Assessment of abandoned properties in geopolitical conflict zones

PurposeIn geopolitical conflict zones, the phenomenon of abandonment often correlates with challenges of legal definitions and ownership status. The abandoned properties in conflict zones share similar characteristics with what is commonly known as a brownfield site. However, due to the nature of geopolitical conflict zones, which is mixed with people and sentiments other than technical challenges, the usual solutions to the brownfield question, cannot provide enough tools to deal with the land management of areas engulfed in conflicts. This paper, therefore, aims to discuss and propose a land-use typology that describes abandoned properties in a geopolitical context.Design/methodology/approachThe proposed land-use typology serves as the main conceptual framework that integrates the sustainable brownfield regeneration approach with social theories of space and place. As an inductive research approach, this conceptual framework brought the fundamental and comparative literature on brownfield regeneration to support the main argument related to the similarities and challenges of the regeneration of abandoned properties in conflict zones. The approach used in this paper addresses the broader consideration of land management in geopolitical contexts and urban conflict zones that considers the relationship of exercise of extreme power over space.FindingsThe findings highlight an insufficient understanding of the origin of the property problems in geopolitical conflict zones, especially after a power struggle, producing significant land management issues. In a geopolitical context, urban planners and economists' perspective on definitions of space and place defined by maps, GIS data sets, Excel and other similar tools may not bring any practical or long-term solution to the land management challenges. The study suggests that dealing with abandoned properties and regeneration plans in conflict zones requires identifying and evaluating geo-political, geo-social, geo-economic characteristics of the area before any further action.Practical implicationsThis paper's findings are of particular interest to decision-makers and conflict stakeholders in geopolitical conflict zones, such as local governments, policymakers and peacekeeping agencies. The findings of this research can clarify and help them have an alternative understanding of the space engulfed in the conflict, other than a technocratic, mapping, GIS, statistical way of understanding and approaches to the complex aspect of a space.Originality/valueThis paper's conceptual framework provides a value-added contribution to the literature on land management in conflict zones by taking the reader's attention to the origin of the problems and their associated real estate issues in geopolitical contexts. For the first time, this inductive research proposes a land-use typology that considers the complexity of the interrelationship between land policies, land-use theory, social theories of space and place and the exercise of extreme power over space. This paper produced a concept that is not easily measurable by quantitative nor qualitative approaches.

The land and town planning legislation concerning the planning of land use development within the united territorial communities (UTC) is considered. It is found that legislative norms need to be finalized. The necessity of updating the existing land management documentation developed prior to the adoption of the Law of Ukraine "On Land Management" and changes in the structure of urban development in connection with the adoption of the Law of Ukraine "On Regulation of Urban Development" was proved as they do not ensure the integrity of the planning process within the territories of these communities through their institutional incapacity (proved by the example of the Palan Unified Territorial Community of the Uman district of the Cherkasy region). The priority of land management and urban planning documents as the most influential tools in planning the development of land use systems in UTC is scientifically grounded and their interdependence established.

Purpose Nowadays, innovation appears as one of the main driving forces of organisational success. Despite the above fact, its impact on the propensity of an organisation to develop and sustain a competitive advantage has not yet received sufficient empirical investigation. The purpose of this paper is to enhance the existing empirical literature by focusing on the antecedents of innovation and its impact on competitive advantage. It proposes a newly developed conceptual framework that adopts a three-step approach, highlighting areas that have rarely been simultaneously examined before. Design/methodology/approach The examination of the proposed conceptual framework was performed with the use of a newly developed structured questionnaire that was distributed to a group of Greek manufacturing companies. The questionnaire has been successfully completed by chief executive officers (CEOs) from 189 different companies. CEOs were used as key respondents due to their knowledge and experience. The reliability and the validity of the questionnaire were thoroughly examined. Empirical data were analysed using the structural equation modelling technique. The study is empirical (based on primary data), explanatory (examines cause and effect relationships), deductive (tests research hypotheses) and quantitative (includes the analysis of quantitative data collected with the use of a structured questionnaire). Findings Results indicate that knowledge management, intellectual capital, organisational capabilities and organisational culture have significant direct and indirect effects on innovation, underlining the importance of their simultaneous enhancement. Finally, the positive effect of innovation on the creation of competitive advantages is empirically validated, bridging the gap in the relevant literature and offering avenues for additional future research. Originality/value The causal relationship between innovation and competitive advantage, despite its significant theoretical support, has not been empirically validated. The present paper aspires to bridge this gap, investigating the impact of innovation on the development of competitive advantages. Moreover, the present study adopts a multidimensional approach that has never been explored in the existing innovation literature, making the examination of the proposed conceptual framework an interesting research topic.

Anthropogenic land-use change is one of the main drivers of global environmental change. China has been on a fast track of land-use change since the Reform and Opening-up policy in 1978. In view of the situation, this study aims to optimize land use and provide a way to effectively coordinate the development and ecological protection in China. We took East Guangdong (EGD), an underdeveloped but populous region, as a case study. We used land-use changes indexes to demonstrate the land-use dynamics in EGD from 2000 to 2020, then identified the hot spots for fast-growing areas of built-up land and simulated land use in 2030 using the future land-use simulation (FLUS) model. The results indicated that the cropland and the built-up land changed in a large proportion during the study period. Then we established the ecological security pattern (ESP) according to the minimal cumulative resistance model (MCRM) based on the natural and socioeconomic factors. Corridors, buffer zones, and the key nodes were extracted by the MCRM to maintain landscape connectivity and key ecological processes of the study area. Moreover, the study showed the way to identify the conflict zones between future built-up land expansion with the corridors and buffer zones, which will be critical areas of consideration for future land-use management. Finally, some relevant policy recommendations are proposed based on the research result.

PurposeThe purpose of this paper is to develop a conceptual framework for assessing what are the possibilities and pitfalls of using algorithmic systems of news personalization – i.e. the tailoring of individualized news feeds based on users’ information preferences – for constructive conflict coverage in the context of peace journalism, a journalistic paradigm calling for more diversified and creative war reporting.Design/methodology/approachThe paper provides a critical review of existing research on peace journalism and algorithmic news personalization, and analyzes the intersections between the two concepts. Specifically, it identifies recurring pitfalls of peace journalism based on empirical research on constructive conflict coverage and then introduces a conceptual framework for analyzing to what degree these pitfalls can be mediated – or worsened – through algorithmic system design.FindingsThe findings suggest that AI-driven distribution technologies can facilitate constructive war reporting, in particular by countering the effects of journalists’ self-censorship and by diversifying conflict coverage. The implementation of these goals, however, depends on multiple system design solutions, thus resonating with current calls for more responsible and value-sensitive algorithmic design in the domain of news media. Additionally, our observations emphasize the importance of developing new algorithmic literacies among journalists both to realize the positive potential of AI for promoting peace and to increase the awareness of possible negative impacts of new systems of content distribution.Originality/valueThe article particle is the first to provide a comprehensive conceptualization of the impact of new content distribution techniques on constructive conflict coverage in the context of peace journalism. It also offers a novel conceptual framing for assessing the impact of algorithmic news personalization on reporting traumatic and polarizing events, such as wars and violence.

Purpose For the interested teacher, teacher educator and educational researcher seeking an entry point into how mindfulness relates to teachers’ work, the burgeoning and divergent appeals for the relevance of mindfulness to teachers can be bewildering. The purpose of this paper is to offer teachers, teacher educators and educational researchers a conceptual framework for understanding the different orientations and sources of mindfulness as it has been recommended to teachers. Design/methodology/approach Using Foucault’s (1972) concept of “discursive formations” as a heuristic device, this paper argues that mindfulness as pitched to teachers can be helpfully understood as arising from three distinct orientations. Findings Statements about mindfulness and its relevance to teachers emerge from three distinct discursive formations – traditional, psychological and engaged – that each constitute the “problem” faced by teachers respectively as suffering, stress or alienation. Specific conceptions of mindfulness are then advanced as a solution to these problems by certain authoritative subjects and institutions in ways that are taken as legitimate within each discursive formation. Originality/value Apart from offering a historical and discursive mapping of the different discursive formations from which mindfulness is pitched to teachers, this paper also highlights how each of these orientations impies a normative view of what a teacher should be. Suggestions for further historical research are also offered along the lines of genealogy, epistemology and ontology.

The accident at the Fukushima Daiichi Nuclear Power Plant has raised questions about the accumulation of radionuclides in soils, the transfer in the foodchain and the possibility of continued restricted future land use. This paper summarizes what is generally understood about the application of agricultural countermeasures as a land management option to reduce the radionuclides transfer in the food chain and to facilitate the return of potentially affected soils to agricultural practices in areas impacted by a nuclear accident.

Purpose This paper aims to develop a knowledge-based (KB) system for Lean Six Sigma (LSS) maintenance in environmentally sustainable buildings (Lean6-SBM). Design/methodology/approach The Lean6-SBM conceptual framework has been developed using the rule base approach of KB system and joint integration with gauge absence prerequisites (GAP) technique. A comprehensive literature review is given for the main pillars of the framework with a typical output of GAP analysis. Findings Implementation of LSS in the sustainable building maintenance context requires a pre-assessment of the organisation’s capabilities. A conceptual framework with a design structure is proposed to tackle this issue with the provision of an enhancing strategic and operational decision-making hierarchy. Research limitations/implications Future research work might consider validating this framework in other type of industries. Practical implications Maintenance activities in environmentally sustainable buildings must take prodigious standards into consideration, and, therefore, a robust quality assurance measure has to be integrated. Originality/value The significance of this research is to present a novel use of hybrid KB/GAP methodologies to develop a Lean6-SBM system. The originality and novelty of this approach will assist in identifying quality perspectives while implementing different maintenance strategies in the sustainable building context.
