Factors influencing the implementation of off-site manufacturing in commercial projects in Western Australia

Purpose Off-site manufacturing (OSM) application in vertically higher and spatially larger projects within Western Australian (WA) commercial sector has demonstrated the potential of benefitting from such a construction technique, but introducing a new methodology to a traditional sector such as commercial sector is not always straightforward. The acceptance of the new methodology, level of awareness of the stakeholders involved and the readiness of the supply chain to deliver, for instance, may influence the success of its implementation. Given the infancy of such methodology in the WA construction industry, this research project aims to analyse factors influencing the implementation of OSM construction method in WA. Design/methodology/approach Following a thorough literature review, an existing research agenda in OSM was used to inform the direction of this research, i.e. focussing on external macro aspects of the decision making to implement OSM. Three projects in WA were studied, and the data collection was facilitated through archival study and semi-structured interviews with construction practitioners who were the stakeholders of the three projects. Data analysis was conducted through content analysis to draw the findings and conclusion of this research. Findings The analysis of the studied cases revealed relevant economic/financial, technological and regulatory factors, as well as social factors influencing the implementation of OSM, particularly in WA commercial projects. These findings were then used to develop an overall understanding of the external macro factors influencing decision making in implementing OSM that forms a formal research agenda aimed at enabling successful implementation of OSM in WA construction industry, particularly in its commercial sector. Originality/value The research findings presented in this paper identified factors that significantly influence the implementation of such alternative technology in a traditional sector. These factors were then structured to form the subsequent research agenda to continuously pursue the implementation of OSM in the sector. While the research agenda takes into account the unique characteristics of the WA construction industry, it contributes to the global and the Australian national research agenda, and the research methodology reported in this paper can be used to develop similar research agenda elsewhere.

Purpose The construction industry in many developing countries is reluctant to apply value engineering (VE) due to uncertainty of outcomes. The purpose of this paper is to examine the existing practices of VE techniques and make recommendations to organisations and national construction regulatory bodies, to standardise VE practices. A decision-making formula is introduced to determine profitability of VE applications prior to implementation. Design/methodology/approach A broad literature review and six case study projects that applied VE were selected. Thirty-nine semi-structured interviews were conducted to gather data within cases. Six expert interviews were conducted as confirmatory interviews to clarify and validate research outcome. Content analysis and cognitive mapping were used to analyse data among case studies. Findings Application, knowledge and experience on VE techniques among construction professionals are unsatisfactory. Recommendations include reducing contractor’s design responsibility, introducing proper VE guidelines and statutory regulations. A framework is introduced to assist authorities to standardise application of VE techniques. A decision-making formula is suggested to determine margins of contractor’s portion due to VE techniques and original profits gained. Originality/value The formula can be used as a decision-making tool by construction industry practitioners to determine successfulness of proposed VE techniques, and the proposed framework can be used to guide construction professional bodies to standardise VE practices.

PurposeThe construction industry has a poor reputation for an unhealthy lifestyle and a high prevalence of health problems such as obesity, stress and hypertension among construction workers. The review examines the factors influencing the design and delivery of health promotion programs implemented by construction organisations to educate workers and promote a healthy lifestyle. It also identifies gaps in research and practices and proposes directions for future research.Design/methodology/approachA systematic review of 51 relevant journal articles published during 2010–2019 was undertaken to achieve the aim of the study.FindingsThe review reveals 46 different factors grouped into four major themes related to individuals, organisations, industry and the program, influencing the successful implementation of health promotion programs. The top ten most cited factors are cost, time, facilities and resources, transient workforce, delivery method, influence from managers, long working hours, masculine culture, production pressure and interest. The review also found a noticeable lack of studies on implementing health promotion programs in the context of developing countries, small and medium-sized construction organisations, residential sector workers, and construction professionals and female workers.Research limitations/implicationsThe review's scope is limited to research on health promotion programs, and it did not investigate the factors affecting the health of construction workers in construction projects.Practical implicationsA better understanding of various influencing factors present at different decision levels will inform the future implementation of targeted workforce health promotion strategies to foster construction workers' health and well-being.Originality/valueThe review reveals bottlenecks that need to be addressed to successfully implement health promotion programs in the construction industry. It provides new insights that can improve existing health and workplace policies and health promotion programs in the construction industry. Finally, it identifies new research directions in a neglected but crucial area of workers' health and safety management.

Purpose – The users of construction technologies such as builders and trades people have been acknowledged as sources of potentially important innovations. These innovations may be in the form of safer, less labour intensive, or cheaper methods and processes. The purpose of this paper is to assess whether the Australian construction industry is providing an environment where user-based innovation is being supported and implemented. Design/methodology/approach – An explorative study was undertaken to provide an insight into actual experiences of the implementation of user-based innovation. The data were collected through face-to-face semi-structured interviews providing case studies on multiple aspects of the implementation of innovative construction technologies. The cases involved a cross section of advances, including product, tool, and system technologies. Findings – The main motivation behind developing the technologies was problem solving. The associated industries of manufacturing and retail, as well as consultants within the construction industry present the greatest barriers to implementation. Originality/value – This research provides a better understanding of the factors that are preventing the successful implementation of user-based innovative construction technologies in small firms.

Purpose The purpose of this paper is to explore lecturers’ perceptions on factors that affect the implementation of bilingual instruction (BI) policy in Indonesian higher education. Design/methodology/approach This qualitative study used 15 lecturers who taught in BI programs in three Indonesian universities. The data were gained through semi-structured interviews. The semi-structured interview data were analyzed via thematic approach. Findings The findings of the study suggest a number of factors influencing the implementation of BI, including the support from lecturers, leadership, and government. The availability of adapted curriculum and systematic assessment also influences the successful implementation of BI in Indonesian tertiary education. Practical implications The findings of this study have implications for the success of similar programs and the ways to gain understanding of BI within higher education contexts. Originality/value BI research is not new; however, little information is related to BI in Indonesia. This work contributes to a growing body of literature that explore BI and education factors within higher education setting. The significance of this study is to raise greater understanding of several important factors that influence the implementation of BI policy within university settings.

PurposeThis paper is concerned with what should happen after design-led events have been held to promote co-decision-making, between professionals and local stakeholders, in collaborative planning of the built environment. Rather than being standalone, such events form one single step in a multi-stage collaborative planning process. What comes before and after them has to be acknowledged as important to their effective contribution to collaborative planning. This paper aims to make a case for giving more attention to the post-event stages of collaborative planning, to ensure that the involvement of the public produces real and tangible benefits.Design/methodology/approachContent analysis of both academic and grey literatures was undertaken to examine emerging advice on how to conduct decision-making, the implementation of outputs and the delivery of desired outcomes, after design-led events. A critical review of the post-event decision-making and delivery activities is offered, which aims to add to the current academic literature on the deployment of design-led events. An attempt is made to sketch out the characteristics of post-event stages, drawn from the literature and collated specific examples of collaborative planning investigated in Scotland.FindingsThree key factors are identified as affecting the successful implementation of decisions reached at design-led events: (1) a shared follow-on plan, (2) an agreed action programme for delivering this and (3) a properly constituted and resourced delivery vehicle that can monitor and evaluate progress. Background/aims Research focusing on the perspectives of healthcare managers, who are often key in devising strategies for the implementation of self-management solutions, is limited. This study aimed to investigate the barriers to the implementation of technology-based self-management solutions in an NHS organisation and how this affects project delivery. Methods Semi-structured interviews were held with 15 NHS employees in various managerial roles from one organisation. As initial findings suggested that managers were not fully aware of how to approach the different stages of project delivery, a second analysis was conducted to explore their approaches and insights at various stages of a self-management project. Findings Participants were highly knowledgeable about key decision-making processes in the initial phases of a project, but clearly struggled during the organisation and implementation phases. Conclusions To support the successful implementation of projects, managers should focus more on unpacking the later stages of project delivery and addressing the contextual factors that influence them.

Purpose The purpose of this study is to investigate and rank the critical factors influencing the bid/no bid criteria and their importance in the Australian construction industry. Design/methodology/approach The research study has been undertaken by conducting an extensive literature review on bid/no bid decision-making criteria. As a result, the researchers identified 26 most common bid/no bid decision-making criteria that are accordingly grouped into five distinct categories, namely, “project”, “market”,“contractor”, “client” and “contract”. The literature review was followed by a national survey that was designed and utilised by the researchers to collect data for this purpose. The survey was sent to potential 450 Australian construction companies in various locations and responses were received from 81 Australian construction companies. Response data were subjected to descriptive and inferential statistics. Kruskal Wallis one-way analysis of variance (ANOVA) was applied to detect significant differences between the mean score grouped according to the organisation size (contract value). Findings The descriptive and empirical analysis demonstrated a disparity of ranking of the 26 bid/no bid criteria factors among the groups; however no statistically significant differences among the 26 bid/no criteria factors despite the absolute differences in the rankings and mean scores in the following four factors: (1) “bidding condition”, (2) “strength/weaknesses”, (3) “contract payment terms” and (4) “number of competitors/bidders”. Based on the overall sample, the highly ranked four factors were “client financial capability”, “project risk”, “project future benefits and profitability” and “number of competitors/bidders”. The following were the least ranked: “contractors’ financial situation”, “project duration” and “contractors’ material availability”. “Client financial capability”and “project risk” were jointly ranked as the most important by large, whereas “client financial capability” was also rated highly for smaller Australian construction contractors (ACCs). The medium ACCs had “project risk”as highly ranked. Research limitations The majority of the participants were small construction contractors in Australia. The reason is that the researchers were not aware of the contractors’ size prior to inviting them for participation in the research study. Second, the findings may not generalise to other industries or to organisations operating in other countries. Practical implications The identified “bid/no bid criteria” increase the awareness of existing decision-making practices and play a critical role in the future decisions of the construction companies, where decision makers need to evaluate the next opportunities encountered. Furthermore, knowledge and possession of these identified “bid/no bid” criteria would enable contractors to select a project with a higher probability of success in the future, which will accordingly result in long-term financial benefits and higher performance. Finally, the awareness of these factors could contribute to changing the contractor’s behaviours when bidding in a competitive environment or market conditions. Originality/value The study contributes to the body of knowledge on tendering and bidding practices among contractors in Australia, an area previously under explored. Second, this study provides some insights on the factors influencing the bid/no bid decisions among the ACCs.

Purpose – Sustainable improvement is likely to be hampered by ambiguous objectives and uncertain cause-effect relations in care processes (the organization’s decision-making context). Lean management can improve implementation results because it decreases ambiguity and uncertainties. But does it succeed? Many quality improvement (QI) initiatives are appropriate improvement strategies in organizational contexts characterized by low ambiguity and uncertainty. However, most care settings do not fit this context. The purpose of this paper is to investigate whether a Lean-inspired change program changed the organization’s decision-making context, making it more amenable for QI initiatives. Design/methodology/approach – In 2014, 12 professionals from a Dutch radiotherapy institute were interviewed regarding their perceptions of a Lean program in their organization and the perceived ambiguous objectives and uncertain cause-effect relations in their clinical processes. A survey (25 questions), addressing the same concepts, was conducted among the interviewees in 2011 and 2014. The structured interviews were analyzed using a deductive approach. Quantitative data were analyzed using appropriate statistics. Findings – Interviewees experienced improved shared visions and the number of uncertain cause-effect relations decreased. Overall, more positive (99) than negative Lean effects (18) were expressed. The surveys revealed enhanced process predictability and standardization, and improved shared visions. Practical implications – Lean implementation has shown to lead to greater transparency and increased shared visions. Originality/value – Lean management decreased ambiguous objectives and reduced uncertainties in clinical process cause-effect relations. Therefore, decision making benefitted from Lean increasing QI’s sustainability.

Purpose This paper aims to investigate the effect of cancer patients’ information behaviour on their decision-making at the diagnosis and treatment stages of their cancer journey. Patients’ information sources and their decision-making approaches were analyzed. Design/methodology/approach Semi-structured interviews were conducted with 15 participants. Findings The cancer patients sought information from various sources in choosing a hospital, physician, treatment method, diet and alternative therapy. Physicians were the primary information source. The patients’ approaches to treatment decision-making were diverse. An informed approach was adopted by nine patients, a paternalistic approach by four and a shared decision-making approach by only two. Practical implications In practice, the findings may assist hospitals and medical professionals in fostering pertinent interactions with patients. Originality/value The findings can enhance researcher understanding regarding the effect of cancer patients’ information behaviour on their decision-making.

Purpose This study aims to explore the commonalities and differences of corporate social responsibility (CSR) perceptions among business leaders in Oman and Lebanon, two Middle Eastern countries forming a comparative dyad with a high level of cultural variance within the Arab cluster. Design/methodology/approach Semi-structured interviews were used to elicit qualitative data that were analyzed by means of multilevel analysis. Findings The findings provide empirical evidence that CSR is a powerful factor in managerial decision-making in the Middle East with the national cultures of Oman and Lebanon exerting partially differing effects on CSR decision-making. Practical implications The study enlightens practicing managers and policymakers in terms of the salience of multiple actors’ influence on CSR decision-making processes and the responses they may receive when developing and implementing CSR initiatives in the Middle East. Originality/value The study proposes a seven nodal model, which captures the flow of CSR decision-making in the research contexts.
