Incoming and outgoing academic mobility in Russia and abroad: main trends, administrative challenges

PurposeThe goal of research consists in identifying trends in academic mobility in Russia and abroad, primarily that of academic staff; contributing suggestions on improving the management of academic mobility processes.Design/methodology/approachThe research uses methods of observation, comparative analysis, as well as statistical method and generalization method supported by the facts. A comparative analysis of statistical data is made; these data were taken from the publicly available reliable sources of the Organization for Economic Cooperation and Development, Human Resource Development Department of the Asia–Pacific and others.FindingsIt was found that the level of academic mobility rises with the rising level of education. The overall mobility of tertiary students – in particular, students and postgraduate students, is growing throughout the world. Mobile postgraduate students demonstrate better research results during training. Even short-term academic internships for postgraduate students contribute to the successful implementation of research projects at their host university and the spread of new knowledge in general. In general, academic mobility contributes to the accumulation of human and cultural scientific capital that makes a connection between research communities in different countries. Based on the research findings, it was found that no statistics are collected on the foreign academic mobility of postgraduate students and young researchers in Russia. Based on the analysis, it may be deduced that the scope of academic mobility is extremely small. European countries are the main countries of prevailing academic mobility.Originality/valueGiven the importance of participation in foreign academic mobility for the development of the competitiveness of national science in Russia, it appears that there is a need to monitor the foreign academic mobility of Russian postgraduate students and young researchers. The monitoring of foreign academic mobility of Russian postgraduate students and young researchers is a systematic observation of the status and conditions of training highly qualified personnel in Russian educational establishments and scientific organizations, providing educational authorities of Russia with up-to-date information on the status of outgoing academic mobility necessary for analyzing and forecasting the development of the national education system and national labor market.

Significance The differing perspectives of unionists and nationalists on the creation of Northern Ireland as a political entity within the United Kingdom, together with Brexit and tensions over the Northern Ireland Protocol (NIP), have brought the contentious issue of Irish reunification onto the political agenda in Northern Ireland and the Irish Republic. Impacts Scottish independence would likely increase momentum for a referendum on Irish unity. Successful implementation of the NIP, giving firms access to EU and UK markets, may support arguments for maintaining the status quo. If the UK government abandons the NIP, the adverse trade impact on Northern Irish firms could increase support for unification.

Purpose – Despite the surge of interest in construction sustainability and the many Government initiatives encouraging reform in the UK construction industry (CI), the prevalence of sustainable development (SD) in the industry is still largely lagging behind that of other industries. Given the amount of focus and activity identified nationally in this area, the purpose of this paper is to investigate the reasons why this is not being translated into action and to seek counsel from industry professionals as to how they believe change can be achieved with a particular focus on how they believe higher education institutions (HEIs) can contribute. Design/methodology/approach – An explorative, qualitative study using three focus groups was of construction professionals. Findings – Despite a lack of action, many in industry support sustainability and actively attempt to engage in sustainable practices but a number of barriers preclude successful implementation. Government initiatives are having a positive impact, with participants believing that both Government and HEIs are imperative in driving the sustainability agenda forward. Research limitations/implications – Whilst limited in scale, this paper highlights the current state of the CI in relation to SD and evidences that progress is being made albeit slowly. The findings may help both Government and HEIs alongside industry in achieving how this can be overcome. Originality/value – Previous research in this area has generally adopted a quantitative approach. Adopting a qualitative approach provides a more in depth view as to why the status quo remains with regards to SD in the CI.

Purpose As universities advance towards a new data-informed, intra-institutional collaboration paradigm, new roles and services are continuously added to academic library routines. This changing context that exerts considerable stress upon library organizations to prove their value and contributions to student progress is leading the community to start questioning the utility, scope and prospects of patron data collection practices. The study sought library science postgraduate students’ viewpoints about the adequacy and utility of current library use data collection practices in Greek academic libraries. It also aimed to investigate the value, relevance and priority of the integration of library usage data with the rest of university information systems (e.g. learning analytics) along with associated practical and ethical considerations, and advocacy aspects. Design/methodology/approach Mixed-methods, Web-based survey distributed to postgraduate students during a seminar designed to familiarize them with trends in academic library use data capabilities. Findings Participants acknowledged that neither policies nor procedures are currently adequate to expand and interconnect their data pools to campus information systems. They were opposed to disclosing personally identifiable patron activity data to faculty, while their opinions were divided as to the use of student activity monitoring technology. Nevertheless, they made several comments on how to mitigate the community's considerations around the implementation of this new data management philosophy in the library and were optimistic about the benefits this development could entail for library visibility and student progress. Originality/value Results of this first-time research in the Greek higher education context, revelatory of potential road blockers to upgrading the library use data collection practices, can be of significant value to both curricula developers and university decision-makers who seek ways to prepare the ground for the successful implementation of new operations.

Purpose The paper aims to add knowledge on the status of the welfare technology field. Politicians in mature economies expect welfare technologies – especially digital technologies – to contribute to bridging the gap between an increasing number of elderly and a shrinking work force. Theoretically, the paper deals with welfare technologies in a digital infrastructure perspective. Design/methodology/approach A multilevel and comparative study was conducted to understand the interplay of high-level policies and implementation projects and highlight key issues through comparative analysis of different national approaches. Japan and Norway were the chosen countries because they are both in the forefront in the use of welfare technologies. Findings Findings reveal similarities between the two countries, which are echoed in many other countries: although government expectations are high, the field of welfare technology is still in its infancy and only rather simple solutions (such as safety alarms) are widely used. Key differences in innovation strategies for welfare technology in the two countries are highlighted, where Japan seem to be aiming for a vertical integration through large corporations’ solutions, whereas Norway aims for a more open innovation arena through standardization. Originality/value From a practical point of view, the two countries have something to learn from each other, but, in particular, both countries are recommended – together with other similar countries – a more platform-oriented approach. Theoretically, it is shown that a successful implementation of welfare technologies should adopt a digital infrastructure approach and exploit the generative mechanisms of this approach.

Purpose The purpose of this paper is to examine the origins and development of the “Accounting, Auditing & Accountability Journal (AAAJ) Community”, a flourishing international interdisciplinary accounting research community. This scholarly community has emerged over some 30 years from the publication in 1988 of the inaugural issue of AAAJ under the joint editorship of James Guthrie and Lee Parker. This historical account discusses the motivation for establishing the journal and the important publishing initiatives, developments and trends across this period. The study positions the journal as a key thought leader, the catalyst for other Community activities such as the Asia-Pacific Interdisciplinary Research in Accounting conference. Design/methodology/approach The investigation involved a selective review of the contents of AAAJ, particularly the annual editorials published since inception, and other relevant literature, analysis of the main research themes and the most cited papers, and oral history interviews with the joint editors. The future prospects for the AAAJ Community are addressed. Findings The AAAJ Community has shaped and led developments in interdisciplinary accounting research. Recognised for innovation and with a reputation for nurturing scholars, AAAJ continues to grow in stature as one of the world’s leading accounting journals, challenging the status quo and fostering inclusive scholarship. Research limitations/implications The study does not examine the journal’s publication patterns nor assess in detail the research studies that have been published in the journal. Originality/value The study recognises AAAJ as central to the development of an interdisciplinary accounting research community, firmly located in the sociological, critical and interpretative tradition also associated with some other leading accounting journals.

Purpose The purpose of this study is to determine the quantity, nature and frequency of intervention research published in Human Resource Development (HRD) journals. Design/methodology/approach The methodology for this study was a literature review, analysis and synthesis with specific attention to locating intervention research in HRD journals. Findings Based on the results of this study, it seems clear that intervention research is not a fundamental research method for HRD professionals and is not being consistently conducted across the HRD field. This raises potential questions about the extent to which HRD professionals are integrating research and practice. The presence and conduct of intervention research applied to HRD-related problems may provide another means for practitioners and scholars to work together toward optimal, practical solutions with evidence to support them. Originality/value Creating a community of professionals who assess and/or evaluate the effectiveness of the interventions and disseminate the information that lean toward causal claims is critical. Intervention research could represent a cultural shift for the HRD discipline because it lends weight to claims of causality and practical recommendations. Under these circumstances, HRD intervention research could be used with confidence by HRD practitioners to inform, shape or evaluate the content of their management and leadership training programs, including the training and development of coaching managers and coaching leaders.

Purpose The purpose of this paper is to examine the evolution of the concept of human resource analytics (HRA) and propose an operational framework demonstrating the sources generating data for HRA, as well as the impact of HRA on multiple levels in the organization. Design/methodology/approach A review of literature was conducted to present the existing body of knowledge and build upon for the development of an operational framework for successful implementation of HRA as a human resources (HR) process. Findings Building upon the existing literature, this paper presents an operational HRA framework, positioning HRA as an analytical process through integrating advanced statistical methodology. HRA presents a tool to obtain evidence-based analytical results for improving people-related performance, operational effectiveness, and ultimately the impact of the business strategy. By using HR big data, HRA impacts multiple organizational levels, from individual employees to HR functions and the organizational strategy. Practical implications While research on data analytics has recently flourished across various management fields, this has not been the case for the broader field of HR. This is especially a growing concern as the lack of understanding of the basics and fundamentals of people analytics in the field of HR may delay the effective implementation and operationalization of HRA and present additional barriers impacting on-going HR activities, as well as HR’s role as a strategic business partner. HR practice may greatly benefit from gaining an understanding of HRA and the multi-levels of impact it may have on the organization. Originality/value This paper explores various concepts related to HRA by examining terms such as “HR metrics” vs “HR” and “HR big data” vs “big data.” Furthermore, the comprehensive HRA operational framework presented in this paper provides HR professionals and researchers with a better understanding of HRA in the age of data analytics and artificial intelligence.

PurposeQualitative Comparative Analysis (QCA) is a promising, powerful method that is increasingly used for IS research. However, the Information Systems (IS) discipline still lacks a shared understanding of how to conduct and report QCA. This paper introduces the fundamental concepts of QCA, summarizes the status quo, and derives recommendations for future research.Design/methodology/approachA descriptive literature review in major IS outlets summarizes how and why QCA has been used in the IS discipline, critically evaluates the status quo, and derives recommendations for future QCA studies.FindingsThe literature review reveals 32 empirical research articles in major IS journals that have used the QCA method. Articles applied QCA to a broad range of research topics at the individual and organizational levels, mainly as a standalone analysis for theory development, elaboration and testing. The authors also provide evidence that most published IS research articles do not take full advantage of the potential QCA, such as analyzing necessary causal conditions or testing the robustness of QCA results. The authors provide seven actionable recommendations for future IS research using QCA.Originality/valueThe literature review assesses the status quo of QCA’s application in the IS discipline and provides specific recommendations on how IS researchers can leverage the full potential of QCA.

Learning outcomes Learning outcomes are as follows: to understand the repercussions of a disruptive technology, in addition to its perceived benefits; to incorporate the human element into the technology benefits; to appreciate alternate sides of an argument regarding an issue; and to analyse the cross-functional implications of an innovation that changes the “rules of the game” for doing business. Case overview/synopsis Uber, a US-based multinational, provides a real-time technology platform to enable users to utilise ride-sharing with Uber drivers. This is an example of a “shared economy” or “collaborative consumption” business model, which has disrupted the status quo of the taxi industry around the world. Uber was launched in South Africa in 2013, creating many job opportunities but causing much reaction from the taxi industry and the authorities. Complexity academic level This is a short case which can be used across a number of programmes, as most students will have had some experience or exposure to the Uber model, and is very useful as an “ice-breaker” case to introduce students to the case study method of analysis and teaching. This case can be used for undergraduate and postgraduate students in business schools or other institutions or on executive education programmes as part of a strategy, marketing, business model innovation or entrepreneurship module. Purpose The purpose of this paper is to examine in a fully up-to-date manner the position in respect to the licensing and launch of long-term evolution (LTE) in a region that attracts relatively little attention when treated as a whole because the emphasis is usually upon the very large individual markets (China, India and Japan) contained within it. The purpose is also to examine the role of international groups and the extent to which the licensing of LTE can make a difference to the structure of mobile markets in the region. Design/methodology/approach The initial step was to compile extensive databases with respect to the licensing and launch of high-speed networks in the region – defined both narrowly and also to encompass countries that are often treated as part of the Middle East – arranged so as to emphasise the status of dominant incumbents. There is a discussion of new entry and its potential to disrupt incumbents. Findings For historical reasons, the region contains countries that have strong differences whether defined in terms of economic, social or cultural characteristics, and hence it has not been easy for a network with international aspirations to expand outside its home market nor for, say, European-based operators to gain a foothold. Attempts to introduce competition via new licences has also been problematic because of the strong, and sometimes very large, incumbents already present. Research limitations/implications This is necessarily an overview that uses selected data to describe the overall picture because of the substantial number of quite different markets surveyed. Practical implications It is possible to forecast how certain structural changes will occur – primarily the withdrawal of international groups such as Millicom that prefer to concentrate upon other regions. Originality/value The databases that underpin the analysis are author-compiled and entirely original.
