Online privacy behavior among youth in the Global South

Purpose The purpose of this paper is two-fold. First, it explores the extent to which diversity of connectivity or the connection through multiple internet access points may facilitate online privacy behavior. Second, it explains the diversity of connectivity-online privacy behavior link in terms of information literacy. Design/methodology/approach Situated in the context of urban poor youth in the Philippines (n = 300), this paper used a quantitative approach, specifically an interview-administered survey technique. Respondents were from three cities in Metro Manila. To test for indirect relationship, survey data were analyzed using bootstrapping technique via SPSS macro PROCESS (Hayes, 2013). Findings Urban poor youth with diversified connection to the internet engaged in online privacy behavior. The more the youth are connected to the internet through diverse modalities, the more this fosters cautious online privacy behavior. In addition, information literacy explained how diversity of connectivity facilitated online privacy behavior. It suggests that differences in online privacy behavior may result from the extent of basic know-how of navigating online information. In the context of the urban poor in the Global South, the youth are constantly negotiating ways to not only connect to the internet but also acquire digital skills necessary for protective online behaviors. Originality/value To date, this is one of the few papers to contribute to conversations about online privacy among youth in the Global South. It broadens the literature on social determinants of online privacy behavior that is crucial for designing policy interventions for those in the margins.

Purpose This paper aims to offer Sitio San Roque, an informal settlement in the Philippines as a case study to explore long-term "forgetful" urban development planning in the Philippines, and the renewed visibility of the urban poor under COVID-19 lockdown. It connects scholarship on informality to issues of housing and political rights in Metro Manila to further investigate how vulnerable communities in the Global South are faring in the pandemic. Design/methodology/approach This is an exploration of Sitio San Roque, an informal settler community in Metropolitan "Metro" Manila, Philippines. This paper refers to recent journalistic reports pertaining to the community's ongoing evictions and arrests while under Metro Manila's "enhanced community quarantine." Furthermore, it converses with literature from disciplines including health-care policy, urban studies and recent studies on COVID-19 and vulnerable communities to critically discuss the plight of the urban poor in the pandemic-stricken Metro Manila. Findings The urban poor and members of informal communities such as Sitio San Roque are especially vulnerable to contracting COVID-19 because of precarious livelihoods and housing instability. The creation of informality in Metro Manila can be traced to political tensions, economic agendas and development planning since the time of Marcos' administration and also to global restructuring during the 1990s. However, also important to note is that under Metro Manila's lockdown, informal settlers are further disenfranchised and stigmatized via ongoing demolitions and evictions, as well as by processes of policing and criminalization by the state. The use of military and police personnel as a way to enforce lockdown in the metropolis further impedes on the rights of informal settlers and the urban poor. Originality/value Recent scholarship and reports discuss the challenges for informal communities and the urban poor in navigating the COVID-19 pandemic, mainly due to their housing conditions and loss of economic stability. This paper contributes to a critical understanding of these issues by adding the dimensions of political and housing rights. It refers to the case study of members of Sitio San Roque, who have experienced continuous threats of demolitions and arrests by state police for protesting the lack of government aid under lockdown. Both military approaches of governance and housing informality work in tandem to expose the vulnerabilities of the urban poor in Metro Manila's pandemic. Finally, this paper extends on urban studies scholar Gavin Shatkin's concept of “forgetful planning” (2004) by applying his discussions to the current context. Informal settlers have long been “forgotten” by the state's development plans, but are now remembered and deemed more visible in Metro Manila's ECQ.

PurposeAdvances in information technology now permit the recording of massive and diverse process data, thereby making data-driven evaluations possible. This study discusses whether teachers’ information literacy can be evaluated based on their online information behaviors on online learning and teaching platforms (OLTPs).Design/methodology/approachFirst, to evaluate teachers’ information literacy, the process data were combined from teachers on OLTP to describe nine third-level indicators from the richness, diversity, usefulness and timeliness analysis dimensions. Second, propensity score matching (PSM) and difference tests were used to analyze the differences between the performance groups with reduced selection bias. Third, to effectively predict the information literacy score of each teacher, four sets of input variables were used for prediction using supervised learning models.FindingsThe results show that the high-performance group performs better than the low-performance group in 6 indicators. In addition, information-based teaching and behavioral research data can best reflect the level of information literacy. In the future, greater in-depth explorations are needed with richer online information behavioral data and a more effective evaluation model to increase evaluation accuracy.Originality/valueThe evaluation based on online information behaviors has concrete application scenarios, positively correlated results and prediction interpretability. Therefore, information literacy evaluations based on behaviors have great potential and favorable prospects.

Purpose The purpose of this paper is to investigate the relationship between individual and societal determinants of online privacy concern (OPC) and behavioral intention of internet users. The study also aims to assess the degree of reciprocity between consumers’ perceived benefits of using the internet and their OPC in the context of their decision-making process in the online environment. Design/methodology/approach The study proposes comprehensive model for analysis of antecedents and consequences of OPC. Empirical analysis is performed using the PLS–SEM approach on a representative sample of 2,060 internet users. Findings The findings show that computer anxiety and perceived quality of regulatory framework are significant antecedents of OPC, while traditional values and inclinations toward security, family and social order; and social trust are not. Furthermore, the study reveals that perceived benefits of using the internet are the predominant factor explaining the intention to share personal information and adopt new technologies, while OPC dominates in explanation of protective behavior. Research limitations/implications Although the authors tested an extended model, there might be other individual characteristics driving the level of OPC. This research covers just one country and further replications should be conducted to confirm findings in diverse socio-economic contexts. It is impossible to capture the real behavior with survey data, and experimental studies may be needed to verify the research model. Practical implications Managers should work toward maximizing perceived benefits of consumers’ online interaction with the company, while at the same time being transparent about the gathered data and their intended purpose. Considering the latter, companies should clearly communicate their compliance with the emerging new data protection regulation. Originality/value New extended model is developed and empirically tested, consolidating current different streams of research into one conceptual model.

Purpose This paper investigates the experiences of school teachers of supporting pupils and their apprehensions of how pupils search and assess information when search engines have become a technology of literacy in schools. By situating technologies of literacy as sociomaterial the purpose of this paper is to analyse and discuss these experiences and understandings in order to challenge dominant views of search in information literacy research. Design/methodology/approach Six focus group interviews with in total 39 teachers working at four different elementary and secondary schools were conducted in the autumn of 2014. Analysis was done using a sociomaterial perspective, which provides tools for understanding how pupils and teachers interact with and are demanded to translate their interest to technologies of literacy, in this case search engines, such as Google. Findings The teachers expressed difficulties of conceptualizing search as something they could teach. When they did, search was most often identified as a practical skill. A critical perspective on search, recognizing the role of Google as a dominant part of the information infrastructure and a co-constructor of what there is to know was largely lacking. As a consequence of this neglected responsibility of teaching search, critical assessment of online information was conflated with Google’s relevance ranking. Originality/value The study develops a critical understanding of the role of searching and search engines as technologies of literacy in relation to critical assessment in schools. This is of value for information literacy training.

PurposeThis paper explores the importance of building trust and rapport with participants using gatekeepers and insider-outsider dynamics in accessing vulnerable research participants in the Global South.Design/methodology/approachThis paper draws data from a qualitative case study conducted in Sattola slum in Dhaka.FindingsFindings suggest that access to participants can be gained through building rapport and trust with participants. A trusting relationship further helps the researcher to explore the processes of social exclusion experienced by the participants.Originality/valueFew studies is published on female researchers building trust with vulnerable research participants negotiating gatekeepers and their subjectivity in the field. The paper contributes original insights into this from fieldwork carried out by a middle-class female researcher in Dhaka. It raises important issues in securing the trust of participants when they are part of disadvantaged, exploited or generally vulnerable populations.

Significance Metro Manila and some other areas of the Philippines effectively remain under a lockdown, first imposed in March as part of efforts to prevent the spread of COVID-19. The restrictions have had a high economic cost. Impacts Congress could extend the 'Bayanihan To Heal as One Act', which gives the president additional powers to respond to the COVID-19 crisis. The economic fallout from the pandemic will set back Duterte's 'Build, Build, Build' infrastructure programme. Duterte will come under pressure to end his push for a federal constitution.

At Asbury Theological Seminary these changes have revolved around three issues: providing the same resources online, information literacy, and the importance of collaboration.

Building on scholarly explorations on the nuances of labor conditions in emerging knowledge economies in the Global South and the glocalization of the digital labor market, this paper examines how coworking spaces in Philippines are designed and organized. In particular, we explore the role that these alternative workspaces take in addressing the unique needs of local digital platform workers or online freelancers. The Philippines ranks third, after the US and India, among the countries with the greatest number of online freelancers. Drawing from a multi-sited ethnography of coworking spaces in Metro Manila including interviews with coworking space managers as well as Filipino online freelancers, the paper explores how the latter perceive the role and experience the value of coworking spaces. Echoing Oreglia and Ling’s notion of “digital imagination,” we find that digital workers sustain a unique sense of “aspirational belonging” to coworking spaces which we describe as a state of willingness to maintain a positive perception of these spaces without any certainty of realizing its promised benefits. We also argue that the very same qualities that render coworking spaces aspirational for online Filipino freelancer function to regulate a degree of in/exclusivity of urban spaces.

Purpose Research on opinion polarization in the USA repeatedly finds more divergence among politically privileged groups: respondents who are college educated, politically interested, party identified or have a liberal/conservative orientation. The purpose of this paper is to examine whether their excluded counterparts can be polarized by exposure to political information on the internet. Design/methodology/approach Quantile regression and visual analysis of raw data from the online and face-to-face samples in the 2012 and 2016 American National Election Studies (n=9,563) assessed the impact of online political information on opinion polarization among ideological moderates, political Independents, respondents without a college degree, and those with low interest in politics. Findings Exposure to online political information during the survey was associated with significant polarizing shifts toward more consistent ideological positions in all four groups. Practical implications Engaging the middle is a social justice issue as much as a matter of political conflict, and evidence suggests that politically excluded groups use the internet to translate their own views into the language of policy opinions and popular (polarized) politics. Recommended policy interventions include information literacy programs. Further research should use experimental models and browser histories. Originality/value Current research on political polarization leaves open the question of whether larger portions of the electorate are available to join the fray. This study shows that excluded publics can be polarized via exposure to online information.

Purpose This study aims to examine the experiences of urban poor relocatees in their resettlement communities, specifically those who were relocated from the Caloocan, Malabon, Navotas, Valenzuela and Quezon City areas to the province of Bulacan, Philippines. This study hopes to convey the importance of revisiting the law on socialized housing in the Philippines. Design/methodology/approach This study gathered qualitative data through 2 focus group discussions among 28 participants who came from 3 resettlement sites in San Jose del Monte City, Bulacan Province, Philippines. The resettlement areas are owned and managed by the National Housing Authority of the Philippine Government. Findings Results show that resettlement experiences are stories of survival under impoverished conditions. Lack of housing facilities or poorly built units characterize their relocation experience aside from having no immediate access to basic utilities such as electricity and water, despite a law that supposedly secures these rights to relocatees. The expensive cost of transportation and the lack of livelihood also heavily strain the lives of the relocated population. Originality/value This study illustrates that involuntary displacement predicts poor living conditions upon resettlement. This study is an inquiry not only of existing conditions of socialized housing in resettlement areas but also past realities of these housing communities at the onset of the displacees’ relocation.
