The Government as marketer of innovation

Purpose – The Government's role in industrial innovation has always been conventionally viewed as a regulator rather than a marketer of industrial progress. By breaking out of the box, this study positioned the Government as a marketer of innovation and construction enterprises as “consumers” of innovation products. The marketing mix concept of 4Ps is applied in this study to tailor marketing strategies for Governments, who aim to stimulate a higher level of innovation performance in the construction industry. The paper aims to discuss these issues. Design/methodology/approach – A survey of 97 construction enterprises in Germany is conducted to examine the innovation performance, strategies and resource utilisation of construction firms. Findings – The findings indicate that there is no one-size-fits-all national marketing strategy in promoting construction innovation. The Government is required to classify marketing strategies according to firm sizes and enterprises’ needs in relation to their national innovation environment to maximise their innovation potential. Practical implications – To illustrate this, marketing strategies according to firm sizes for the Government to stimulate higher innovation performance of German construction enterprises are proposed. Social implications – The main recommendation is for the Government to intensify inter-firm co-operation by employing national institutions as the key promoter in establishing and operating industry-led focus groups and world-class research centres. Originality/value – Acknowledging the role of Government as more than an enabler of construction innovation is required in today's knowledge economy. This study proposes that it may be time for Governments to review their conventional role and adopt a more proactive stance in promoting innovation in the manner that counts to construction enterprises.

PurposeThe paper examines three main stakeholders in the market and their roles toward achieving sustainability marketing. Those stakeholders are consumers, companies and policymakers. The current study is examining consumers’ attitudes toward sustainability marketing and their purchase intentions of sustainable products through the use of theory of planned behavior. The paper is also examining the role of companies and policymakers in encouraging consumers to consider sustainability in their purchasing decisions.Design/methodology/approachConcurrent research study is applied, where qualitative and quantitative research methods are conducted at the same time for different purposes with equal weights. Qualitative interviews were applied with fast-moving consumer goods companies and policymakers, while quantitative surveys were applied with Egyptian consumers.FindingsThe results showed that companies are taking serious and effective steps in transforming their marketing strategies into sustainable marketing ones. The government role is still limited as there are no strict laws and regulations that force companies and factories in Egypt to develop sustainability marketing strategies. Consumers’ attitudes were highly affected by firms' sustainable practices as well as subjective norms that led to influencing their intentions toward purchasing sustainable products.Originality/valueAlthough the topic of sustainability marketing is considered by a plenty of researchers in the academic discipline, there are no studies that have combined the main three stakeholders' roles in achieving sustainability marketing in one study. The study highlights the impact of government role and firms' role on consumers' attitudes and purchase intentions toward sustainable products, especially convenient products. This was done through the adoption of the theory of planned behavior.

Purpose In investigating the linkage between intellectual capital (IC) and innovation, it is important not only to explore how IC as a whole is associated with organizations’ innovative performance but also to gain a deep understanding of the role of different IC components (groups of intangibles) in companies’ innovation performance, which is the purpose of this paper in the context of Serbian companies. Design/methodology/approach This research is based on survey data collected from 100 Serbian companies with at least 100 employees during 2014/2015. Six IC components were analyzed (human, structural, internal relational, external relational, renewal and entrepreneurial) in terms of their effect on innovation performance. Analyses were conducted using structural equation modeling and correlation analysis. Findings Findings demonstrate that renewal capital, internal relational capital and structural capital have statistically significant positive effects on overall innovative performance in Serbian companies. Practical implications The outcomes reveal potential and barriers within IC that are crucial to innovation performance in Serbian companies. In this way, this study enables a deeper understanding of intangible drivers of innovation and highlights possibilities to foster intangible innovation potential in Serbian companies. Originality/value As context (economic and cultural) has emerged as a relevant factor in researching IC, this study is original in investigating IC effect on innovation within the Serbian business environment. Additionally, the broad sexpartite taxonomy of IC contributes to a wider understanding of knowledge and its linkages to innovation.

Purpose The purpose of this paper is to examine the meaning, in both local and international context, of the Kochi-Muziris Biennale (KMB), the first international exhibit of contemporary art in India. Kochi Biennale Foundation (KBF), which administers the KMB, identifies art as a means for transforming society, with a mission to bring global contemporary art to India and to present India’s modern art to the world. The authors further investigate the role of government sponsorship and corporate patronage in funding the KMB, and investigate how resistance through art is key to the KMB’s identity. Design/methodology/approach This study focuses primarily on published materials relating to the KMB. One of the authors attended the 2016 KMB and interviewed fellow attendees. Additionally, the authors reviewed and assessed social media postings regarding the 2016 KMB. Findings The authors argue that government sponsorship and corporate patronage are never solely about political or financial power. Rather, a generalized reciprocity among the three entities – corporations, the government and the artists – allows the KMB to flourish. For the artists involved, the KMB, co-founded by activist artists, sustains interest in and awareness of resistance. Originality/value Extant literature on biennales is sparse on ways in which these exhibits extend their impact beyond the art world. The authors examine issues such as India expanding its position on the world stage through art, and the implications of political resistance embraced by Indian artists on future directions for the KMB, that have heretofore been unaddressed.

Learning outcomes The paper has the following learning outcomes: to understand the historical and geographical aspect of Pakistan vis-à-vis other countries of South East Asia and the world; to be able to understand the different marketing strategies of the tourism company; to gather the knowledge of many unknown facts which remain out of sight and hardly surface; to boost economy if its facts and figures are given due weight age and followed with true letter and spirit; and to give a big boost to an industry which remains mostly dormant for many decades. Purpose There is a need for considerable attention on the adoption of cleaner technologies (CT) by firms for climate proactivity for developing countries such as India. Literature survey suggests that government, market and civil society are the key drivers of CT adoption (CTA) in developing countries. The purpose of this paper is to investigate the mediating and moderating role of the government in CTA for climate proactivity. Design/methodology/approach The data collected from a survey of Indian firms were analyzed through exploratory factor analysis and multiple regression analysis to examine the mediating and moderating role of the government. Findings The empirical outcome was compared with the current government policies to summarize the research findings. Research limitations/implications There is scope of future research to examine the moderating and mediating role of market and civil society in CTA for climate proactivity. Practical implications The study will provide significant insight into various stakeholders associated with the CTA such as government, technology manufacturers, marketing community, environmental professionals and associated researchers. The research model will be useful for policymakers, managers and researchers for understanding CTA in the Indian context. Social implications The output model will be useful for the government to formulate forward-looking strategies toward the adoption of CT by industries for climate proactivity. Originality/value Unlike previous studies in which the government was recognized as a key driver of CTA, this study makes an attempt to test the moderating/mediating role of government in CTA in India. The findings of the study are supported by adequate empirical evidence.

Purpose The purpose of this paper is to examine how knowledge search (KS) affects open innovation performance (OIP) in consideration of appropriability hazard in an emerging market context. Design/methodology/approach The authors identify two types of appropriability hazard related to KS activities in the improvement of OIP: partner-related and market-related hazards, and construct a model of KS to the OIP with the government-enterprise relationship and market focus (MF) as moderating factors of the analysis framework, using the hierarchical regression analysis based on a survey sample of 258 Chinese companies. Findings The authors find that KS has a stronger positive relationship with OIP in international market-focused enterprises compared with domestic market-focused enterprises. In addition, using a configuration approach, the authors find that KS is more positively related to OIP when enterprises have an international MF and a good relationship with the government, but less in other MF government and enterprises relationship configurations. Originality/value This paper contributes to previous research work by identifying two types of appropriability hazard related to KS activities in emerging market countries: partner-related and market-related hazards. The authors argue that a positive relationship between KS and OIP is more likely to occur if these appropriability hazards can be mitigated by export MF and a good relationship with the government which has not been demonstrated in previous research.

Purpose The purpose of this paper is to investigate the relationship between knowledge sharing and project portfolio success in Chinese construction firms. It also examines how and under what conditions knowledge sharing contributes to project portfolio success. Design/methodology/approach The authors collected questionnaire survey from 178 construction enterprises in China that manage project portfolio as a main form of their business. Hierarchical multiple regression was used to test the proposed framework. Findings The empirical results indicate that all three types of knowledge sharing (knowledge sharing within the project, knowledge sharing among projects and knowledge sharing within the organization) are positively related to project portfolio success. Portfolio management quality (PMQ) conduits the impact of knowledge sharing on project portfolio success. Furthermore, portfolio interdependency moderates the main effect. Originality/value This research is among the first to explicitly differentiate three types of knowledge sharing existing in project portfolios. Also, this research contributes to the literature on the antecedents of project portfolio success by showing the effect of knowledge sharing. Furthermore, this study empirically contributes to portfolio management research by clarifying the critical role of PMQ and portfolio interdependency in the mechanism of knowledge sharing and project portfolio success.

Purpose This paper aims to explore what factors influence the possibility of internal and external risk propagation in R&D networks and investigate how government intervention moderates the associations between the influencing factors and risk propagation. Design/methodology/approach The authors divided government intervention into directive and facilitative intervention and adopted an empirical research approach in this study. They collected 228 questionnaires from managers and R&D personnel participating in R&D projects in Shanghai and Jiangsu province through e-mail and in person. The data were used to carry out multiple regression analysis to test hypotheses. Findings The results show that the probability and consequence of risks positively affect the possibility of internal and external risk propagation; risk perception and transformation ability negatively influence the possibility of internal and external risk propagation; both directive and facilitative intervention weaken the relationship between the probability of risks and internal risk propagation when they are high than low the association between transformation ability and internal risk propagation is weaker when directive intervention is high than low, whereas facilitative intervention presents the insignificant moderation effect on the relationships between risk perception ability and internal and external risk propagation. Originality/value This study provides a distinctive theoretical perspective for risk conduction theory, government intervention theory and risk management. It also offered managers and the government a clear understanding of how to reduce or avoid risk propagation by leveraging directive and facilitative government intervention.

Purpose Pakistan is predominantly a cash-based economy, with consumers showing several traits ranging from low confidence on the electronic commerce security, poor access to banking, absence of widespread awareness of e-payments and other religious and psychological barriers to adopting alternatives to cash. This study aims to examine e-payment modes in Pakistan with respect to their impact on supplier and consumer behaviour before and during the pandemic times. Design/methodology/approach The research follows a qualitative approach. Focus groups and interviews are conducted to carry out an in-depth analysis of consumer and supplier behaviour. Findings The findings show that customers are not satisfied with the current e-commerce system in Pakistan, whereas though producers prefer prepayments, they are forced to rely on cash on delivery. However, due to the recent COVID-19 outbreak, consumers are going cashless to avoid physical cash and observe safety protocols. To convert this temporary and enforced patronage of online transactions into a long-term and sustainable one, massive marketing and a combined effort from the government, private bodies and financial institutions is required. Research limitations/implications The study was conducted using online interviews which has the drawback of connection issues, delays and lags in the connectivity, and hence may lead to miss important gestures for data analysis. Originality/value This research can be of benefit to online consumers and the supplier side of the online retail industry, by providing them with insight into the various factors that affect consumer behaviour towards e-commerce payment options. An understanding of the behavioural motivators of consumers will allow e-retailers in developing more marketing strategies that are effective, to improve the satisfaction level of their customers and contribute to the development of Pakistan’s e-commerce sector into a globally competitive one.

Purpose The purpose of this paper will be on finding and analyzing the impact of government on the information and communication technology (ICT) companies’ innovation performance. The study aims to conduct in-depth research about the government as an integrated actor of the innovation ecosystem (IE), not a sole member. This would be the core finding toward doing further research about the impact of the innovation ecosystem in the ICT sector in Kosovo. Design/methodology/approach Quantitative research has been considered the most suitable data collection method. Furthermore, in this study, it is used convenience sampling as a technique of the sampling process. The sample size of this study is 106 participants. The participants are owners or representatives of ICT companies in Kosovo. Since the study is conducted using the deductive approach, the questionnaire is considered to be the most suitable instrument for gathering data. Findings This paper provides empirical insights that the company’s size and the dedicated department for research and development have no impact on how the company takes advantage of public funding from the government. Furthermore, the authors of the paper found out that government has a positive impact on companies’ introduction of new products and services, while the impact of the government on a company’s financial performance was insignificant. Research limitations/implications The future research direction should be firstly on studying other IE actors and their impact on companies’ innovation performance and secondly on measuring the IE actors as a set of actors to have a broader picture on how IE impacts the companies’ innovation performance. Practical implications The scientific contribution of this study will be on mapping, analyzing and proposing government policies in accordance with the findings of this study that would lead to a more comprehensive and sustainable IE in Kosovo. Originality/value This study tries to fulfill an identified need to study the impact of interconnected actors of an innovation ecosystem and to show how they affect each other. In this study, it is taken for research one fragment of a set of actors.
