Community-based disaster communication: how does it become trustworthy?

Purpose – Trust in disaster communication is significant because a lack of trust will prevent the transformation of information into usable knowledge for an effective disaster response. Therefore, the purpose of this paper is to investigate how the culture and network ties of an affected community can encourage trust and participation in disaster communication. Design/methodology/approach – A qualitative case study of Jalin Merapi (JM) was conducted by interviewing 33 research participants in the Mt Merapi surroundings. Findings – The findings indicate that culture-embedded disaster communication plays important roles in increasing the effectiveness of disaster information and encouraging trust in the authenticity of locally based disaster information at the individual level. The findings also identify that strong ties and weak ties play different roles in disaster communication. The strong ties are more effective in facilitating information diffusion and encourage trust and community participation within the affected community. Furthermore, the weak ties are more effective in disseminating information to wider audiences, and have an indirect influence in encouraging trust by extending the offline social network owned by the affected community. Originality/value – Most literature on disaster communication focusses on the construction of disaster messages to encourage effective disaster response. Less attention has been paid to the information receivers regarding how disaster information is considered to be trustworthy by the affected community and how it can increase collective participation in community-based disaster communication.

PurposeThis study aims to explore the influence of the strength of ties (strong ties and weak ties) on contractual flexibility (term flexibility and process flexibility) and relationship quality among stakeholders in a megaproject network.Design/methodology/approachThis study, via a questionnaire survey, collected 380 valid responses from megaproject professionals (including project managers, department managers and project engineers). The data were analyzed using least squares structural equation modeling.FindingsThe results show that both strong ties and weak ties have positive effects on relationship quality. The introduction of contractual flexibility can help improve relationship quality by combining the positive effects of the strength of ties. Interestingly, the indirect influence of strong ties on relationship quality is mainly due to term flexibility. However, the influence of process flexibility is not significant, while weak ties have an indirect influence through term flexibility and process flexibility.Research limitations/implicationsThis study, while helpful to megaproject management both in theory and practice, is nevertheless subject to several limitations. First, this study only considers the impact of the strength of ties on contractual flexibility and relationship quality; other factors, such as environmental uncertainty, are not explored. Second, the sample data are limited to just a few regions of China. Future research should cover other influencing factors, in order to make the model more substantial; data should also be collected from different cultural and industrial sources, thereby extending and further verifying the results.Originality/valueThis study makes three contributions to extant megaproject literature. First, this study provides a deep and nuanced understanding of the strength of ties. With the distinction between strong ties and weak ties clearly explained, this research furnishes a subtler understanding of relationship governance than has previously been achieved. Second, by precisely identifying the mechanism of how contract flexibility improves contract control and coordination functions, this research offers a complementary view of how contractual flexibility positively contributes to cooperation and relationship quality. Third, this study identifies which dimension of the strength of ties is more influential. This brings a new explanation for the previous controversy and offers some insight into the determinants of how to improve relationship quality in Chinese megaprojects.

Purpose Emergency managers face coordinative challenges that require a high degree of mobility, flexibility and the ability to interpret heterogeneous, location-dependent information of various sources and quality. Recent information and communication technology-driven developments like crowdsourcing or social networks have opened up new organizational possibilities for emergency managers. To make quick but solid decisions, and improve the coordination of activities performed by crowdsourcees during disaster response, the authors suggest the use of collaborative features from crowdsourcing and inherent availability of resources from social network effects. In this paper, the idea of considering collaboration and crowdsourcing as drivers for flexibility in the design of business processes in the context of emergency management is prepared, the meaning of location-dependent tasks for volunteers is investigated, and the added value of social network effects is substantiated. Design/methodology/approach This paper is part of an ongoing research project in the field of crowdsourcing. It represents conceptual work that builds on relevant literature. Findings In terms of emergency management, the paper sheds light on what emergency managers may consider when coordinating activities performed by volunteers and how they may benefit from social network effects. Furthermore, it is shown how they can exploit information using collaboration-based and tournament-like crowdsourcing, how they can benefit from invoking additional resources using weak ties from social networks, and how visualization of information may support decision-making. Practical implications Exemplary applications to exploit crowdsourcing and social network effects to support improvisation and to respond flexibly in disaster response are given. Originality/value This paper suggests novel collaborative approaches to support emergency managers in their decision-making. Based on social network analysis, the value of weak ties is elaborated, and based on a taxonomy from crowdsourcing, distinct collaborative alternatives are developed and proposed for application in emergency management.

Purpose – This paper aims to examine the role of Facebook friends on the intention to join brand pages in this social network site (SNS). SNSs have grown in both popularity and use. They allow individuals to articulate their social networks by developing a list of other members on the site with whom they share a connection. These platforms also allow companies to create profiles to promote their brands. However, many firms have jumped into SNSs by creating a “brand page” without fully understanding how to spread it successfully. Design/methodology/approach – Two experiments were developed. In the first one, the authors manipulated how the individual comes to know about brand pages. Participants discovered a brand page through a friend with whom they have either a strong tie or a weak tie. In the second experiment (2 × 2), the authors manipulated tie strength (strong vs weak) and the type of recommendation (active vs passive). Findings – Results of the first study show that as the individual has more experience in Facebook (measured in this paper through satisfaction, past behavior of following brands and Facebook intensity), the effect of tie strength on the intention to join a brand page dilutes. The second study confirms Study 1 and shows that strong ties exert more influence than weak ties when the brand page is actively recommended by Facebook friends. Practical implications – This paper shows that the influence of strong ties is particularly important for individuals with low levels of experience in Facebook. As experience in SNSs is expected to continue growing, managers should not forget the role of weak ties as a source of information for their networked friends. Strong ties only remain more influential than weak ties when the information about the brand page is received through an invitation. Originality/value – This paper explores the interpersonal influences in Facebook, asserting that the influence of tie strength depends on the level of experience in the SNS, and on the way, information about the brand page is received.

Based on social network theory and RBV theories, the paper adopts cross case studies research method to analyze how network relationship facilitates born global companies to acquire resources in their internationalization process through three Chinese born global company case studies. The research indicates that born global company’s network relationship built up in internationalization process can be classified into domestic strong ties, domestic weak ties, foreign strong ties and foreign weak ties in line with network ties’ strength and geographic dispersion. Those four types of network ties play very important as well as differentiated roles in Chinese born global companies’ internationalization process.

Purpose This paper aims to examine the psychological consequences of a customer engagement initiative through referral reward programs (RRPs) in online versus offline environments. Design/methodology/approach The authors conducted a qualitative study followed by a scenario-based experimental study. Findings The authors show that recommenders’ concern about how they are viewed by recommendation recipients (i.e. their metaperception) mediates the effects of incentives on referral likelihood in both offline and online environments. However, metaperception has a stronger effect offline where recommenders show higher impression management concerns compared to online. Furthermore, tie-strength and communication environment moderate the effect of incentives on metaperception. When referrals are made to weak-ties, incentives decrease metaperception favorability offline more than online. For strong-ties, this effect is lower, and it is similar in offline and online environments. Research limitations/implications The study focused on an online versus offline dyadic communication and did not consider the differences among social media. Furthermore, the authors did not consider how other forms of positive metaperception, like being seen as helpful or knowledgeable, could be increased in an online incentivized referral context. It is possible that a recommender thinks others see him as more helpful or knowledgeable online because a lot more useful information and other resources could be offered here compared to offline communications. Practical implications The authors recommend managers to design both online and offline RRPs that minimize metaperception concerns; target strong ties in any communication environment as metaperception concerns are low; and target weak ties online where metaperception concerns are muted. Originality/value This work is the first to examine how recommenders’ psychological responses differ offline and online.

Purpose The purpose of this paper is to demonstrate the importance of social networks, and the social capital embedded in them, to secure employment if someone had become unemployed after the age of 50 years and to reveal the process of accessing and mobilising that social capital. Design/methodology/approach A case study of a Scottish labour market was undertaken which involved an interview-based survey of those who became unemployed in their early 50’s and tried to regain employment. The interview had structured and unstructured parts which allowed both quantitative and qualitative analysis to compare those who were successful in regaining work with those who were not. The uniqueness of the paper is the use of social network components while controlling for other socio-economic and demographic variables in job search of older workers. Findings Those older people who were unemployed and, returned to employment (reemployed) had a higher proportion of contacts with higher prestige jobs, their job searching methods were mainly interpersonal and the rate of finding their last job via their social networks was higher than those who remained unemployed. Both groups mobilised social capital (MSC), but those reemployed accessed higher “quality” social capital. “Strong ties”, rather than “weak ties”, were found to be important in accessing and mobilising social capital for the older workers who returned to employment. Research limitations/implications This work is limited to a local labour market and is based on a small but informative sample. However, it does show that policy is required to allow older people to enhance their social networks by strengthening the social capital embedded in the networks. The results support the use of intermediaries as bridges to help compensate for older people who have weak social networks. Besides the policy implications, the paper also has two distinct research implications. First, the use of social network component to the existing literature of older workers’ job search. Second, exploring the type and relational strength with network members to explain older workers’ reemployment. Practical implications The paper illustrates that how accessed and MSC can be measured. Social implications As populations age, this work points to an approach to support older people to re-enter employment and to include them in society. Originality/value The paper extends social network and employment literature to fill gaps on how older people require to both access and mobilise social capital. The importance of “strong ties” in the reemployment of older workers contrasts with much of the literature on younger workers where the “strength of weak ties” so far has been regarded as essential for successful job search. Measures are forwarded to reveal the relevance of social capital. The policy value of the work is in suggesting ways to facilitate older people re-enter or remain in work and hence sustain their well-being.

Purpose – The purpose of this paper is to consider queuing systems where captive repeat customers select a service facility each period. Are people in such a distributed system, with limited information diffusion, able to approach optimal system performance? How are queues formed? How do people decide which queue to join based on past experience? The authors explore these questions, investigating the effect of information availability, as well as the effect of heterogeneous facility sizes, at the macro (system) and micro (individual performance) levels. Design/methodology/approach – Experimental economics, using a queuing experiment. Findings – The authors find little behavioural difference at the aggregate level, but observe significant variations at the individual level. This leads the authors to the conclusion that it is not sufficient to evaluate system performance by observing average customer allocation and sojourn times at the different facilities; one also needs to consider the individuals’ performance to understand how well the chosen design works. The authors also observe that better information diffusion does not necessarily improve system performance. Practical/implications – Evaluating system performance based on aggregate behaviour can be misleading; however, this is how many systems are evaluated in practice, when only aggregate performance measures are available. This can lead to suboptimal system designs. Originality/value – There has been little theoretical or empirical work on queuing systems with captive repeat customers. This study contributes to the understanding of decision making in such systems, using laboratory experiments based on the cellular automata approach, but with all agents replaced by humans.

Purpose – The purpose of this paper is to present a concept of informational capital to explain the interplay between social capital and information technology in community-based disaster management. It aims to discuss the role and formation of informational capital in community disaster resilience. Design/methodology/approach – Based on an exploratory case study focusing on the 2010 eruption of Merapi volcano in Central Java, Indonesia, the paper seeks to analyse the emergence of disaster response fully organized by grassroots groups in Yogyakarta. In advancing the concept of informational capital, this paper analyses how the grassroots groups were able to mobilize resources for disaster mitigation, through which social capital became the foundation of community-based disaster response and recovery. Furthermore, the mobilization of social capital was significantly enhanced by mutual interactions facilitated by the use of information technology. This is evident in the role of Jalin Merapi, a web-based organization formed to respond to the crisis after the volcano eruption. Findings – The concept of informational capital revolves around the ways in which social capital and information act as crucial assets when a disaster strikes. Through informational capital, strong community bonds and ties are transformed into organized information that effectively facilitates collective action to face the emergency crisis. Originality/value – This paper presents a new concept of informational capital and highlights its key role in facilitating disaster management processes and contribution to community disaster resilience.

Purpose This study aims to investigate how the strength of ties (i.e. strong ties and weak ties) in megaproject networks influences project performance in terms of types of conflicts. Design/methodology/approach A questionnaire survey was undertaken with professionals in Chinese megaprojects and 445 valid responses were received. A conflict-based theoretical model was developed and tested with structural equation modeling. Findings The results indicated that task conflict had a constructive effect on project performance, whereas relationship conflict and process conflict had destructive effects. Both strong and weak ties positively affected project performance, and that weak ties exerted greater effects on performance. The introduction of conflicts significantly weakened the effect of strong ties on project performance. Strong ties indirectly affected project performance via task conflict and relationship conflict, whereas weak ties affected performance only through task conflict. Task conflict had a constructive effect on project performance, whereas relationship conflict and process conflict had destructive impact. Research limitations/implications This study identified the positive effect of strength of ties on project performance as well as the constructive and destructive roles of conflicts. Furthermore, the findings provided evidence that strength of ties and conflicts were critical factors for project performance. While, there are still limitations. There are other attributes of megaproject networks, such as network nodes’ characteristics and network structure, which may influence conflicts and project performance. Future research would be conducted to explore the role of these variables. Meanwhile, because different types of conflicts may mutually transform under certain conditions, future research would also address this issue in megaprojects. Practical implications As for the management strategies, project stakeholders should know the existence of project networks, exactly assess their resource endowment, especially their external and internal relationship network. In accordance with changes of the project network, stakeholders should share knowledge and learn techniques about how to respond to relationship disturbances, thus reducing relationship conflict and process conflict. Furthermore, stakeholders should place an emphasis on fostering and reinforcing communication and trust, thus effectively resolving task conflict, ambiguity and uncertainty engendered from network ties in a megaproject network. Originality/value The main contribution of this study is threefold. First, this study will enrich the literature on strength of ties by accentuating the roles of conflicts in megaproject context. Second, this study contributes to the theoretical development of a conceptual model for explaining the interrelationships among strength of ties, conflicts and project performance. Third, this study will respond to the call “which dimension, i.e. strong ties or weak ties, is more influential” by exploring the direct and indirect effects of strength of ties on project performance.

PurposeThis study aims to investigate the relationships between the different strengths of ties (strong ties and weak ties), types of trust and project performance in megaprojects.Design/methodology/approachA questionnaire survey was conducted with various experts and professionals involved in megaprojects, and 350 valid responses were received. Data was analyzed by means of structural equation modeling.FindingsThe results show that both strong ties and weak ties have positive impacts on trust in megaprojects, but weak ties have a more significant positive effect than do strong ties. Unexpectedly, the introduction of interorganizational trust significantly weakens the effect of the strength of ties on project performance. The indirect influence of the strength of ties on performance has different paths. Weak ties have an indirect effect via calculative trust and relational trust. However, in a strong ties network, inferior stakeholders lack the information necessary to complete a megaproject, and they believe that calculative trust will not promote project performance until the megaproject is successfully delivered. Thus, the effect of calculative trust on project performance is not significant.Research limitations/implicationsThese findings provide evidence in regard to strength of ties governance being a part of the effective strategy in improving megaprojects’ performance. It also demonstrates the mediating function of trust and advances the current understandings of the underlying mechanism of the strength of ties on project performance, thus providing implications for researchers and practitioners. However, this study has some limitations. For example, the strength of ties and trust between organizations are a dynamic process in megaprojects. This study does not conduct in-depth analysis of the evolution mechanism and investigate the different levels of trust at different stages of the megaproject. Future research can be guided by these directions.Originality/valueThe main contribution of this study is fourfold. First, this study enriches the literature on strength of ties by accentuating the roles of trust in megaproject context. Second, this study contributes to the theoretical development of a conceptual model for explaining the interrelationships among strength of ties, types of trust and project performance. Third, this study responds to the call “which dimension (i.e. strong ties or weak ties) is more influential” by exploring the direct and indirect effects of strength of ties on project performance. Finally, this study breaks through the limitation of traditional cognition that megaproject management can be met by relying on rigid contracts. In other words, trust can supplement the weakness of rigid contract by forming contract flexibility with different strength of ties. Meanwhile, the specific strategies to establish and maintain trust are given, such as building information model (BIM) collaboration platform and reputation management mechanism.
