The model mimics the transportation and distribution problems of bulk cement in a major cement company in Indonesia consisting of a silo at the port of origin, two silos at two ports of destination, and a number of ships that transport the bulk cement. The authors develop a number of “what-if” scenarios by varying the storage capacity at the port of origin as well as at the ports of destinations, number of ships operated, operating hours of ports, and dispatching rules for the ships. Each scenario is evaluated in terms of costs and service level. A full factorial experiment has been conducted and analysis of variance has been used to analyze the results. Findings – The results suggest that the number of ships deployed, silo capacity, working hours of ports, and the dispatching rules of ships significantly affect both total costs and service level. Interestingly, operating fewer ships enables the company to achieve almost the same service level and gaining substantial cost savings if constraints in other part of the system are alleviated, i.e., storage capacities and working hours of ports are extended. Practical implications – Cost is a competitive factor for bulk items like cement, and thus the proposed scenarios could be implemented by the company to substantially reduce the transportation and distribution costs. Alleviating storage capacity constraint is obviously an idea that needs to be considered when optimizing shipment planning alone could not give significant improvements. Originality/value – Existing research has so far focussed on the optimization of shipment planning/scheduling, and considers shipment planning/scheduling as the objective function while treating the storage capacity as constraints. The simulation model enables “what-if” analyses to be performed and has overcome the difficulties and impracticalities of analytical methods especially when the system incorporates stochastic variables exhibited in the case example. The use of efficient frontier analysis for analyzing the simulation results is a novel idea which has been proven to be effective in screening non-dominated solutions. This has provided the authors with near optimal solutions to trade-off logistics costs and service levels (availability), with minimal experimentation times.

Purpose The purpose of this paper is to present issues and challenges faced during a firm’s facility relocation decision aimed at improving both cost and service performance in an innovative service context. Design/methodology/approach The reader is given background of the decision-making process behind single service facility relocation decision using a detailed case study. Key financial, operational and business data of the firm are collected, compiled and analysed. The solution methodology uses a combination of qualitative and quantitative analyses to choose the best among the three possible discrete location choices. For propriety reasons, some information has been disguised, and some data have been sanitized. Findings The factors that significantly influence relocation decision are proximity to high transaction customers, infrastructure and other input costs, customer service level requirements and extant regulations. Transportation has a direct impact on cost as well as service level. Most of the findings are in line with literature, but some of them differ too. Research limitations/implications The approach is focused on a single case study of a pooling container firm in the Indian context and thereby limits the ability to generalize the findings. Nevertheless, this study may serve as a significant starting point for future research. Practical implications Firms can create a rational, efficient and even-handed approach for relocation of facilities applying a mix of qualitative and quantitative models judiciously. It provides managers better understanding and insights and actions needed for single service facility relocation. Originality/value This work is perhaps the first on facility relocation in emerging economies covering actual interventions and experiences. It gives new insights to a limited literature of relocating single service facility reflecting both theoretical imperatives and practitioner requirements.

Purpose The purpose of this paper is to study the effect of a critical subsystem development indigenously on the outcome of an Indian defence R&D project. Indigenous development of the critical subsystem requires the development of a number of technologies; hence the study is taken up for indigenously development of critical subsystem. Design/methodology/approach A simulation-based approach is used in this paper for studying the effect of indigenization decisions. A defence R&D project with the critical subsystems is modeled in Graphical Evolution and Review Technique (GERT) networks, and simulated in Arena simulation software using discrete event simulation model. The simulation model is thereafter experimented with decision options for the critical subsystem. Data were collected from the project management office (PMO) of short range homing guided missile (SRHGM) for this simulation study. Findings It has been found in this case that timely development of technology plays a key role in the Indian defence R&D projects. While indigenization of critical components reduces cost of development, the trade-off lies in much increased project development time. It is imperative that project teams should identify critical components early and work out appropriate strategies of indigenous development to avoid time overrun of the projects. Research limitations/implications The accuracy of results of the study could perhaps be affected on account of the extent of data forthcoming from the PMO. However, GERT framework presented in this paper is realistically derived from the practices used in the SRHGM project. Originality/value The study would help the project teams to identify critical subsystems early and work out appropriate strategies of indigenous development to avoid time overrun of the projects. This study would also make the project as well as the R&D teams aware of the causes for delays and cost overruns, and assist to deliver a product meeting end-user requirements.

Purpose – The purpose of this paper is to overview, background and context to clinical governance in Australia, areas for further development and potential learnings for other jurisdictions. Design/methodology/approach – Commentary; non-systematic review of clinical governance literature; review of web sites for national, state and territory health departments, quality and safety organisations, and clinical colleges in Australia. Findings – Clinical governance in Australia shows variation across jurisdictions, reflective of a fragmented health system with responsibility for funding, policy and service provision being divided between levels of government and across service streams. The mechanisms in place to protect and engage with consumers thus varies according to where one lives. Information on quality and safety outcomes also varies; is difficult to find and often does not drill down to a service level useful for informing consumer treatment decisions. Organisational stability was identified as a key success factor in realising and maintaining the cultural shift to deliver ongoing quality. Research limitations/implications – Comparison of quality indicators with clinical governance systems and processes at a hospital level will provide a more detailed understanding of components most influencing quality outcomes. Practical implications – The information reported will assist health service providers to improve information and processes to engage with consumers and build further transparency and accountability. Originality/value – In this paper the authors have included an in depth profile of the background and context for the current state of clinical governance in Australia. The authors expect the detail provided will be of use to the international reader unfamiliar with the nuances of the Australian Healthcare System. Other studies (e.g. Russell and Dawda, 2013; Phillips et al., n.d.) have been based on deep professional understanding of clinical governance in appraising and reporting on initaitives and structures. This review has utilised resources available to an informed consumer seeking to understand the quality and safety of health services.

Purpose The paper aims to capture the nuances of two client–supplier relationships to offer new insights on the influences of transactional, knowledge and social elements in outsourcing partnerships. Design/methodology/approach The study has used descriptive case studies with narrative storylines. Interviews were conducted with three relationship managers (boundary gatekeepers) to understand preferred governance practices between clients and suppliers in diverse economic markets. Findings Experiences of three real-life cases engaged in offshore outsourcing have helped to identify the market, operational knowledge and social influences in a relational exchange. Findings reveal that offshore partnerships are first constituted with service-level agreements, which set control measures and layout business expectations from both partners. Boundary gatekeepers bring further accountability across firms by designing social networks for capturing and sharing of knowledge, thereby reducing each partner’s perception of risk. As firms evaluate transactional, knowledge and social elements for building a futuristic relational exchange, more disaggregated and dispersed enterprises evolve as new opportunities are explored in foreign markets. Research limitations/implications The retrospective nature of the client–supplier partnership is a limitation in this research study. However, retrospection adds to experience, and to practice perspectives made in hindsight, and therefore has a positive influence in this study. Originality/value This paper shares real-world experiences that can be used by scholars and practitioners to better understand how relational governance practices operate in a global socio-economic setting.

Purpose The purpose of this study is to design a zero-energy home, which is known to be capable of balancing its own energy production and consumption close to zero. Development of low-energy homes and zero-net energy houses (ZEHs) is vital to move toward energy efficiency and sustainability in the built environment. To achieve zero or low energy targets in homes, it is essential to use the design process that minimizes the need for active mechanical systems. Design/methodology/approach The methodology discussed in this paper consists of an interfacing building information modeling (BIM) tool and a simulation software to determine the potential influence of phase change materials on designing zero-net energy homes. Findings BIM plays a key role in advancing methods for architects and designers to communicate through a common software platform, analyze energy performance through all stages of the design and construction process and make decisions for improving energy efficiency in the built environment. Originality/value This paper reviews the literature relevant to the role of BIM in helping energy simulation for the performance of residential homes to more advanced levels and in modeling the integrated design process of ZEHs.
