PurposeThis paper proposes a maturity model (MM) for assessing disaster operations and identifying strategies for organisations to evolve their maturity stages.Design/methodology/approachThis study applies a systematic literature review to identify state-of-the-art work related to maturity models for disaster operations. In addition, the study develops a case study to validate the proposed maturity model in a generic scenario and two real-life scenarios.FindingsThe analysis of 158 papers in the literature resulted in identifying 8 maturity models for disaster operations. Based on their structure, the authors proposed a new model with five maturity stages suitable for any of the four phases of the disaster life cycle (i.e. mitigation, preparedness, response and recovery). In addition, the research identified and presents 24 strategies for improving disaster operations according to each maturity stage transition. Finally, the research presents a case study that evaluates the disaster response operations from a Civil Defense organisation considering a response scenario disaster in general, a flood scenario, and the COVID-19 pandemic scenario.Originality/valueThis study provides the following three main contributions useful for academics and practitioners in the disaster operations area: a new maturity model for assessing disaster operations, a strategy guide for improving disaster operations based on a maturity evolution and an empirical study exploring the approximation between academia and professionals involved in real-life disaster operations management.

Purpose Despite significant amounts of environmental management tools that are available for companies to use, no model guides them toward environmental excellence. As a consequence, the purpose of this paper is to develop an environmental management maturity (EMM) model that helps companies that are on the path toward environmental excellence. Design/methodology/approach An iterative process was used to develop this model, starting with some semi-structured interviews with 19 companies within the Basque Country and two workshops with environmental experts. Following these steps, the initial version of the model was developed. Data from subsequent surveys carried out in Spanish and Italian companies, and a survey and semi-structured interviews in companies in the UK were incorporated into the model, yielding the final, more robust version of the EMM model. Findings The EMM model proposes six maturity stages: legal requirements, responsibility assignment and training, systematization, ECO2, eco-innovative products and services, and leading green company. Each stage details a series of elements: description, agents involved, policies, tools, indicators, structure, and behavior over time graphs. This research confirms that a company’s environmental management evolves through several distinctive stages, regardless of the industrial sector. Originality/value The proposed model concludes that the defined maturity stages provide valuable guidance for industrial firms as it helps them identify their maturity stage as well as the steps they should follow to move to the next stage.

Purpose The purpose of this paper is to propose a novel maturity model for health-care cloud security (M2HCS), which focuses on assessing cyber security in cloud-based health-care environments by incorporating the sub-domains of health-care cyber security practices and introducing health-care-specific cyber security metrics. This study aims to expand the domain of health-care cyber security maturity model by including cloud-specific aspects than is usually seen in the literature. Design/methodology/approach The intended use of the proposed model was demonstrated using the evaluation method – “construct validity test” as the paper’s aim was to assess the final model and the output of the valuation. The study involved a literature-based case study of a national health-care foundation trust with an overall view because the model is assessed for the entire organisation. The data were complemented by examination of hospitals’ cyber security internal processes through web-accessible documents, and identified relevant literature. Findings The paper provides awareness about how organisational-related challenges have been identified as a main inhibiting factor for the adoption of cloud computing in health care. Regardless of the remunerations of cloud computing, its security maturity and levels of adoption varies, especially in health care. Maturity models provide a structure towards improving an organisation’s capabilities. It suggests that although several cyber security maturity models and standards resolving specific threats exist, there is a lack of maturity models for cloud-based health-care security. Research limitations/implications Due to the selected research method, the research results may lack generalizability. Therefore, future research studies can investigate the propositions further. Another is that the current thresholds were determined empirically, although it worked for the case study assessment. However, to establish more realistic threshold levels, there is a need for more validation of the model using more case studies. Practical implications The paper includes maturity model for the assessment management and improvement of the security posture of a health-care organisation actively using cloud. For executives, it provides a detailed security assessment of the eHealth cloud to aid in decision making. For security experts, its quantitative metrics support proactive and reactive processes. Originality/value The paper fulfils a recognised requirement for security maturity model focussed on health-care cloud. It could be extended to resolve evolving cyber settings.

Purpose The researchers maintain that when a firm tackles “green concerns,” there could be several repercussions for manufacturing strategy decision areas (MS DAs). However, such repercussions are complex and have not been widely researched. This paper aims to propose a conceptual maturity stage model to study the configuration of MS DAs. Design/methodology/approach Firms exhibit different levels of “green” maturity in their journey and tend to make different choices in green technologies (GTs), resulting thereby in other compatible choices in their MS DAs. Extant literature has been synthesized in this light to build a conceptual maturity stage model in two steps. First, what is the GT that is involved! The second step discusses the possible implications of such a GT for MS DAs. Further, such information is organized according to a firm’s four maturity stages for all GTs that may be applicable. A case study has been undertaken to illustrate the model. Findings The results show good potential for the proposed conceptual model to examine the repercussions of MS DAs in industrial cases, and thereby develop relevant theories on this subject. Research limitations/implications The proposed model was applied to a paint manufacturing company, which potentially limits the findings’ generalizability to other industries and/or geographies. Practical implications The proposed conceptual model can help managers assess the maturity stages of manufacturing to determine suitable adjustments that may be required in configuring MS DAs to improve their positions. Originality/value This is among the very few models to explore the repercussions of green manufacturing for MS DAs according to the four-stage maturity model.

Purpose The purpose of the study is to diagnose recurrent logistics problems in a public organization’s network of logistics entities, determining the maturity level of each supply chain (SC) function, and trying to link problems within the SC functions to the maturity level by using the case study method. Design/methodology/approach Extant research on supply chain management (SCM) maturity is combined with notions of SC flows and disciplines. The resulting SCM Disciplines Maturity model comprises multiple diagnostic steps. It is illustrated by means of a developmental case study at a large public organization facing recurrent logistics problems in routine processes. Findings The model is shown to be a useful instrument to obtain insight into linkages between recurrent logistics problems and the way an SCM organization harbors multiple SCM disciplines. Originality/value The paper examines recurrent logistics problems in relation to SCM maturity, a relatively unknown research subject. It shows how SCM maturity thinking can support the diagnosis of recurrent problems. In a rapidly changing world, it enables further research on diagnosis as a dynamic capability.

PurposeOrganizational capabilities are crucial to achieve the objectives. A plethora of maturity models is available to guide organizational capabilities that create a perplexing situation about what stuff to improve and what to leave. Therefore, a unified maturity model addressing a wide range of capabilities is a necessity. This paper establishes that a flexibility maturity model is an unified model containing the operational, strategic and human capabilities.Design/methodology/approachThis paper does a comparative analysis/benchmarking studies of different maturity models/frameworks widely used in the information technology (IT) sector with respect to the flexibility maturity model to establish its comprehensiveness and application in the organization to handle multiple goals.FindingsThis study confirms that the flexibility maturity model has the crucial elements of all the maturity models. If the organizations use the flexibility maturity model, they can avoid the burden of complying with multiple ones and become objective-driven rather than compliance-driven.Research limitations/implicationsThe maturity models used in information technology sectors are used. This work will inspire other maturity models to adopt flexibility phenomena.Practical implicationsThe comparative analysis will give confidence in application of flexibility framework. The business environment and strategic options across organizations are inherently different that the flexibility maturity model well handles.Social implicationsA choice is put to an organization to see the comparison tables produced in this paper and choose the right framework according to the prevailing business situation.Originality/valueThis is the first study that makes a conclusion based on comparative benchmarking of existing maturity models.

Purpose As policy makers address the issue of climate adaptation, they are confronted with climate-specific barriers: a long-term horizon and a high degree of uncertainty. These barriers also hamper the development of spatial planning for climate adaptation. So how can spatial planners encompass these barriers and steer the general debate on climate adaptation? The paper aims to discuss these issues. Design/methodology/approach This research analyzes the strengths and weaknesses of an international design workshop on climate adaptation, and drought issues in particular. Design workshops are originally an educational setting but they are increasingly employed as a tool to explore alternative futures on a complex, real-life design problem. The case study illustrates how climate-specific barriers emerged throughout the design workshop and clarifies how they were encompassed by the participating design students. Findings The research clarifies the added value of a design workshop on climate adaptation. The paper highlights specific promising characteristics of the design workshop: the visualization of future adaptation challenges and the current water system, the focus on a regional project instead of sectoral adjustments and the integration of the adaptation challenge with other socio-economic goals. In the case study Flanders, however, the necessary participation of climate experts and policy makers of other domains proved challenging. Originality/value The paper argues that a design workshop has the potential to enrich the debate and policy work on climate adaptation. In many countries with low-planning tradition, however, additional tools are needed to help set the “adaptation agenda.”

Purpose This paper aims to recommend a framework that serves as a practical work tool for conducting risk-based Shari’ah audit (RBSA) in Islamic financial institutions (IFIs). Design/methodology/approach Qualitative research method was used through critical in-depth content analysis of documented literature to generate deep insights, further supported with a hypothetical illustrative case study application of the framework on an Islamic bank, aimed at bringing the framework to a practical, near real-life scenario. Findings A robust RBSA framework has been developed which focuses on Shari’ah non-compliance risks to systematically and practically arrive at a rated opinion on the level of an IFI’s adherence with Shari’ah rules and principles as recommended by the Accounting and Auditing Organization for Islamic Financial Institutions, aimed to safeguard the IFI and promote financial system stability at large. Research limitations/implications Practical realities limited the study to the use of a hypothetical case study bank. Future researchers can apply the framework to a real case study of diverse IFIs for effective contextual recalibration in diverse jurisdictions. Practical implications This paper aids the development of both internal and external Shari’ah audit practice using the risk-based approach. Social implications The RBSA framework contributes to promoting public trust and confidence in the Islamic finance industry. Originality/value This paper has proposed this RBSA framework as a practical work tool for Shari’ah auditors in their engagements and regulators in promoting sound governance and financial system stability. It provides foundation for future researchers in the field.

PurposeThe purpose of this paper is to presents a new modeling approach that provides a measurement tool for evaluating the effectiveness of Project Control Systems (PCS) and the improvement of the project control capability as a part of an organization's project management processes.Design/methodology/approachThis study used a project management maturity approach to develop a measurement model of PCS success. The key elements in this model have been identified using the Fuzzy Analytic Hierarchy Process (FAHP) method to analyze data from a case study involving contractor companies in Saudi's petroleum and chemical industry.FindingsThe results identified six critical elements for PCS success: (1) Change Management, (2) Earned Value, (3) Baselined Plan, (4) Resource Loaded, (5) Progress Method and (6) Governance Program. In addition, Project Forecasting and Corrective Action Verification were identified as the main areas where clients and contractors need to focus for the effective deployment of a PCS.Practical implicationsThe results of this study were used to create a PCS Maturity Model (PCSMM) and a PCS Success Index (PCSSI). The value of this index can help project managers to identify the maturity level of their PCS and improvement areas that lead to enhanced project performance.Originality/valueThis research presents an alternative maturity model for PCS assessment that provides a practical tool to identify areas for improving the critical elements of PCS success. The study draws a clear distinction between overall project success and the success of the PCS.

PurposeThis paper proposes an integrated IT2F-FMEA model under a group decision-making setting. In risk assessment models, experts' evaluations are often aggregated beforehand, and necessary computations are performed, which in turn, may cause a loss of information and valuable individual opinions. The proposed integrated IT2F-FMEA model aims to calculate risk priority numbers from the experts' evaluations and then fuse experts' judgments using a novel integrated model.Design/methodology/approachThis paper presents a novel failure mode and effect analysis (FMEA) model by integrating the fuzzy inference system, best-worst method (BWM) and weighted aggregated sum-product assessment (WASPAS) methods under interval type-2 fuzzy (IT2F) environment. The proposed FMEA approach utilizes the Mamdani-type IT2F inference system to calculate risk priority numbers. The individual FMEA results are combined by using integrated IT2F-BWM and IT2F-WASPAS methods.FindingsThe proposed model is implemented in a real-life case study in the furniture industry. According to the case study, fifteen failure modes are considered, and the proposed integrated method is used to prioritize the failure modes.Originality/valueMamdani-type singleton IT2F inference model is employed in the FMEA. Additionally, the proposed model allows experts to construct their membership functions and fuzzy rules to capitalize on the experience and knowledge of the experts. The proposed group FMEA model aggregates experts' judgments by using IT2F-BWM and IT2F-WASPAS methods. The proposed model is implemented in a real-life case study in the furniture company.
