Bushrangers, itinerant teachers and constructing educational policy in 1860s New South Wales

Purpose The purpose of this paper is to examine how rural outlaws, known in the Australian context as bushrangers, impacted on the introduction of itinerant teaching in sparsely settled areas under the Council of Education in the colony of New South Wales. In July 1867 the evolving process for establishing half-time schools was suddenly disrupted when itinerant teaching diverged down an unexpected and uncharted path. As a result the first two itinerant teachers were appointed and taught in an irregular manner that differed significantly from regulation and convention. The catalyst was a series of events arising from bushranging that was prevalent in the Braidwood area in the mid-1860s. Design/methodology/approach The paper draws on archival sources, particularly sources within State Archives and Records NSW, further contemporary sources such as reports and newspapers; and on secondary sources. Findings The paper reveals the circumstances which led to the implementation of an unanticipated form of itinerant teaching in the “Jingeras”; the impact of rural banditry or bushranging, on the nature and conduct of these early half-time schools; and the processes of policy formation involved. Originality/value This study is the first to explore the causes behind the marked deviation from the intended form and conduct of half-time schools that occurred in the Braidwood area of 1860s New South Wales. It provides a detailed account of how schooling was employed to counter rural banditry, or bushranging, in the Jingeras and provided significant insight into the education policy formation processes of the time.

Purpose The purpose of this paper is to compare the rates of chronic illness, disability and access to care between older and younger inmates who took part in a large epidemiological study in New South Wales, Australia. Design/methodology/approach Data are presented from a cross-sectional study based on a sample of inmates from correctional sites in NSW. The inclusion of results here was guided by the literature with regard to their relevance to older people, and older inmates in particular. Findings Results indicate that a higher proportion of older inmates suffer a range of chronic illnesses, with prevalence often many times higher than that of younger inmates. Older inmates are more likely to be classified as disabled and have a disability which impacts their mobility. Older inmates also reported accessing medical services in prison more recently than younger inmates and were more likely to have seen both nurses and general practitioners. Practical implications Older inmates appear to be considerably more resource intensive than younger inmates. The increasing proportion of inmates who are classified as older thus poses a pressing challenge to those working in the carceral space and, in particular, those responsible for providing healthcare to incarcerated people. Originality/value The impact of aging prisoners on resource demand has yet to be effectively measured. This study provides an important first step towards that goal.

Purpose – The purpose of this paper is to present results from a qualitative study exploring the complaints system within New South Wales Police Force in Australia. The stories shared illustrate the impact of the complaints system on officers currently serving in this force. The study reveals how the complaints system impacts on both the working conditions and workplace environment of police officers, as well as impacting on the professional relationships amongst each other. Design/methodology/approach – The study is qualitative in design, in which in-depth interviews were conducted with a sample of 14 rank and file police officers. The qualitative analysis draws upon a thematic approach and a direct reference to police officer comments and perspectives are illustrated and used to inform the framework of the discussion and implications for further research in this area. Findings – The findings yield three central themes – “police perceptions of accountability”; “the complaints tool – a question of intra institutional justice”; and “performance impact”. These are discussed in direct relation to what police officers revealed about their experiences and thoughts on the current complaints process in New South Wales. Practical implications – To review the complaints process in order to develop a more transparent process; to recognise the critiques of the complaints process, both by the general public and police officers, as valuable information to be used to inform improving the process; to consider restorative justice practices employed by other police forces as a means of finalising some complaint processes; to develop a more swift complaints process with more timely conclusions in order to minimise long-term issues such as sustained sick leave. Originality/value – This paper examines the link between accountability and performance, and the unintended consequences the complaints process has on police officers at work. This examination is conducted by drawing on current rank and file police officers lived experiences.

Inputs and losses from Giant Parramatta grass [GPG, Sporobolus indicus (L.) R. Br. var. major (Buse) Baaijens] soil seed banks were quantified on the North Coast of New South Wales. Monthly potential seed production and actual seed fall was estimated at Valla during 1991-92. Total potential production was >668 000 seeds/m2 for the season, while seed fall was >146000 seeds/m2. Seed fall >10000 seeds/m2.month was recorded from January until May, with further seed falls recorded in June and July. The impact of seed production on seed banks was assessed by estimating seed banks in the seed production quadrats before and after seed fall. Seed banks in 4 of the 6 sites decreased in year 2, although seed numbers at 1 damp site increased markedly. Defoliation from mid-December until February, April or June prevented seed production, reducing seed banks by 34% over 7 months. Seed banks in undefoliated plots increased by 3300 seeds/m2, although seed fall was estimated at >114 000 seeds/m2. Emergence of GPG seedlings from artificially established and naturally occurring, persistent seed banks was recorded for 3 years from bare and vegetated treatment plots. Sown seeds showed high levels of innate dormancy and only 4% of seeds emerged when sown immediately after collection. Longer storage of seeds after collection resulted in more seedlings emerging. Estimates of persistent seed banks ranged from 1650 to about 21260 seeds/m2. Most seedlings emerged in spring or autumn and this was correlated with rainfall but not with ambient temperatures. Rates of seed bank decline in both bare and vegetated treatment plots was estimated by fitting exponential decay curves to seed bank estimates. Assuming no further seed inputs, it was estimated that it would take about 3 and 5 years, respectively, for seed banks to decline to 150 seeds/m2 in bare and vegetated treatments.

Decentralizing industrial relations within New South Wales is a central recom mendation of the Niland Green Paper (1989). Decentralism also represents the cornerstone of the New South Wales government's industrial relations reform agenda enshrined in the New South Wales Industrial Relations Act 1991. To date there has been little analysis of the impact o f this legislative change on industrial relations in the New South Wales public sector. This paper provides a case study that examines the degree to which responsibility for bargaining has been devolved within the Parks and Gardens of the New South Wales Ministry for the Environ ment. It argues that, in contrast to the rhetoric of the New South Wales Act, the central agency presiding over the introduction of enterprise bargaining in the public sector, the Public Employment and Industrial Relations Authority; has been reluctant to delegate responsibility to parties in the workplace.

Abstract In response to the COVID-19 pandemic, the New South Wales (NSW) government ordered the closure of all municipal libraries in order to limit the impact of the contagion. As a result, 372 public libraries in NSW ceased operation on the 23rd March 2020. While the closure of public libraries will undoubtedly contribute to restricting the spread of the coronavirus, given the pivotal role played by municipal libraries in local communities, as well as the special characteristics of library patrons, it will have other negative consequences. In this paper we consider the impact of the closure of municipal libraries in NSW from two perspectives: (a) its effect on the fiscal circumstances of local authorities and (b) its impact on the spread of the corona contagion as well as its broader effects on local community wellbeing. We conclude that rather than complete closure, partial constraints on library use should have been considered.

PurposeThe paper addresses the question of whether Crown land managed by local authorities in the New South Wales (NSW) local government system should be recognised as assets on municipal balance sheets.Design/methodology/approachThe paper provides a synoptic review of the literature on accounting for public goods assets followed by a critical analysis of the official requirements of the NSW government on the recognition of Crown land.FindingsThe NSW government holds that Crown land managed by local councils should be recognised as an asset on council books. However, following an assessment of the problem through the analytical prism of financial accounting, it is argued that councils do not possess control over Crown land and that such land should thus not be recognised by councils.Research limitations/implicationsThe paper covers the legal and accounting framework applicable to NSW local government. However, it has broader implications for other local government systems with similar institutional and legislative foundations, such as other Australian states, New Zealand and South Africa, and these implications are highlighted in the paper.Practical implicationsIt is argued that NSW government policymakers should re-consider the requirement for Crown land to be recognised on councils' books. Local authorities would then be able to save money and time on external auditing, management of land asset registers and the mandatory valuation of land.Originality/valueAlthough Crown land shares some of the characteristics of other public good assets, unique accounting challenges arise due to the existence of a market in which such land could be traded not by councils, but by its legal owner (the Crown). In financial accounting, legal ownership is not considered as the main criterion over assets. However, the authors argue that for Crown land vested with councils, it becomes a critical factor in decision making.

<div> <p>In late 2019 widespread wildfires impacted much of the New South Wales province in south east Australia, and this loss of vegetation contributed to increased surface runoff and consequently major flooding caused by extreme rainfall by early 2020. The recently developed NASA LIS/WRF-Hydro system enables the data assimilation (DA) capabilities of the NASA Land Information System (LIS) and the surface hydrological modeling capabilities of the WRF-Hydro model to be combined in a single model architecture. Combining the DA capabilities of the LIS system with WRF-Hydro, which has been used for both research and operational hydrologic simulations, we investigate the impacts of vegetation DA on the simulated floods in several basins across New South Wales, with varying degrees of burn severity from the 2019 fires. We also consider the impacts of the wildfires, as realized through vegetation DA on water partitioning and the surface energy budget, which both have implications for L-A interactions. For DA, we utilize the leaf area index retrievals from MODIS and vegetation optical depth from SMAP. For the present study, we will quantify the impact of the changes to the landscape brought about by the wildfires on hydrologic response, including flood severity, which would not be possible without the DA capabilities of the LIS/WRF-Hydro system.</p> </div>

Purpose The purpose of this paper is to bring together the history of war, the universities and the professions. It examines the case of dentistry in New South Wales, detailing its divided pre-war politics, the role of the university, the formation and work of the Dental Corps during the First World War, and the process of professionalization in the 1920s. Design/methodology/approach The paper draws on documentary and archival sources including those of the University of Sydney, contemporary newspapers, annual reports and publication of various dental associations, and on secondary sources. Findings The paper argues that both the war and the university were central to the professionalization of dentistry in New South Wales. The war transformed the expertise of dentists, shifted their social status and cemented their relationship with the university. Originality/value This study is the first to examine dentistry in the context of the histories of war, universities and professionalization. It highlights the need to re-evaluate the changing place of the professions in interwar Australia in the light both of the First World War and of the university’s involvement in it.
